Problems/Comments

During an assessment done by Shannon and Wilson on December 18 through 20, 1991, elevated levels of Polychlorinated Biphenyls (PCBs) were detected during the drilling of three monitoring wells. On May 14, 1992, additional soil sampling was done and 22 parts per million (ppm) PCBs found. The purpose for the assessment was the Alaska Department of Transportation & Public Facilities was considering the property as a Right of Way acquisition for the proposed upgrade and realignment of the Kenai Spur Highway. After the May 14, 1992 sampling, additional soil sampling was recommended by the environmental consultant that ADOT&PF hired to perform the two phases of assessment work.

8/26/2015 Meeting or Teleconference Held Met with the landowner, in his business building. Northern Small Engine. Informed owner of the limited PCB contamination present on his property, and provided a brief history of identification and assessment of the property. The owner asked how he could have purchased the property without having been informed of the PCB contamination. I asked if he went thru a realtor, or if a lending institution was involved at the time of property purchase. He told me know. I let him know the site had been in ADEC's CSP database and ADEC's files for a long time. That realtors and lending institutions normally check our database prior to property transactions. However, if he purchased with cash, directly from the former land owner, that information, even though available, wouldn't be identified unless the prior owner communicated the known presence of the PCB contamination, or the seller researched ADEC records. I informed the current landowner that the former owner was aware of the contamination, based on the reports in the ADEC administrative record. Paul Horwath

2/19/2020 Meeting or Teleconference Held Had a phone call with Mark Fondren of Tauriainen Engineering and Testing. (907) 262-8468. We spoke about the site history and he requested information regarding how the site ETM was prepared in the past compared to the current ETM and guidance documents to assist in preparation of a work plan for a PCB contaminated site.
