Problems/Comments
The Sea Lion Corporation of Hooper Bay applied to the Alaska Department of Environmental Conservation (DEC) for a DEC Brownfield Assessment (DBA) during the spring 2008 DBA request period. The old Hooper Bay school and surrounding buildings were destroyed in a fire on August 3, 2006. The only building remaining is the teacher housing, located on the Northwest side of the site. Several private residences on the South side of the school site were also destroyed. Hydrocarbon contamination was documented in a November 21, 2006 report for the Lower Yukon School District (Restoration Science and Engineering, 2006). Selected excavation and characterization in September 2006 were the subject of this report, which concluded that fuel contamination in soil near two former aboveground storage tank (AST) locations remains above DEC cleanup levels (spill reports were submitted to DEC in November 2006--see above). The legal description for the Subject Property is U.S. Survey 2206 and U.S. Survey 4052, Lots 1 and 3. In 2009, DEC received a Limited Site Characterization Report for the Hooper Bay Burned School Property. During the characterization, forty-nine test pits were advanced to a maximum depth of 6.5 feet bgs. Groundwater was not encountered during the installation of the borings. Elevated field screening results were observed in 11 test pits and hydrocarbon-like odors were noted in 17 test pits. DRO was detected above DEC cleanup levels at the former teachers housing and near the former generator area. BTEX, PAHs and lead were below DEC cleanup levels. No contaminated soil was excavated from the Site in 2008 due to the lack of disposal options for contaminated soil in Hooper Bay. Test pits installed beneath the footprint of the proposed store did not encounter contaminated soil above DEC cleanup levels. SLR recommends that limited excavation activities be conducted where contaminated soil remains in front of the teacher's housing (270 cubic yards) and in the former generator area (150 cubic yards).
