Problems/Comments

When the Clean Sweep program for the station was being completed for the Bullen Point DEW line site it was discovered that contamination had migrated under the then operational SRRS. The contamination could not be removed under Clean Sweep due to the presence of the operational facility. The Air Force is/was tracking residual impacts as SS001 since it was one of the last sites remaining, although it has been closed by ADEC. Confirmation sampling associated with the closure of SS001 indicated that some petroleum contamination exists next to the then operational, Short Range Radar Station that could not be safely excavated. Contractors returned to the site in 2015 and found extensive contamination across much of the site. Further investigation was conducted in 2017 yielding an estimated 7 acres of land under which petroleum contamination was present in soil and active zone water.

Please provide a final. The work plan does provide acceptable response to the previously supplied comment and is approved for implementation. Please note that if any of the waste disposal locations change from what is listed in this work plan additional approval from ADEC is required. The report provides a textual summary of the demolition actions and debris removal that occurred during August 2014 at the Bullen Point Short Range Radar Station. The report is lacking supporting documentation for proper disposal of the materials removed. It contains one photograph showing debris removal from the shore line, but does not include any photos showing a clean shoreline, nor the materials removed. Conclusions from the meeting include evaluating ecological ACL information regarding DRO in soils using a literature review, and preparing a tech memo to address a Method 3 ACL and potential risk to ecological receptors. 12/8/2023 CERCLA PA DEC reviewed and provided comments for the Preliminary Assessment Report for Aqueous Film-Forming Foam Areas for Bullen Point SRRS. This assessment reviewed information gathered during a document search, review of the USAF Administrative Record, interviews with personnel and a visual inspection of the site to evaluate if aqueous film-forming foam (AFFF) was stored and used at the former short range radar station. DEC recommended USAF investigate additional non-AFFF source areas to evaluate the potential presence of PFAS at the former landfill and radome area. These additional areas will be investigated under the upcoming non-AFFF Preliminary Assessment and Site Investigation for Bullen Point SRRS. Kelly Walker
