Document, Report, or Work plan Review - other |
ADEC received two site assessment reports from Shannon & Wilson; dated January 1992, and June 1992. Reports detail the work Shannon & Wilson performed for USKH, in order to assess this property for prospective purchase by the Alaska Department of Transportation & Public Facilities. A portion of the property was included in a prospective R-O-W acquisition, by ADOT&PF. PCB contamination was identified in shallow soil samples collected 6" below ground surface.
The January, 1992 report is titled Environmental Site Assessment, Quonset Hut Apartments, 7825 Kenai Spur Highway, Soldotna, Alaska.
The June, 1992 report is titled Additional Field Explorations, Quonset Hut Apartments, 7825 Kenai Spur Highway, Soldotna, Alaska.
The reports should have referenced Kenai, Alaska, as the property is located within the City Limits of the City of Kenai. |

Met with the landowner, in his business building. Northern Small Engine. Informed owner of the limited PCB contamination present on his property, and provided a brief history of identification and assessment of the property. The owner asked how he could have purchased the property without having been informed of the PCB contamination. I asked if he went thru a realtor, or if a lending institution was involved at the time of property purchase. He told me know. I let him know the site had been in ADEC's CSP database and ADEC's files for a long time. That realtors and lending institutions normally check our database prior to property transactions. However, if he purchased with cash, directly from the former land owner, that information, even though available, wouldn't be identified unless the prior owner communicated the known presence of the PCB contamination, or the seller researched ADEC records. I informed the current landowner that the former owner was aware of the contamination, based on the reports in the ADEC administrative record. |

Exposure Tracking Model Ranking |
A new updated ranking with ETM has been completed for source area 75617 Electrical transformer storage. The de-minimis mass and areal extent of the identified PCB contamination supports a determination that the residual contamination poses a de-minimis risk to human health. |

Meeting or Teleconference Held |
Had a phone call with Mark Fondren of Tauriainen Engineering and Testing. (907) 262-8468. We spoke about the site history and he requested information regarding how the site ETM was prepared in the past compared to the current ETM and guidance documents to assist in preparation of a work plan for a PCB contaminated site. I researched the file and CSP database for notes and reasoning on how the ETM was determined. I forwarded all the requested information to Mark in an email today. |
