Problems/Comments

On 6/11-12/99 a 6,000 gallon Bunker C UST #1 and a 550 gallon diesel UST #2 were excavated and removed during construction activities. Petroleum hydrocarbon soil and groundwater contamination above cleanup levels were detected in association with the diesel UST. DRO is above cleanup levels in soil at the northwest end of the UST #2 excavation at 285 mg/kg and in MW-1 borehole at 9.5' to 11' at 267 mg/kg and in GW in MW-1 at 2.12 mg/L. MW-1 is located where the former UST #1 was located. Ground water was at ~16' bgs at time of tank removal and at ~12.5' bgs on 8/18/00. Fine grained "black sand" was found under the piping trench at the time of removal. It was analyzed and found to be coal, but the lab could not differentiate between coal, DRO or RRO. When a water line broke the "black sand" was distributed throughout the excavation. The excavation was backfilled with 'clean' material removed from the pit and imported material.

7/14/1999 Preliminary Assessment Approved In response to review of a copy of the R&M Consultants, Inc. (R&M) "Underground Storage Tank Excavation Report" dated 6/30/99 received by the department on 7/2/99, the CSP requested a work plan to determine the extent of the contamination that was identified along the piping run through the collection of soil sample(s) from the soil layer below the black sand layer, and advance a boring through location of the former 550 gallon tank and complete it as a monitoring well and collect soil and GW samples fpr lab analysis by Methods AK 102 and 103. Please include a site diagram that identifies the past soil sample locations, the location and dimensions of the excavated area, backfill soil information, and the proposed boring and sample collection locations. 50-60 c.y. of contaminated soil was generated during the UST removal process. 7/26/1999 Update or Other Action A reply was sent this date to Dan Osbourne of R&M indicating that the CSP approves of the transport of 50 c.y. of DRO contaminated soil (to 1,900 mg/kg) directly to Alaska Soil Recycling for thermal treatment and disposal in a covered truck. 8/24/2000 Update or Other Action A fax was sent this date to John DeGeorge of R&M indicating that the CSP has no objection to the transport of ~1.5 c.y. contaminated soil and one drum of water to Alaska Pollution Control for thermal treatment and disposal with the condition that the treatment facility is an ADEC authorized facility and the materials are containerized and covered during transport. 7/25/2008 Update or Other Action As of 7/18/08 the last report in the file is a copy of the R&M Release Investigation Report, Creekside Park Elementary School, 7500 East 6th Avenue, Anchorage, Alaska dated 9/13/00 that was received by the CSP on 10/2/00. On 7/14/1999 an "Environmental Work Plan, Creekside Park Elementary School, Anchorage, Alaska" dated 12/3/99 and received by the CSP on 12/17/99, and the "Revised Borehole Locations, Environmental Work Plan, Creekside Park Elementary School, Anchorage, Alaska" dated 5/15/00 and received by the department on 5/17/00, were reviewed and approved by Dave Pikul. There are no outstanding requests for work plan approvals in the file. As of the last report, DRO is above cleanup levels in soil at the northwest end of Tank 2 excavation at 285 mg/kg and in MW-1 borehole at 9.5' to 11' at 267 mg/kg and in GW in MW-1 at 2.12 mg/l. 9/30/2008 Meeting or Teleconference Held Bill O'Connell and I met with Edie Knapp with ASD and Aaron Banks with R&M Consulting today to discuss active Anchorage school sites. ASD Creekside Park Elementary School will have groundwater monitoring conducted by R&M in accordance with their approved workplan and will submit a report this fall. Pam Clemens
10/22/2008 Update or Other Action A letter was sent to Edie Knapp with ASD concerning this and other sites. Based on the results of the monitoring in the fall of 2008, additional activities may be necessary to delineate the extent of contaminaiton in this area. Pam Clemens

1/23/2009 Proposed Plan Received, reviewed and approved R&M Consultants' work plan for "Closure Course Implementation" dated today. As per the email from Bill O'Connell dated 7-25-08 R&M will sample MW-1 and conduct a well search for downgradient wells within 1/4 mile of the school. If MW-1 still contains DRO above ADEC cleanup levels, it is recommended that two downgradient boreholes/monitoring wells be advanced to delineate the extent of the contamination. Pam Clemens

Description Details
Advance approval required to transport soil or groundwater off-site. Standard condition.
When Contaminated Soil is Accessible, Remediation Should Occur Soil contamination may be remaining under the former Bunker C tank. When the soil becomes accessible, the soil must be evaluated and contamination address in accordance with an ADEC approved workplan.
Groundwater Use Restrictions Installation of groundwater wells will require approval from ADEC.
Other ASD will report to ADEC every five years to document land use, or report as soon as they become aware of any changes in land ownership and/or use.
Movement or use of contaminated material (including on site) in a manner that results in a violation of the water quality standards is prohibited (18 AAC 70) Standard condition.
