staff reviewed and commented on a workplan for chemical oxidation at a former laundry facility on the Coast Guard Base in Kodiak. The soil and groundwater is contaminated with TCE and PCE and daughter products. Potassium Permanganate will be applied as solid into bore holes allowing for dispersion and diffusion to spread the reagent into the impacted zone. The contractor had initially used pressurized reagent injection, but the water table was artificially elevated into an abandoned storm drain and there was a release of reagent into Womens Bay |

Contaminated Sites staff reviewed a Land Use Assurance Plan for Environmental Activities for the U.S. Coast Guard Base in Kodiak. The document outlines a plan to track institutional controls (ICs) at the various contaminated sites on base. There are currently about fifteen sites on base with institutional controls. The plan objective is for the Coast Guard Environmental Section to screen contractor and other activity such as above or below ground construction, well drilling, etc. against the sites listed in the plan. Work can then be tailored to meet any existing ICs |

Staff participated in site inspections at several Formerly Used Defense Sites and Coast Guard sites at Kodiak. The EPA and Coast Guard also participated in the inspections. Barb Morson for the Coast Guard and Ben Farrell for the EPA and I went to the CG base to look at some sites. We toured the Mogas site and Site 7A Barrel Storage. These two sites plus the Site 3 Laundry are hazardous waste management units. The remainder of contaminated sites on the base are Solid Waste Management Units (SWMUs). The CG is interested in restricting post closure care and monitoring under RCRA at these three sites and transferring them to SMWU status. The Barrel Storage Area has a RCRA “D” listing (as opposed to “F”) which is easier to deal with. The site is closed as a landfill. The CG would like to remove the asphalt cap and SVE system and do a Class III modification on the permit. A risk evaluation, active remedy and long term monitoring would be necessary to do this. We then toured Site 6B. About half the site is a 41/2 million gallon active tank farm storing JP-5 and diesel. The other half is impacted soil cleanup from previous tanks. The Mogas site was 18 25,000-gallon ASTs that are in detection monitoring closed with waste in-place with a passive bioventing system. The site is currently closed as a landfill, but the CG would like to do a soil removal so the site can be switched to a SWMU. |

Staff reviewed groundwater monitoring reports for sites 3 and 7A on the Coast Guard Base in Kodiak. Both sites are part of the Resource Conservation and Recovery Act (RCRA) Consent Order with the Environmental Protection Agency and are contaminated with Volatile Organic Carbon (VOC) compounds. Site 3 was a dry cleaners impacted with primarily TCE. Site 7A was a drum storage area impacted with a variety of petroleum and VOC compounds. Both sites have active and passive remediation systems and will require further active remediation as contaminant concentrations are over cleanup levels |

Contaminated Sites staff conducted site inspections with the EPA and Coast Guard at several Formerly Used Defense Sites (FUDS) and Coast Guard sites on Kodiak Island. Field work had been done this season at Building A-711, Building A-141, Drury Gulch, Airport Staging Area, and the Site 3 Laundry. PCB and TCE soil removals have been completed at Drury Gulch and the contractor is working on the cap over the entire gulch and the drainage channel realignment. The biosparging pilot study at the Fire Training Pit is being evaluated and the cleanup team has decided to go back to the feasibility study and consider other remedial alternatives for the site |

Contaminated Sites staff reviewed and commented on a vapor intrusion study at a former dry cleaner location at the Coast Guard Base in Kodiak. TCE and PCE impacts to groundwater have migrated beyond the source area and extend below several buildings down gradient of the former cleaners. Chemicals of concern were detected over screening levels in the Barracks, Galley, Pizza Parlor and Boathouse. Recommendations were made for conducting future sampling including ventilating the building prior to sampling and doing concurrent subslab, indoor and outdoor sampling to determine background effects. Remedial actions are continuing at the source area and mitigation measures are being evaluated to reduce vapor intrusion into the impacted buildings |

The EWP also outlines how exposure and migration risks will be minimized and controlled. The utility project mainly involves the replacement of the storm water drainage system for the Kodiak USCG base and will involve excavation and dewatering through a heavily contaminated TCE/PCE ground water plume. |
