Problems/Comments

The Petroleum, Oils, and Lubricants Storage Area (Site ST007) consisted of 14 above ground fuel tanks, which were located on a gravel pad adjacent to the downgradient wetlands. Eleven tanks stored diesel, and three stored gasoline. The tanks provided fuel to diesel generators for power production at Campion. In 2022, USAF began conducting site characterization as required under 18 AAC 75.335. The most current list of COCs in groundwater includes DRO, BTEX, multiple PAHs, and pentachlorophenol. The current list of COCs in soil include DRO, GRO, VOCs, and PAHs. As of December 2022, site characterization is not complete. In October 2023, USAF submitted an AFFF PA, which included a first-hand report of a release of AFFF associated with storage, when the facility was fully operational. The account indicates that approximately 500 gallons of AFFF was stored in 5-gallon jugs on pallets near the Civil Engineering complex. The jugs were observed to be deteriorating, split, frozen and split, exposed to weather, hit by heavy equipment and snowplows. Not all but some of the jugs had leaked. PFAS investigation is require in the location of the former Civil Engineering Complex, generally associated with Site ST007, before the site can be considered for a future site closure decision.

3/7/2006 Update or Other Action The draft risk assessment found unacceptable risk at this site due to diesel range organics (DRO) in soil, aldrin (pesticide) in water, and several metals in soil and water. The pesticide risk is largely attributed to laboratory error, and the metals are most probably present as naturally occurring elements. The Air Force proposed in-place landfarming to remediate the DRO contaminated soil, monitored natural attenuation, long term groundwater monitoring, and land use controls as the remedy. The Limited SI will consist of a soil and groundwater investigation at these three sites. The Limited SI will include installation of three soil borings at each site (total of nine) and collecting soil samples from three different depth intervals from each boring. The Work Plan was reviewed by the DEC Contaminated Sites and by DEC Solid Waste program staff to ensure that closure and post closure requirements identified in the 1999 Permit 9931-BA006 Campion Asbestos Landfill will be evaluated and remaining requirements under the permit will be completed prior to close out of the Solid Waste permit. The Sites (SS002, LF004, and LF005) are all former landfills that are being closed out in Solid Waste program. The sites will be reopened on the contaminated sites database with their own File Nos. and hazard IDs. Based on the results of the Limited Site Investigation and groundwater sampling, the Former Landfill sites may be closed with Institutional Controls and a five year review or recommended for further action. 5/3/2021 Update or Other Action Based on review of the 1985 Phase I Records Review (Campion AR #2), when the Campion AFS was operational, there were two drinking water wells installed at Site ST007. Installed in 1969, the wells were 425 and 414 feet deep, respectively. Depth to groundwater was measured at 260-270 feet bgs. The deeper groundwater aquifer at Site ST007 has not been investigated. 8/29/2022 Update or Other Action A draft of the Remedial Action-Construction Site Characterization Site ST007 was submitted to DEC for review on August 4, 2022. The report notes that since the field mobilizations were conducted in April, USAF and its contractors were unable to characterize surface water because the ground was covered with snow. Surface water at this site is widespread and known to be contaminated. Characterization of surface water is required. Additionally, sample results from 2017 and 2019 documented exceedances of pentachlorophenol in two monitoring wells. At this time pentachlorophenol is considered a potential contaminant of concern at Site ST007 and additional sampling is required. Jamie McKellar

12/15/2023 DEC Non-Concur on Federal No Further Action Decision In October 2023, USAF submitted a Preliminary Assessment for AFFF at Campion. The scope of work for the PA was to "determine the potential for PFAS impacts from historic storage, use, or release of Aqueous Film Forming Foam (AFFF) at the 21 remote USAF installations in Alaska." Based on interviews that were conducted for Campion, AFFF was stored at Campion and there was a possible fire training area at Campion. The interviewee reported that approximately 500 gallons of AFFF was stored in 5-gallon jugs on pallets near the Civil Engineering complex. He observed that the jugs were deteriorating, split, frozen and split, exposed to weather, hit by heavy equipment and snowplows. Not all but some of the jugs had leaked. As such, DEC disagrees with USAF's finding that there is no evidence that AFFF was used or stored at Campion since documentation was submitted which demonstrates that AFFF was stored and released, and that there was a potential fire training area at Campion. 12/18/2023 Update or Other Action Based on the findings of the AFFF PA, a PFAS investigation is required in the location of the former Civil Engineering Complex, generally associated with Site ST007, before the site can be considered for a future site closure decision. All future site characterization activities at Site ST007 must include considerations for PFAS, specifically analytical sampling and IDW management. Jamie McKellar
