Problems/Comments

Pit on-site (100 foot x 50 foot x 25 foot deep) used since 1957 and suspected to contain old engines, oil drilling rig parts, vehicles, construction wastes, and drilling mud in unknown amounts. Known contamination of soil by polychlorinated biphenyls (PCBs). Soil and groundwater contamination by benzene, toluene, ethylbenzene, and xylenes (BTEX), lead, and chlorinated solvents. Drinking wells potentially threatened. Extent of contamination unknown. PCBs up to 2,900 parts per billion (ppb) found in soil in 10,000 square foot area, August 1989. Donald L. Jack and Jerry Andrews of Alaska Homestead own the property. Peninsula Savings and Loan began to repossess property when Fed. S&L Insurance Co. of Seattle became receivers of PS&L. Tract 4B, Hayward Hills Subdivision, Tract 4, Plat #85132.

5/31/1991 Notice of Violation Letter sent to inform respondents (Kenai Corp. formerly Kenai Drilling Ltd. Inc., Montgomery Drilling Co. Inc., and Donald L. Jack of Financial Services Inc.) stating that to date, no party has accepted responsibility for interim corrective action, site assessment, or remedial action at the site. 10/1/1992 Site Characterization Report Approved (Old R:Base Action Code = SA1R - Phase I SA Review (CS/LUST)). ADEC's contractor for the site assessment was Shannon and Wilson. Shannon and Wilson conducted borings, installed several monitor wells, sampled all of the old and new monitor wells, took soil samples of all the borings, took water and sediment samples from the open pit. Shannon and Wilson found several new areas of contamination from reviewing aerial photographs and doing soil borings in suspicious areas. A fence was placed around the contaminated areas in December 1991. Shannon and Wilson's greatest concerns are the following conclusion from their data: "The covered pit at the site has been used to dispose of miscellaneous debris as well as a drain field for wastes that are discharged into a metal grate located between Hydro test and the concrete slab. The metal grate is connected to the covered pit by a 6 inch steel pipe. Elevated concentrations of petroleum hydrocarbons, chlorinated solvents and hazardous substances at the site were found in the sump box below this grate and in the soils surrounding this grate. The highest levels of contaminants, however, were encountered at the discharge end of the effluent pipe covered pit. Several new areas of oil stained soils as well as where tanks and drums were stored in the past was visible in the aerial photographs acquired during this assessment. the unconfined groundwater table, with static levels at about 35 feet below the surface is in our opinion apparently being recharged by surface water collecting above and infiltrating downward through the covered and open disposal pits. The soils are relatively permeable beneath the disposal pits and provide little resistance to the downward migration of fluids. The continuous boring showed highly permeable soils adjacent to the pit. The bottom of the pit may be lined with emulsified petroleum or fine grained drilling muds. However, we feel that this artificial lining of the bottom of the pits will only cause infiltrating water to migrate laterally until in contact with more permeable soils and then continue on its downward decent." The proposed work will reflect the current site conditions and the concentration of the contaminants present at the site. Two test pits will be excavated within the Covered Pit Area, and two samples will be analyzed from each of the test pits. Four test pits will be excavated within the Open Pit Area, and one sample will be analyzed from each of the test pits. Also proposed are two test pits to be excavated within the Outside Grate Area, and four samples will be taken from the two test pits. The areas of the Machine Shop and the Drill Shop Sump will not be evaluated within this Work Plan due to the small volume of potentially impacted soils, which are unlikely to affect the feasibility of the capping option that is being proposed. 11/2/2010 Document, Report, or Work plan Review - other Reviewed the Focused Site Investigation Report, Former Coastal Drilling Site, from ALTA Geosciences, Inc., dated September 2010. The investigation efforts of the open pit indicated that the pit consists of mostly uncontaminated solid waste other than in the northeast side of the pit where several vehicle batteries and battery parts were found, and hydrocarbon-saturated soils at a depth of 10 feet with 9,650 mg/kg DRO and 323 mg/kg GRO. The total volume of the open pit is estimated at 550 cubic yards. The investigation efforts of the covered pit indicated that the area near where the drain pipe from the grate area had discharged, an elevated DRO concentration was detected at 1,240 mg/kg. The measurement results of the density of the cover material over the covered pit indicated that the soils consist of silty sand with gravel with a maximum density at 130 pounds/cubic feet, and a relative compaction of 92.8%. The investigation efforts of the shallow soils in the grate area indicated that PCBs were detected at low levels that were below the ADEC soil cleanup levels. Alyce Hughey

4/13/2012 Update or Other Action Hexavalent chromium analysis was conducted in the Focused Site Investigation Report and we have determined that chromium +3 is the valence of the chromium present at this site, which does not exceed any ADEC site cleanup levels. Chromium is no longer considered a contaminant of concern. It appears that groundwater has not been impacted at the site. ADEC has requested a cleanup work plan or closure plan detailing additional proposed site work from the RP. Peter Campbell

7/10/2014 Site Visit Contractor has been working on site, excavating from the open pit, removing debris to the Soldotna Landfill. Several drums of soil/lead impacted soil removed from the site for hazardous waste disposal. The open pit will be filled. Monitor Well GW-3 was destroyed by an excavator. 7/10/2015 Meeting or Teleconference Held Meeting with Don Jack to discuss site status. We were informed that there may be PCB's on site in a fifty cubic yard stockpile of excavated soils. We requested a report documenting the sampling efforts. Peter Campbell
8/17/2016 Document, Report, or Work plan Review - other Reviewed the Soil Remediation Construction Completion Report (June 2016) that documents cleanup actions at the open pit and the log crib sump. Six batteries, 1,800 pounds of broken batteries and battery plates and 1,200 pounds of lead impacted soils were removed from the site and either recycled or sent to a RCRA landfill. A total of 80.56 tons soil containing less than 50 ppm PCB’s were sent to a permitted landfill. An additional 26.1 tons of soil containing more than 50 ppm PCB’s were sent to a TSCA permitted landfill. The owner has submitted engineered plans to construct a lined cap over what is known as the covered pit and is working towards site closure with institutional controls. Peter Campbell

6/29/2017 Site Visit Conducted a site inspection while the lined cap was being installed over the covered pit. The project engineer was on site observing. Soils that were capping the pit (approximately 1500 cy)had been excavated and stockpile on site. ADEC has issued a requirement that these soils be sampled to determine if they are suitable for onsite disposal. Peter Campbell

The Soils were stockpiled approximately 100 feet north east of the covered pit. Oily rags and stained soils and metallic debris were observed in the excavated soils. Requirements

Description Details
Advance approval required to transport soil or groundwater off-site.
Movement or use of contaminated material (including on site) in a manner that results in a violation of the water quality standards is prohibited (18 AAC 70)
Groundwater Use Restrictions No groundwater wells shall be installed in the area covered by the institutional controls without prior DEC approval.
Other The cap (2 feet of clean soil, linear, soil, and asphalt) shall be inspected annually and maintained as needed to prevent contact with subsurface contaminated soil, and/or infiltration of water and potential leaching of contaminants.
New Construction Restrictions Any future building construction in the area covered by the institutional controls must include design and construction techniques that will prevent volatile contaminants in soil/groundwater from migrating into the building and must maintain a cap over existing known contaminants.
Subdivision Restriction DEC must be notified in advance of the subdivision or replat of the property associated with these institutional controls. This recorded environmental covenant must be included as part of future property transactions and attached to subsequent associated parcels.
Other If the use of the site changes, or if other buildings are constructed within 30 feet of the contaminated area, DEC must be notified and may require a vapor intrusion evaluation to determine if building occupants could be affected by vapors.
