Problems/Comments

A former military station which includes a complex building containing miscellaneous debris. The generator room is contaminated with PCBs and POLs. The concrete floor and miscellaneous equipment and debris is contaminated. A 3x5 waste oil UST is located adjacent to a maintenance shop. Human health threat is high due to exposure to PCB contamination. Vandalism has occurred at the site. An adjacent DRO soil plume is west of the old complex building that is associated with a former pipeline and 750,000 AST. The Corps of Engineers has secured the site and plans cleanup in 1992 under the Defensive Environmental Restoration Program (DERP). EPA ID AKD980986855. No project file was available for database update on 1/7/91. Last staff assigned were Vickaryous, Hayden, Roberts, Halverson, Rutkowski and Brownlee. The tracking station was demolished in September, 1999 and was incorporated into an inert debris/asbestos monocell on the site. Institutional controls in place and should be included in Decision Document.

Approximately 600 cubic yards of PCB/DRO impacted soil and 500 tons of PCB impacted concrete were shipped to a TSCA facility in Idaho for disposal. 2/17/2001 Update or Other Action Staff reviewed a draft 1999 Interim Removal Action Report. This site on Kodiak Island has a large area (approximately 2,500 cubic yards over 230 mg/kg) of DRO contamination in soil. The spill is believed to have originated from a pipeline failure near the tracking station. One petroleum excavation and one PCB excavation did not show clean closure sampling on the edges of the excavation. The contractor attempted to calculate alternative cleanup levels using the Method 3 Commercial/Industrial scenario. The property owner was not involved in the process and no specific institutional controls were discussed. The bedrock aquifer will probably need to be characterized at this site unless the COE can get the landowner to establish ICs that the groundwater won't be used for drinking water in the future. 6/3/2002 Update or Other Action Staff reviewed a draft workplan for an Interim Removal Action at Cape Chiniak Tracking Station and the Little Navy Annex on Kodiak. Both sites have DRO remaining in soil above preliminary alternative cleanup levels. Soil above ACLs will be excavated and treated offsite. Proposed Method 3 ACLs are currently being evaluated by the DEC. Monitoring wells will be installed to characterize groundwater in the area surrounding these excavations. Jeff Brownlee
6/17/2002 Update or Other Action Staff reviewed a draft workplan for well installations at the Little Navy Annex and Cape Chiniak Tracking Station. Wells are designed to characterize groundwater around areas of soil contamination above Method 3. The soil is currently being removed and thermally treated. 12/27/2002 Update or Other Action Staff reviewed an Interim Removal Action (IRA) report for the former Cape Chiniak Tracking Station. Diesel Range Organic (DRO) impacted soils were removed from two areas that had concentrations over proposed alternative cleanup levels (ACLs). Confirmation sampling showed cleanup was achieved at both areas. The DEC is currently reviewing the ACLs for the tracking station and two nearby areas including Little Navy Annex. Approximately 3000 cubic yards of impacted soil was removed and transported to a thermal treatment facility for remediation. Cleanup at Cape Chiniak Tracking Station is nearing completion. The on-site monofil and ACLs will be formalized into institutional controls (ICs) during the upcoming Record of Decision (ROD). The landowner (Lesnoi Inc.) has agreed to the ICs. Jeff Brownlee

2/25/2003 Update or Other Action Staff reviewed an interim removal action report. Cape Chiniak Tracking Station and Little Navy Annex cleanups are using excavation and thermal treatment to address DRO contamination in soil. DEC is currently reviewing alternative cleanup levels (ACLs) for both sites. Approximately 3,000 cubic yards of impacted soil have been removed from each site. Proposed Plans for both sites are being developed. Further excavation will be necessary at both sites to achieve proposed ACLs. Jeff Brownlee

DRO cleanup levels were modified at all three sites. GRO was changed at one UST site. Organic carbon and hydraulic conductivity were the only input parameter changed. The COE Alaska District presented the work planned for the summer including additional soil removal at Cape Chiniak Tracking Station and Little Navy Annex, beginning remedial action at the Drury Gulch PCB site and the foamed asphalt paving project. 6/19/2003 Cleanup Plan Approved CS staff reviewed a draft workplan for continued soil excavation at three UST sites near Cape Chiniak on Kodiak Island. The COE intends to use the thermal facility to remediate soils primarily from one nearby project making the facility a Category B. The draft plan had several deficiencies that needed to be corrected before the DEC could approve operations. We are working with the contractor to improve the procedures for storm water handling, public notification, and third party sampling Jeff Brownlee

7/29/2004 Site Characterization Report Approved CS staff reviewed a comprehensive groundwater monitoring report for four seasons of monitoring at a former AST site at the Cape Chiniak Tracking Station FUDS in Kodiak. Three wells were used to characterize shallow groundwater near adjacent to the location of a 750,000 gallon AST. All sampling results were below Table C values for all monitoring events Jeff Brownlee
9/8/2004 Cleanup Level(s) Approved Contaminated Sites Management approved a Method 3 alternative cleanup level for Diesel Range Organics (DRO) in soil at a FUDS on Kodiak Island. The site known as the Scoping and Plotting Room is near Cape Chiniak. The contamination originated from a former underground storage tank that was removed in 2003. Associated contaminated soils were also removed. The highest remaining concentration was in a sidewall of the excavation at 1,400 mg/kg DRO. An alternative soil cleanup level of 4,200 mg/kg DRO, based on a fraction of organic carbon level of 0.018 percent, was approved. Jeff Brownlee

The Corps of Engineers also participated at the meeting. The DEC and COE contractor also participated in a public open house to solicit comments on the cleanup work being done on Kodiak. 5/18/2005 Proposed Plan Contaminated Sites staff reviewed a draft Proposed Plan for the Formerly Used Defense Site at Cape Chiniak on Kodiak Island. The site was used as a satellite tracking station during the cold war. The site has been cleanup up over the last several years with several Interim Removal Actions including the construction of an asbestos waste monofil and several contaminated soil removals. The main composite building was demolished and placed in the monofil. The asbestos waste streams were too intermingled with the facilities construction material to make separating the waste streams practical. The primary contaminants of concern at the site have been petroleum (Diesel Range Organics) and PCBs. Several USTs have also been removed. The preferred alternative for remaining contamination at the site is the implementation of Method 3 cleanup levels and institutional controls (ICs). The site status would be No Further Remedial Action Planned Jeff Brownlee
6/17/2005 Meeting or Teleconference Held Contaminated Sites staff participated in a public open house for Formerly Used Defense Sites on Kodiak Island. Staff also conducted several site inspections. Proposed Plans for the Little Navy Annex Site and the Cape Chiniak Site were introduced at the Kodiak Island Borough assembly meeting. 8/30/2005 Update or Other Action Contaminated Sites staff participated in site inspections at several Formerly Used Defense Sites on Kodiak Island. The EPA and the Corps of Engineers contractor also participated in the inspections. Sites visited include Cape Chiniak, Long Island, Millers Field, Asphalt Disposal Area, Drury Gulch, Building A-711, and the Airport Staging Area Jeff Brownlee
11/3/2005 Update or Other Action Contaminated Sites staff reviewed a draft decision document for a formerly used defense site in Kodiak. The Cape Chiniak Tracking Station was built in 1955 and used to track satellites. The facility was decommissioned in 1972. The site investigation was done in 1994 followed by five interim removal actions through 2003. The facility is subdivided into nine separate areas of concern (AOCs). The main facility itself was a mixed asbestos waste stream and was demolished and buried in an onsite monofil. There were also several UST and AST removals, and several POL soil removals at the various AOCs. PCB contaminated concrete, generators and debris as well as a PCB soil removal was done around the generator room area of the main facility. 6/1/2006 Meeting or Teleconference Held Staff participated with the Corps of Engineers (COE) and their contractor in a public open house for the Formerly Used Defense Sites on Kodiak Island. We also attended the Kodiak Island Borough Assembly meeting. The COE gave a briefing on the work planned for this summer. The open house showed light interest which is normal for Kodiak. Staff also met with Coast Guard environmental personnel and inspected several sites on the Coast Guard Base Jeff Brownlee

6/14/2007 Meeting or Teleconference Held Contaminated Sites staff participated in public meetings and site inspections for the Kodiak Formerly Used Defenses Sites (FUDS) on Kodiak Island. Three FUDS are active this summer including a continuing PCB removal at Drury Gulch, a below water smear zone excavation at Building A-711 and a biosparge pilot test at the Fire Training Pit. The Corps of Engineers and their contractor participated in a public open house and Kodiak Island Borough assembly meeting. 11/2/2007 Meeting or Teleconference Held Contaminated Sites staff participated in a Kodiak Island Borough Assembly meeting and public open house for the semiannual community update on the Formerly Used Defense Sites on Kodiak Island. The Corps of Engineers and their contractor also participated in the meetings. PCB impacted soil is continuing to be removed from Drury Gulch. About 860-tons of TSCA material and 1,500-tons of non-TSCA material have been removed this season with an estimated 700-tons remaining over cleanup levels. The diesel and residual range organic impacted soil removal has been completed at Building A-711. Approximately 16,000-tons of impacted soil was removed and stockpiled for future on island thermal remediation. The Airport Staging Area Fire Training Pit biosparging pilot study continues to operate with periodic groundwater and soil gas monitoring to evaluated performance.
