Problems/Comments

During the removal of one 300 gallon heating oil tank subsequent soil contamination was found. This is tank #4 from the Shannon & Wilson report Underground Storage Tank Closure and Upgrade Assessment Palmer Correctional Center and Mat-Su Pretrial Facility, dated October 1996. Report filed in the Palmer Correctional Facility Maintenance Building, file number 2245.26.020. Approximately 10 cubic yards of contaminated soil was excavated and sent to the gravel pit and treated by landspreading, with 2007 samples showing the soils have been remediated to below ADEC cleanup levels. See Leaking Underground Storage Tank Database, Palmer Correcitonal Facility Medium Security, Reckey:1996220023901, UST Facility ID:94, Event ID 878, File number 2245.26.023 for the Tank number 0094-14 that supplied an emergency generator, formerly L73. Previous project manager Eric Henry.

Action Information

Action Date Action Description DEC Staff
8/26/1996 Update or Other Action Confirmed Release. Former Staff
8/27/1996 Update or Other Action Cleanup Initiated, Tank Removed. Former Staff
8/28/1996 Update or Other Action Release investigation takes place at the same time as cleanup activities (excavation). Most of the contaminated soil was removed during cleanup activities. Former Staff
3/21/1997 Site Characterization Report Approved Site Assessment 1A; Reviewed an UST Closure Report. Based upon sample results, it appears that most of the soil contaminated above the acceptable 200 mg/kg level for diesel, was excavated. There were 2 smaples that showed diesel levels to be slightly higher than 200 mg/kg (259 and 260). Since these results are within a reasonable range of the target cleanup level, no further assessment nor cleanup is required. However the excavated soils, presently stored in an on-site cell, will still need to be treated. Former Staff
10/5/2005 Update or Other Action Project manager changed from Eric Henry to Dave Pikul. Former Staff
4/7/2008 Site Closure Approved A review of the 07 S&W Soil Characterization Activities report shows that with one DRO exceedance, the soils have been remediated to below ADEC cleanup levels. Natural attenuation will reduce the slight exceedance. The 21 March 97 action stated that only the remediation of the stockpiled soils remained for site closure. No files/data found for site cleanup. Donald Seagren
