Problems/Comments

One 750 gallon diesel and one 10,000 gallon Bunker C USTs used for heating purposes were excavated and removed in early June 1990. Observed obvious overfill evidence around the Bunker C tank. Soil sample reults ranged up to 640 mg/kg TPH in boreholes. Contaminated soil left in ground as extent of excavation is limited due to proximity of existing foundation. Backfilled with clean fill as no further excavation is safely possibly. GW not encountered in drilling to 21.5 feet bgs. A Record of Decision was issued on 11-21-08 with a Cleanup Complete without Institutional Controls determination. No further excavation is possible and the soils with the highest remaining contamination (410 mg/kg TPH between 10 and 20 feet bgs) were covered with clean fill and capped with concrete.

Action Information

Action Date Action Description DEC Staff
6/5/1990 Site Characterization Workplan Approved Reviewed and approved the Tetra Tech, Inc. "Initial Corrective Action Plan, Rogers Park, Lake Otis, and Abbott Loop Elementary Schools Underground Storage Tank and Contaminated Soil Removal" dated 5/25/90 and received by ADEC on 5/29/90. The work plan was requested on 5/21/90. One 750 gallon diesel and one 10,000 gallon Bunker C USTs used for heating purposes are scheduled for excavation and removal. Action entered by Petrik. Jennifer Roberts
6/29/1990 Update or Other Action Approval granted to dispose of contaminated soil at Anchorage Sand and Gravel. A sampling result of 796 mg/kg HVOC was detected. Follow up on this result was requested. Action entered by Petrik. John Halverson
9/10/1990 Update or Other Action Received a letter this date from AS&G indicating that 534.24 tons of fuel stained soils received from Lake Otis Elementary School were processed on 7/25/90 and sampling results show soils below cleanup levels. 7/22/2008 Site Characterization Report Approved Review of the report received 5/29/90 from Tetra Tech, Inc. indicated that 4 boreholes were drilled and samples collected from depths of 10-11.5 feet and 20-21.5 feet bgs in each of the boreholes. Letter concerning Lake Otis is dated 4/19/90. No GW was encountered. TPH was detected in at one of two samples from each borehole at concentrations ranging from 17 to 640 mg/kg TPH. The lateral and vertical extent of the contamination is unknown. Sampling results suggest that there may be two source areas and migration appears to be northwest. Further removal and disposal of contaminated soil is recommended. Bill Petrik
7/22/2008 GIS Position Updated Used Google Maps in conjunction with a Site Map to obtain coordinates for a centroid location of both tanks combined. Unsure whether the coordiantes are at the correct location. Bill Petrik
