Problems/Comments

Groundwater Zone 5 (OT31). AK Circle Landfill Former base landfill operated from the mid-1950s to late 1960s. Materials disposed included drums of unknown contents, shop waste, and construction debris. The following investigation summary was taken from the Final 2014 Remedial Action Construction work plan. During excavation activities in October 2009, a buried drum was found less than 6 inches below the ground surface adjacent to the excavation at LF006 Area E (PVS, 2010). The location was approximately 94 feet east of monitoring well CLF-MW02. The drum contents were characterized, removed, and disposed of. The drum was excavated, cleaned, and disposed at the local landfill. After excavating the drum, four more drums were identified adjacent to the one removed. In 2010, four of the identified drums and 1 additional drum were removed from this location. Three of the 5 drums had liquid contents, which were characterized and disposed of. The drums were cleaned, crushed, and taken to the local landfill for disposal. While excavating the 5 drums, an additional one was hit by the bucket of the excavator, creating a 10 inch diameter hole near the rim of the drum. The drum had approximately 5 to 10 gallons of contents, which remained confined inside the drum. The contents were sampled and characterized. A field team returned during the 2011 field season and successfully transferred the drum contents to a new drum. The contents were characterized and disposed of. The buried drum was removed from the ground, cleaned, crushed, and taken to the local landfill for disposal. One soil sample was collected in 2010 from where one of the removed drums was located. This sample was not part of the approved Work Plan, but was collected to get basic information on potential contamination of the soil surrounding the drums. The sample was sent to the project laboratory in Anchorage and analyzed for GRO, DRO, RRO, VOCs, and PAHs. Only concentrations of DRO and RRO exceeded the RAOs at this site. The concentrations were 7,700 and 50,000 mg/kg, respectively. After the six drums were removed from the site, ten additional drums were observed partially buried in the excavation. The orientations of the drums were random and the presence of liquid contents in the drums is unknown. The 10 x 6 x 3 ft depression remaining after the drums were removed was lined with plastic sheeting and backfilled with clean soil from the site. Holes were made in the bottom of the plastic sheeting to allow water to pass through. Two survey stakes were inserted to mark the north and south ends of the long axis of the depression (Points A and C, respectively). One stake was also inserted to mark the middle of the eastern edge (Point B). Swing ties were taken for each point using monitoring well CLF-MW02 to the west and power pole 47 to the north. The swing tie measurements from the power pole and monitoring well to each point are 90 and 95 feet to Point A; 98 and 94 feet to Point B; and 106 and 84.5 feet to Point C, respectively. 10/21/2008 Site Visit ADEC staff took part in a site visit to a number of pertinent sites at King Salmon Air Station over a 2 day visit. Sites, especially the pending Multi Site Inspection sites, were inspected for any visible evidence of contamination and potential sampling locations as the work plans are still being formulated. ADEC staff was accompanied to all of the sites by the Project managers from the USAF and thier contractors. A Restoration Advisory Board meeting was held during the site visit. The topics discussed included the most recent basewide monitoring program, a discussion of the Multi-SIte inspection project, an update on the status of the Groundwater Zone 5 Records of Decision, and a brief discussion concerning the TCE treatibility Study in Groundwater Zone 1. The next RAB meeting has been tentatively scheduled for April 21, 2009. Jonathan Schick

Sites were inspected for any visible evidence of contamination and to become more familiar with the layout and topography of the area. ADEC staff was accompanied to all of the sites by the Project manager from the USAF and thier contractors. A Restoration Advisory Board meeting was held during the site visit. The topics discussed included the most recent basewide monitoring program, a discussion of the Multi-Site inspection project which is entering Phase II this summer, an update on the status of the Groundwater Zone 5 Records of Decision, and a brief discussion concerning the TCE treatibility Study in Groundwater Zone 1. 8/24/2010 Update or Other Action Contaminated Sites Staff recieved a draft work plan for additional soil removal from cells of the Circle Landfill. Soils that are impacted above cleanup level with lead, pesticides, and solid waste are being excavated and shipped off site for treatment. The landfill details the location and amount of material that will be removed and how and where it will be transported based on what contaminants are present. Jonathan Schick
8/26/2010 Update or Other Action Contaminated Sites Staff recieved a draft version of the work plan for additional remedial action at several sites including FT004, LF006, DA037 and SA039 where some batteries and lead impacted soil remain as well as additional POL contamination and drums are slated to be removed and also serveral stockpiles of pesticide contaminated soil will be containerized and shipped off-site. 9/22/2010 Update or Other Action Contaminated Sites Staff reviewed the work plans for battery, drum, and pesticide soil removal for various sites at King Salmon including FT004, LF006, DA037, and SA039. Comments were submitted to the Air Force Project Manager and they were regarding the need for additional detail about storage and shipment of impacted soils and also some questions about the figure depicting the pesticide impacted soil stockpiles that are slated to be shipped off-site for disposal. 9/29/2010 Update or Other Action Contaminated Sites Staff submitted a letter containing comments on the Draft Report for Remedial Action Projects for LF006, FT004, OT010, Lake Camp and the Biocells. The comments were regarding the use of propper Personal Protective Equipment at the PCB impacted sites and the inclusion of the Laboratory Data Review Checklist with the Final Report. Jonathan Schick
10/20/2010 Update or Other Action ADEC staff conducted a site visit to pertinent sites at King Salmon Air Station over a 2 day visit. Sites were inspected for any visible evidence of contamination and to observe some of the work that is being conducted to remove POL impacted soils and PCB impacted soils at OT010. ADEC staff was accompanied to all of the sites by the Project manager from the USAF and thier contractors. A Restoration Advisory Board meeting was held during the site visit. The topics discussed included the most recent basewide monitoring program, remedial action cleanup programs, and management of the IDW and soil in the biocells set up to add oxygen to the soil matrix to aid the degradation of the petroleum hydrocarbons. In 2014, 3 new monitoring wells were installed (MW5R (a replacement for MW5), MW07 and MW08. Groundwater at MW5R and MW07 exceeded cleanup levels for DRO, GRO, and TCE. Groundwater at MW07 also exceeded the cleanup levels for benzene and toluene. Groundwater at all three monitoring wells exceeded the proposed cleanup levels for PFCs. All three new wells, as well as, groundwater monitoring wells MW1 and MW2 should be added to the groundwater monitoring program and sampled for DRO, GRO, VOCs, PFC, and EDB. Holly Weiss-Racine

5/15/2018 Document, Report, or Work plan Review - other ADEC approves the 'Final 2017 Five-Year Review, King Salmon Divert, Naknek Recreation Camp I, Naknek Recreation Camp II, Alaska, November 2017' in a letter dated May 15, 2018. Land Use Controls have not been fully implemented at any groundwater zones at King Salmon Divert. Recommendations include: finalizing the decision document for Zone 7, determine the extent of drinking water wells at Lake Camp (number of wells, depth of wells, and groundwater gradient), and fully implement LUCs by updating public land records for non-USAF owned properties. The objectives of the work plan are to gather information to better understand the remaining nature and extent of contamination at the landfills and determine whether further remedial action is necessary to protect human health and the environment. LF006 and LF007 are located on land owned by Paug-Vik Inc., and were used from the early 1950s through 1960s and from 1969 through 1976, respectively. 6/30/2022 Risk Assessment Workplan Approved The ADEC approved the King Salmon Divert (Groundwater Zones 1, 2, and 5) and Naknek II Screening-Level Ecological Risk Assessment Work Plan, Final (dated June 2022). The work plan describes the approach to conduct a phased Screening-Level Ecological Risk Assessment across various sites within Naknek II and Groundwater Zones 1, 2, and 5 areas located in King Salmon, Alaska. The objectives of this work plan are to quantitatively and/or qualitatively evaluate baseline or existing exposure and risks to ecological receptors from chemicals released into the environment during site operations. The work plan aims to address a total of seventeen sites for contaminants such as metals, petroleum hydrocarbons, volatile organic compounds, semivolatile organic compounds, polychlorinated biphenyls, per- and polyfluoroalkyl substances, pesticides, dioxins and furans. 3/3/2023 Document, Report, or Work plan Review - other DEC reviewed and provided comments regarding the Groundwater Zone 5 Expanded Remedial Investigation Report and Human Health and Ecological Risk Assessment for Sites FT003, LF006, LF007, DA037, Preliminary Draft, dated January 2023.The report describes the expanded remedial investigation activities and risk assessment conducted during the 2021 field season for the Former Fire Training Area 3 (FT003), Circle Landfill (LF006), Landfill No. 3 (LF007), and Debris Drums (DA037) sites located in groundwater zone 5 in King Salmon, Alaska. The goal of the report was to resolve existing data gaps from previous investigations and define the nature, extent, and risk associated with existing contamination at the sites. The 2021 field work included soil, groundwater, surface water, and sediment sampling, geophysical investigations, and test pitting. The report recommended to proceed with a Phase I RI for per- and polyfluoroalkyl substances (PFAS) at LF006, risk management for cadmium, aroclor 1254, and aroclor 1260 at DA037, and no further action for FT003, and LF007. Multiple locations remain with lead concentrations exceeding DEC’s human health cleanup levels at DA037. Ginna Quesada
