Problems/Comments

The taxicab maintenance shop has been in operation since 1984. On 9/29/88 EPA tested the injection well on site and found metals, benzene, and solvents, including arsenic at 3 times MCL posing a possible threat to drinking water in the area and human health. A water sample collected 10/87 for realty transaction showed trace of benzene at King Cab and Arctic Spring. Follow-up sampling from several wells in the area found low levels of contamination. See files 100.07.319 and 100.07.321 for information on well samples. EPA notes shallow gravel aquifer with high permeability. EPA issued proposed administrative order 6/90 under the Safe Drinking Water Act. (rpltr5) (scp). Last staff assigned was Alam.

9/29/1988 Update or Other Action Samples collected on 9/29/1988 showed that the King Cab Company was in a blatant violation of the Safe Drinking Water Act. According to the regulations, all class IV injection wells (those wells that discharge hazardous materials into or above an underground source of drinking water (USDW). Samples were collected by Engineering Enterprises, Inc. from the #2 floor drain in the main service bay area. Analysis revealed violations of the Safe Drinking Water Act due to the presence of hazardous substances including metals, benzene, and solvents at the following levels: 0.15 mg/l arsenic; 240 ug/l benzene; 33 ug/l 1,1,1 trichloroethane; 180 ug/l toluene; 10 ug/l ethylbenzene; 84 ug/l xylene; and 110 ug/l acetone. 6/30/1990 Update or Other Action Press release "EPA found three Alaska firms - King Cab, B&B Truck/Auto repair, and Mufflers Alaska have dumped hazardous waste into underground sources of drinking water. 8/31/1994 Update or Other Action (Old R:Base Action Code = CORR - Correspondence (General)). EPA letter requests a complete closure of the cesspool not just a reduction in the contaminants going into the cesspool. Shah Alam
9/30/1994 Update or Other Action The floor drains are re-routed from the cesspool to a septic tank (ST-SAS). Nortech requests an extension of the closure date of September 30, 1994 to Spring of 1995 due to economic hardship and weather conditions. Shah Alam
1/31/1995 Site Characterization Report Approved Nortech submits the waste characterization report for the cesspool to EPA. They only tested well water and the waste discharge stream. EPA wants the excavated soil to be tested and for them to do a complete removal of contaminated soil as indicated in the consent agreement. Shah Alam
7/31/1995 Update or Other Action All domestic waste is routed to septic system instead of cesspool. Shah Alam
1/31/1996 Update or Other Action EPA Region 10 received the closure report for the King Cab cesspool prepared by Nortech, the contractor employed by King Cab to oversee the closure process. The closure report indicates no contamination above standards in closure soil or ground water samples. Stockpile materials (approximately 40 cubic yards) contain DRO in excess of ADEC Clean Up Level B. Nortech recommends that the materials be thermally remediated at an approved facility. Shah Alam

5/24/1996 Update or Other Action (Old R:Base Action Code = CORR - Correspondence (General)). ADEC staff discussed the site with the EPA case manager, Pamela Harris. The ADEC staff informed Ms. Harris that ADEC concurs with EPA on closing this site. Asked her to make sure that King Cab will dispose the stockpiled soil as proposed in the closure plan. Mentioned that King Cab contacted Senator Ted Stevens for help in getting this closure letter. The ADEC staff asked Ms. Harris to forward a copy of the closure letter for ADEC file. Shah Alam
7/24/1996 Update or Other Action (Old R:Base Action Code = CP - Closure Pending). U.S. EPA Region 10 issued a closure letter to Mr. Michael Garrett, President, King Cab, Inc., contingent upon the proper disposal of a stockpile of contaminated soils. In discussions with Nortech, the EPA understood that King Cab was in the process of properly disposing of the remaining stockpile of contaminated soils. Shah Alam
