8/26/2010 Update or Other Action Contaminated Sites Staff recieved a draft version of the work plan for additional remedial action at several sites including FT004, LF006, DA037 and SA039 where some batteries and lead impacted soil remain as well as additional POL contamination and drums are slated to be removed and also serveral stockpiles of pesticide contaminated soil will be containerized and shipped off-site. The plan's review is on a hold due to contracting issues with the Air Force. Jonathan Schick
9/22/2010 Update or Other Action Contaminated Sites Staff reviewed the work plans for battery, drum, and pesticide soil removal for various sites at King Salmon including FT004, LF006, DA037, and SA039. Comments were submitted to the Air Force Project Manager and they were regarding the need for additional detail about storage and shipment of impacted soils and also some questions about the figure depicting the pesticide impacted soil stockpiles that are slated to be shipped off-site for disposal. 9/24/2010 Update or Other Action Contaminated Sites Staff recieved responses to our comments and concur with the changes made to the Draft version of the Battery, Drum and stockpile removal action work plan. Staff sent a letter to the USAF project manager approving the plan for implementation in the field. Jonathan Schick
9/29/2010 Update or Other Action Contaminated Sites Staff submitted a letter containing comments on the Draft Report for Remedial Action Projects for LF006, FT004, OT010, Lake Camp and the Biocells. The comments were regarding the use of propper Personal Protective Equipment at the PCB impacted sites and the inclusion of the Laboratory Data Review Checklist with the Final Report. Jonathan Schick
10/20/2010 Update or Other Action ADEC staff conducted a site visit to pertinent sites at King Salmon Air Station over a 2 day visit. Sites were inspected for any visible evidence of contamination and to observe some of the work that is being conducted to remove POL impacted soils and PCB impacted soils at OT010. ADEC staff was accompanied to all of the sites by the Project manager from the USAF and thier contractors. A Restoration Advisory Board meeting was held during the site visit. The topics discussed included the most recent basewide monitoring program, remedial action cleanup programs, and management of the IDW and soil in the biocells set up to add oxygen to the soil matrix to aid the degradation of the petroleum hydrocarbons. The next RAB meeting is scheduled for April 2011. Jonathan Schick
1/5/2011 Update or Other Action Contaminated Sites Staff recieved a copy of the Final Work Plans for Remedial Action Projects that were conducted in the summer and fall of 2010. The Remedial Actions included excavation and removal of PCB impacted soils at OT010, POL soils at FT004, Pesticides, POL and Lead impacted soils at the Circle Landfill, and on-going work at the Bioremediation Cells. 1/6/2011 Site Characterization Workplan Approved Contamianted Sites Staff submitted an approval letter to the Air Force Project Manager approving the implementation of the Removal Action Projects work plan to be implemented in the field. 4/8/2011 Update or Other Action Contaminated Sites Staff recieved the Final Version of the 2009 Remedial Action Projects Report for LF006, FT004, OT010, Lake Camp, and the Biocells. 5/10/2011 Update or Other Action Contaminated Sites Staff submitted an approval letter for the final version of the Report on the 2009 Remedial Action Projects for LF006, FT004, OT010, Lake Camp and the Biocells. 9/26/2011 Document, Report, or Work plan Review - other Contamianted Sites Staff recived a Draft Work Plan for Biocell Area Drum Characterization work for King Salmon Airport via email for our review. The work plan details the fall 2011 plans to open each of the unlabeled drums being stored in the biocell area and characterize the contents for disposal. Jonathan Schick
10/3/2011 Site Characterization Workplan Approved Contaminated Sites Staff submitted a letter to the Air Force's Remedial Project Manager approving the Draft Work Plan for Drum Characterization to be finalized and implemented in the field. The Plan was submitted via email on September 26, 2011 and details the planned activities to collect a sample from each of the approximately 40 barrels that have been left in the fenced in area of the biocells over the past years of soil investigations. The barrels will be samplied for a wide range of contaminants to determine the best way to dispose of the soil. Jonathan Schick
4/2/2012 Document, Report, or Work plan Review - other Contaminated Sites Staff recieved the Biocell Area Drum Characterization report dated March 2012 in our office on April 2, 2012. The report details the findings of the Drum Characterization work performed within the boundaries of the biocell area. Several of the drums contained metals adn pesticides that require off-site shipment and disposal. Several of the drums contained petroleum hydrocarbons at elevated levels, and those soils will be treated in the biocells with available capacity this summer. Some of the drums contained soils that were not impacted above cleanup level for the contaminants of concern. The contents of these drums were spread out on site. Jonathan Schick
9/4/2013 Document, Report, or Work plan Review - other Submit approval letter to US Air Force for "Final Work Plans 2013 Comprehensive Environmental Monitoring” King Salmon Airport, Alaska. The Final work plans include operation and maintenance requirements for the Biocells. Sampling is not included and remains and outstanding question for the biocells. Guy Warren
11/20/2013 Document, Report, or Work plan Review - other Submit approval letter to the USAF on the Final 2011 Remedial Action Cleanup Report for King Salmon Airport, AK. The report identifies activities conducted at the biocells. These include construction of one additional “bio-cell” to take in contaminated soil from this remedial action contract, maintenance of the existing cells, and characterization of the contents of thirty-six unlabeled 55-gallon drums. Characterization of the drums is complete and the report includes recommendations for ultimate disposal of the drum contents. Guy Warren
9/26/2014 Document, Report, or Work plan Review - other Submit approval letter to US Air Force for "Final Work Plans 2014 Comprehensive Environmental Monitoring” King Salmon Airport, Alaska. The Final work plans identify the groundwater monitoring and Institutional Control monitoring requirements for Groundwater Zones 1, 2, 3, 4, 5, 6, and 7 as well as maintenance at the bio-cells. The plan includes maintenance and operation activities and soil sampling at the bioremediation cells at King Salmon. Guy Warren
11/21/2016 Update or Other Action Coordination with the AF has been ongoing regarding the biocells. Due to ongoing issues and overall ineffectiveness, a work plan will be prepared by the AF for execution in 2017 to remove the biocell soil for offsite disposal. ADEC anticipates receiving the proposed work plan for biocell decommissioning and offsite soil disposal in winter 2016/2017. Holly Weiss-Racine
8/4/2017 Document, Report, or Work plan Review - other ADEC received a pre-Draft Remedial Action-Construction Naknek River Tidal Zone (Site SS012) Soil Excavation, Transport and Disposal, FT001 Work Plan ON 7/11/2017 and a response letter with comments table was sent out on 8/4/2017. The Work Plan proposed objectives 1) interceptor trench construction and soil treatment w ORC to remove the free product south of MW-57 at lower Naknek River site; 2) soil excavation up to 50 bcy from site SA039-DR16; 3) up to 15 drums sampling stored within the biocells and landfarm area, and offsite disposal; 4) gabion repairs along South Barrel Bluff. 2/27/2018 Update or Other Action AF submitted a QAPP for Biocells and Landfarm area. QAPP proposed removal action for the contaminated soils to offsite disposal facility. The whole field activities including de-watering, soil excavation, transportation, stockpiling, barge loading, along with soil and wastewater sampling and analyses. ADEC's comments pointed out that because the site has water accumulation problems historically (usually hundreds of thousands of gallons), it requires an excavation de-watering permit from ADEC Division of Water. 5/15/2018 Document, Report, or Work plan Review - other ADEC approves the 'Final 2017 Five-Year Review, King Salmon Divert, Naknek Recreation Camp I, Naknek Recreation Camp II, Alaska, November 2017' in a letter dated May 15, 2018. Land Use Controls have not been fully implemented at any groundwater zones at King Salmon Divert. Recommendations include: finalizing the decision document for Zone 7, determine the extent of drinking water wells at Lake Camp (number of wells, depth of wells, and groundwater gradient), and fully implement LUCs by updating public land records for non-USAF owned properties. 10/5/2018 Document, Report, or Work plan Review - other Remedial Action-Construction Biocell and Landfarm Disposal, Additional Action Proposal approved on this date. This action proposed that to reduce surface water ponding within the landfarm, PFAS impacted surface soil and berm material will be excavated and stored in a soil stockpile for the winter. Soil samples will be taken from native soil after excavation activities in order to characterize the extent of PFAS contamination. Sammi Castle
4/29/2019 Document, Report, or Work plan Review - other ADEC received the Draft Uniform Federal Policy - Quality Assurance Project Plan for Site Inspections of Aqueous Film-Forming Foam Areas, dated April 2019. The purpose of the SI for King Salmon Divert is to evaluate whether a release of AFFF-derived PFAS has occurred to groundwater, soil (shallow and subsurface), surface water, and sediment as a result of historical AFFF use at 11 of the KSD AFFF areas: Building 160, Former Building 152, Building 300, Spray Test Area, Building 617, Eskimo Creek, Red Fox Creek, the Fire Training Areas (FT001, FT002, FT004), and the Former Landfarm and Holding Ponds. ADEC submitted comments on the draft work plan in a letter to the Air Force dated May 17, 2019. Sammi Castle
5/1/2019 Document, Report, or Work plan Review - other ADEC received the Draft Removal Report for Biocell and Landfarm Disposal, dated April 2019. This report describes the 2018 removal action of soil impacted with perfluorooctanoic acid (PFOA) and perfluorooctane sulfonate (PFOS), and petroleum hydrocarbons from the biocell and landarm area. A total of 4,700-cy of per- and polyfluoroalkyl substance impacted soil remains at the biocell and landfarm area, stored in three long-term stockpiles within the former landfarm area. Following excavation and soil sample results, PFOA/PFOS contaminated soil remains above cleanup levels in the sub-base below two of the remaining stockpiles (Sub-Base Stockpile and Naknek Backhaul Stockpile), as well as the western berm of the Naknek Backhaul stockpile. ADEC submitted comments on the draft report in a letter to the Air Force on June 11, 2019. Sammi Castle
6/4/2019 Document, Report, or Work plan Review - other ADEC received the draft Remedial Action-Construction Report, Naknek River Tidal Zone, dated May 2019. This report details the remediation activities conducted at the Naknek River Tidal Zone (SS012), South Barrel Bluff (LF005), and SA039-DR16 sites, and the sampling of drums containing waste from past remedial activities that were stored in the Biocell/Landfarm Staging Area (drum contents were from DA031, SA036, SA039, FT001, and unknown sources). 4/1/2021 Document, Report, or Work plan Review - other ADEC approved the Final Removal Report, Biocell, Landfarm, and Waste Disposal, King Salmon Divert, Alaska, dated March 2021, in a letter dated April 1, 2021. This report details the 2020 removal action of soil impacted with perfluorooctanoic acid (PFOA), perfluorooctane sulfonate (PFOS), and petroleum hydrocarbons at the Remedial Action-Construction Biocell and Landfarm Disposal area the King Salmon Divert. Soil within three stockpiles and two biocells was excavated, transported, and disposed of at an appropriate disposal facility. Following contaminated soil removal, confirmation soil samples were collected from Biocell 9 and the East Biocell. PFOA and PFOS contamination remains in the biocells above regulatory cleanup levels; the vertical and horizontal extents of PFOA/PFOS contamination has not been defined. Sammi Castle
