Problems/Comments
The pad was construced along the arctic coastline in 1974 by placing 5-7 feet of fill over native tundra. Mobil Oil used the pad as a staging area until 1977 and other historical documentation suggests the pad was used as a staging area for the Pt. Thompson #4 Well in 1978. Site assessments conducted in 1998 found DRO up to 4,300 mg/kg in soil at the pad and DRO up to 0.680 mg/l in adjacent surface water. Benzene was not detected in soil and no VOCs other than toluene, ethylbenzene, and xylenes were detected. DRO was either not detected or detected at low concentrations in the majority of the samples, with the highest concentrations found on the western portion of the pad in the former fuel storage area.
Action Information
Action Date | Action | Description | DEC Staff |
---|---|---|---|
10/1/1998 | Site Added to Database | Site added to the database. (Date adjusted from 7/15/2008 for report/query consistency. (Reese)) | Mitzi Read |
10/1/1998 | Update or Other Action | Investigations conducted in 1998 found DRO contaminated pad marterial at the location of the former fuel storage area on the west side of the pad. DRO was detected up to 4,300 mg/kg in soil and up to 0.680 mg/l in adjacent surface water. Most soil samples collected from the pad did not contain DRO or DRO was present at low concentrations. This information was derived from the 2002 CAP. | Bill O'Connell |
3/1/2002 | Update or Other Action | Corrective Action Plan submitted by Exxon Mobil and approved by ADEC, with conditions, however corrective action was not conducted. ADEC comments recommended a DRO target level of 1,000 mg/kg (or less). | Bill O'Connell |
5/30/2008 | Update or Other Action | Exxon Mobil is talking with ADEC and ADNR about possibly addressing this site in 2009 if an ice road is built to Pt. Thompson. | Bill O'Connell |
8/27/2008 | Exposure Tracking Model Ranking | Initial ranking with ETM completed. | Bill O'Connell |
3/22/2010 | Site Visit | Site visit today with Exxon PM and ADEC PM and QA officer. Site work is progressing, buried drums were located in the NW area of the pad and due to erosion, the location of the pad relative to the coastline has yet to be determined. | Bill O'Connell |
4/21/2011 | Document, Report, or Work plan Review - other | Reviewed Bullen Point Support Pad Completion Report. Contaminated gravel was excavated from areas identified as contaminated during previous investigations and these areas were expanded to remove additional contaminated gravel identified during field activities. Guided by field screening and analytical sampling, a total of approximately 19,283 cy of contaminated gravel was hauled to the Drill Site 4 grind and inject facility for down-hole disposal. Excavation progressed until contamination was no longer evident, or until massive ice was encountered. The site was capped with clean gravel only and rehabilitation will be limited to the eastern portion of the pad due to salt spray from the adjacent Beaufort Sea and active shoreline erosion. Excavation was limited along the northern edge by the proximity to the Beaufort Sea. Confirmation samples contained DRO up to 1,820 mg/kg in sidewall samples collected along the northern boundary of the excavation, where further excavation was impractical. | Bill O'Connell |
4/26/2011 | Exposure Tracking Model Ranking | A new updated ranking with ETM has been completed for source area 75727 Historical spills. | Bill O'Connell |
5/12/2011 | Cleanup Complete Determination Issued | The Alaska Department of Environmental Conservation, Contaminated Sites Program (ADEC) has completed a review of the environmental records associated with the ExxonMobil Bullen Point Support Pad located near Bullen Point, approximately 40 East of Deadhorse , Alaska. Based on the information provided to date, it has been determined that the contaminant concentrations remaining on site do not pose an unacceptable risk to human health or the environment and no further remedial action will be required as long as the site is in compliance with established institutional controls. | Bill O'Connell |
5/12/2011 | Institutional Control Record Established | Institutional Controls established and entered into the database. | Bill O'Connell |
2/8/2012 | Institutional Control Compliance Review | IC review conducted, staff name changed from O'Connell to IC Unit, five year follow up added as an IC requirement, and the reminder system was updated. | Evonne Reese |
12/4/2014 | Update or Other Action | Site name changed from IC Unit to McLoone. | Evonne Reese |
5/27/2015 | Update or Other Action | Letter on this date from Exxon notifying ADEC of change in land use. "The Bullen Point Support pad is being utilized by Alaska Clean Seas for staging a connex which houses spill response equipment. This site was remediated in 2010 to address a legacy fuel spill. Excavation was limited along the northern edge of the site by the Beaufort Sea. ADEC's 2011 decision document concluded that the site cleanup was complete with Institutional Controls. The remaining contamination at this site is in the subsurface and along the northern edge. Alaska Clean Sea's connex will be staged inland from the area in which there is remaining contamination. Further, Alaska Clean Seas will not conduct gravel excavation activities and the connex will only be accessed by spill response personnel to conduct periodic inspection on the connex and associated equipment. As a result these activities should not have an impact on the remaining contamination and ExxonMobil does not believe additional controls are warranted." | Keather McLoone |
9/28/2016 | Update or Other Action | At this time, the project manager chooses to retain management of this site which has institutional controls. | IC Unit |
6/1/2020 | Institutional Control Compliance Review | IC update document received on this date from the responsible party. All ICs are in compliance. | Evonne Reese |
3/19/2024 | Institutional Control Update | DNR-SAIL added as affiliate (Office of Primary Responsibility). For DNR LAS information: ADL# 421494 | Jennifer McGrath |
6/17/2024 | Institutional Control Compliance Review | IC compliance review completed on this date. An IC reminder letter was issued to the landowner. The next review will be in five years’ time. | Gaige Robinson |
