Letter sent to Mr. Richard Birch by ADEC stating work and cost of securing the wastes to date. A total of 13 barrels were found. No PCBs detected in waste oil samples. Total halogens detected at 457 to 819 ppm. One drum contained diesel and another a soap. |

Joanne Rogers (KPB) called regarding the status of the site. KPB is looking to foreclose on the property. Advised that aprox. 12 drums were removed from the site, however, some contaminated soil associated with the drums leaking may remain. KPB staff will be coming over to review file. |

Sent a letter to the RP which responded to a verbal request from him to release the lien filed against his property by the department in 1993. RP wanted lien released, so that he could work with the Kenai Peninsula Borough who is foreclosing on his property due to his failure to pay past property taxes. The lien was filed due to spill response costs incurred by the department in responding to a release of waste oil. Teh letter told the RP that we would be willing to release the lien, but he needed to post a bond to conduct further assessment work needed at the site. |

Met with Joanne Rodgers (KPB) regarding property foreclosure. Joanne advised that Mr. Birch had until August 9th to pay back taxes. I provided her with a copy of our August 2nd letter. Obtained aerial view of related properties, it appears that the drums were stored on lot 2D, which Mr. Birch sold back in 1986. |

This site cannot be closed without assessment work and reporting performed by a qualified consultant, identifying the current soil contaminant concentrations. Since this site remains open in ADEC's contaminated sites program database, it is possible that assessment work could occur in association with a future land transaction. However property ownership has been transferred since 1991, and ADEC received no further soil sampling and assessment report. |

Site status changed to non-qualifying. Review of the file indicates that although there was soil staining, the substance that made the staining is unknown. There was never any environmental samples completed, only analytical results from the drum contents. Drums contained various contents from water to petroleum to sludge, but it is unclear what drums leaked and which were in good condition. |
