Problems/Comments

Reported in letter received 10/07/1988. The property was used as a marine repair shop. Waste/junk found on-site. Petroleum stained soil. Drums in storage van may be leaking. Approximately 25 drums (1,250 gallons) of chemicals/unknown substances, some believed to be toxic/hazardous waste. Some spillage on the ground in an area approximately 10 feet in diameter. Groundwater contamination unknown. Owner removed some of the drums, and has reported that the drums are being disposed at an approved facility. Presence or extent of contamination and health impact unknown. Owner has removed some of the drums on site and has reported that the barrels are being cleaned and disposed of in a state approved facility. Photos included in file. Site located at end of Cole Drive. Parcel 17. Site previously worked back in 1990–1992, with no final closure made. Prior to 9/14/2015 No soil or groundwater sample data has ever been provided to ADEC for this site. Therefore contaminants of concern are based solely on visible staining of ground surface with "petroleum", and no contaminant concentration data is available. PDH 9/14/2015

Action Information

Action Date Action Description DEC Staff
2/27/1989 Interim Removal Action Approved (Old R:Base Action Code = REM - Removal / Excavation). R. 12/16/1992 Site Ranked Using the AHRM Initial ranking done by Deric Marcorelle and Gary Folley. Deric Marcorelle
10/2/1997 Site Number Identifier Changed Consolidated data from Reckey 1988230930108 into this Reckey for all tables because it appeared to be a duplicate. Bill Petrik
10/3/1997 Update or Other Action The Preliminary Assessment report concludes that even though it is in a sensitive area, the alleged quantity of waste reported in 1991 is minimal and has since been removed. Potential for surface staining could not be determined due to snow cover. Conversation with area residents report ample vegetation and no stressed vegetation. Site closure and delisting seems an appropriate course of action. However, unexamined drums were recently observed to still exist on property. Therefore, the Site Closure Approved action originally entered this date was rescinded. Donald Seagren
2/26/2004 Update or Other Action File number assigned and entered into the Fileroom DB and CS DB. Alyce Hughey
6/15/2004 Meeting or Teleconference Held Horwath & Seagren met with new owner. Discussed site contamination issues and possible resolutions. File reviewed and copies made. Donald Seagren
8/9/2005 GIS Position Updated Using the Site Map in the File, in conjunction with TopoZone Pro and KPB Parcel lookup, entered the coordinates for this site. Metadata includes No Topo Basemap, TopoZone Street Map, Black and White Aerial Photo, on a Medium Size Map, View Scale 1:10,000, Coordinate Datum NAD83. High degree of confidence in accuracy of location. Alyce Hughey
5/10/2006 Update or Other Action After reviewing the file, a letter was sent to the current owner of record, summarizing the file and concerns. Any additional available information was requested. If nothing further has been done to assess & cleanup the site, a site assessment was requested to determine current site conditions. Once the assessment report was reviewed, the Department will be better able to determine if any additonal work is required. Donald Seagren
3/5/2007 Meeting or Teleconference Held Received call from site owner. Reviewed & copied the file. Met with landowner about current status and what would be required for site closure. Provided list of local consultants able to conduct the assessment & cleanup work. The owner desires to purchase adjacent properties. Described the state joint & several liability laws where he would be responsible for site assessment and cleanup should the spiller/former owner be unable or unwilling to do so. Donald Seagren
6/12/2008 Update or Other Action Site transferred from Don Seagren to Paul Horwath per Linda Nuechterlein. Alyce Hughey
1/13/2009 Exposure Tracking Model Ranking A new updated ranking with ETM has been completed for source area 71446 leaking drums & misc. spills. Alyce Hughey
10/30/2014 Update or Other Action Reviewed site status. No soil or water sample data has ever been collected or reported to ADEC. There is no laboratory confirmation of contaminants or concentrations of contaminants. This site was entered into this database in days gone by, solely based on visible soil staining of the ground surface, which was felt to be petroleum contamination. The site came to the attention of ADEC due to citizen complaints of 55-gallon drum storage and spillage and storage of solid waste on the property. No willing RP has performed site assessment work to identify contaminants and concentrations. Paul Horwath
9/14/2015 Exposure Tracking Model Ranking A new updated ranking with ETM has been completed for source area 71446 leaking drums & misc. spills. Paul Horwath
9/22/2015 Update or Other Action Entered correct Lat/Long into database: 60.567500 -151.168611 Lat/Long coordinates collected and verified using the CSP Internal ArcGIS.com web map. Paul Horwath
11/20/2020 Potentially Responsible Party/State Interest Letter Sent RP James Libert a Potentially Responsible Party/State letter Jessica Hall
11/20/2020 Workplan Requested Sent RP James Libert a Work Plan request letter Jessica Hall
5/19/2021 Update or Other Action Spoke with RP via telephone. They sent over a site history recap of contamination on site. ADEC sent an email describing option for sampling locations and advised RP to work with A QEP to prepare and submit a work plan. Jessica Hall
6/7/2024 Update or Other Action Site status changed to unconfirmed. DEC conducted a site visit in May 2024 and there no evidence of a release of a hazardous substance, and no indication a release had occurred based on a review of project file. Bill O'Connell
