Problems/Comments

1/19/2006 Meeting or Teleconference Held Contaminated Sites staff participated in a Kodiak Island Borough Assembly meeting to discuss the recent documents available for the review and the field work the COE will be doing this summer in the island. The COE and DEC were interviewed on public radio to discuss the Kodiak projects and overall contaminated site cleanup process. 3/16/2006 Update or Other Action Contaminated Sites staff reviewed an Interim Action Report for site 6B on the Coast Guard Base on Kodiak. Approximately 14,000-tons of DRO impacted soil was removed and thermally remediated on-site in 2005. 9/14/2006 Update or Other Action Contaminated Sites staff reviewed a Land Use Assurance Plan for Environmental Activities for the U.S. Coast Guard Base in Kodiak. The document outlines a plan to track institutional controls (ICs) at the various contaminated sites on base. There are currently about fifteen sites on base with institutional controls. The plan objective is for the Coast Guard Environmental Section to screen contractor and other activity such as above or below ground construction, well drilling, etc. against the sites listed in the plan. Work can then be tailored to meet any existing ICs Jeff Brownlee
9/18/2006 Update or Other Action Staff participated in site inspections at several Formerly Used Defense Sites and Coast Guard sites at Kodiak. The EPA and Coast Guard also participated in the inspections. Barb Morson for the Coast Guard and Ben Farrell for the EPA and I went to the CG base to look at some sites. We toured the Mogas site and Site 7A Barrel Storage. These two sites plus the Site 3 Laundry are hazardous waste management units. The remainder of contaminated sites on the base are Solid Waste Management Units (SWMUs). The CG is interested in restricting post closure care and monitoring under RCRA at these three sites and transferring them to SMWU status. The Barrel Storage Area has a RCRA “D” listing (as opposed to “F”) which is easier to deal with. The site is closed as a landfill. The CG would like to remove the asphalt cap and SVE system and do a Class III modification on the permit. A risk evaluation, active remedy and long term monitoring would be necessary to do this. We then toured Site 6B. About half the site is a 41/2 million gallon active tank farm storing JP-5 and diesel. The other half is impacted soil cleanup from previous tanks. The Mogas site was 18 25,000-gallon ASTs that are in detection monitoring closed with waste in-place with a passive bioventing system. The site is currently closed as a landfill, but the CG would like to do a soil removal so the site can be switched to a SWMU. Jeff Brownlee

10/25/2007 Site Characterization Report Approved Contaminated Sites staff reviewed and commented on Interim Removal Action Reports for contaminated sites at the US Coast Guard Base in Kodiak. Approximately 4,700-tons of petroleum impacted soil were excavated from six above ground storage tank sites. The soils were thermally treated on site and reused for backfill in the area. Contamination above cleanup levels remains at all the sites. A couple sites may have justification for leaving contamination in-place for now including active utilities and an active asphalt pad in the area of contamination. Sites with impacts over cleanup levels remaining in-place will be listed on the USCG Land Use Control Assurance Plan for implementing institutional controls Jeff Brownlee
8/12/2008 Site Visit Contaminated Sites staff conducted site inspections with the EPA and Coast Guard at several Formerly Used Defense Sites (FUDS) and Coast Guard sites on Kodiak Island. Field work had been done this season at Building A-711, Building A-141, Drury Gulch, Airport Staging Area, and the Site 3 Laundry. PCB and TCE soil removals have been completed at Drury Gulch and the contractor is working on the cap over the entire gulch and the drainage channel realignment. The biosparging pilot study at the Fire Training Pit is being evaluated and the cleanup team has decided to go back to the feasibility study and consider other remedial alternatives for the site Jeff Brownlee

ADEC recommended expanding the COCs to include RCRA metals and chlorinated solvents, as well as informed USCG of regulatory actions that would be necessary depending on disposal of sediment piles. The USCG is planning further characterization efforts to fill several data gaps associated with historical releases at the site. Specifically, areas with high TPH-R readings will be analyzed for POL contaminants with applicable CULs, expanded groundwater samples should include lead, and several areas require vertical and horizontal delineation for further characterization. 6/16/2021 Site Characterization Workplan Approved ADEC participated in a comment resolution meeting with the USCG project team on May 20, 2021 for the draft 2021 OPC/FRC Sampling and Analysis Plan; and after which ADEC received and reviewed revised responses to comments from the USCG. The USCG's primary work plan objectives involve focused geotechnical and environmental characterization activities to facilitate the development of an environmental management plan that will support the implementation of the prospective OPC/FRC construction project. ADEC completed its review of the revised responses to comments as well as the revised redline and final versions of the work plan and submitted written approvals of the documents to the USCG and project team, including approval for the USCG to implement the plan in the field. 11/10/2021 Document, Report, or Work plan Review - other DEC reviewed and provided approval for the Proposed OPC/FRC Homeport Construction Project, Letter Addendum Michael Baker International (MBI) Geotechnical Investigation, USCG Base Kodiak, Kodiak, Alaska, dated November 5, 2021. The addendum proposes four soil borings for subsurface geotechnical investigation at the proposed Munitions and Weapons Depot (MWD) Facility, to gather additional information to finalize construction design. Samples from each boring will be collected in accordance with 18 AAC 75 and the ADEC October 2019 Field Sampling Guidance document. Samples will be analyzed for gasoline range organics (GRO) by Alaska Method (AK) 101, DRO by AK 102, residual range organics (RRO) by AK 103, VOCs by EPA Method 8260D, RCRA metals by EPA Method 6020A, polycyclic aromatic hydrocarbons (PAHs) by EPA Method 8270D Selective Ion Method (SIM), and PCBs by EPA Method 8082A. One onshore soil sample and one sediment sample showed DRO above MtG CULs, and the temporary MWs were not developed or screened and showed exceedances of DRO, RRO, chloroform, lead, and mercury. The report details results pertaining to soil, groundwater, and surface water for contaminants including diesel and residual range organics (DRO, RRO), polycyclic aromatic hydrocarbons (PAHs), and lead. The report also includes recommendations for the sixteen source areas, of which seven are recommended for no further action (NFA), two are recommended for no action until the active infrastructure is no longer in use, five are found to have no unacceptable risk based on Method Three calculations, and two are recommended for further corrective measures based on unacceptable risk present. DEC prepared comments for these recommendations and broadly requires further characterization prior to supporting a Method Three calculations closure evaluation. Tim Sharp
