Problems/Comments

Updated January 2022 ADEC informed 5/4/89 of a small landfill that is a potential contaminated site at an radio relay station that was operated from 1959 to 1982. POL and batteries were reportedly disposed at the landfill, which was operated from 1959-1976 by the USAF and from 1976 to 1982by Alascom. Two 14,000 gallon diesel tanks cut open and buried on site. No sampling at tank excavation site. Residences located within 1 mile. Extent of contamination unknown. Cross reference file 150.23.005 and 150.15.006. Landfill (IRP site LF002) located on private property. Located 45 miles south of Fairbanks. Groundwater at 29 - 34' and facility 4500' from Gold King Creek. Former White Alice site (IRP site OT001) declared excess in 1983. State wants to acquire Air Force improvements. Land at the site is owned by state of Alaska. Air Force needs to do an asbestos assessment and additional site cleanup before state will accept property. DSMOA site. Permit # 8731-BA006. (rpltr8). The sites are assigned HIGH overall risks on the Air Force Relative Risk Evaluation Worksheets dated 9/12/95. The worksheets indicate that there are high quality wetlands adjacent to the sites. Site access by humans and animals is unlimited. Moose and large numbers of waterfowl are observed in the area; moose droppings have been observed within 10 feet of soil staining. Local residents (approximately 5) are also known to frequent the area. August 2021- USACE-FUDS stated the site was transferred in time to qualify as a FUDS. The site was operated as a Government Owned Contractor Operated (GOCO) radio relay facility.

Air Force removed batteries, transformers, capacitors, waste drums and excavated and drained two 14,000 gallon diesel tanks. Tanks cut open; fuel lines and contaminated soils were placed within and tanks buried. Samples of stained soils and waste oil field-tested for PCBs and proved negative for PCBs, toluene, and xylene. 7/12/1988 Preliminary Assessment Approved Dynamac Corporation concluded that small quantities of hazardous materials were handled at site. Underground storage tanks containing diesel fuel, also batteries, and electrical equipment possibly containing PCBs present at site. No visible evidence of contamination found. Potential contaminated site identified as Site Number 1, a small unlined landfill located outside the fence line east of facility covered with 4 - 6' of soil. HARM rating = 49. 11/28/2016 Update or Other Action DEC sent a request for site characterization for this site to the USACE FUDS program. According to DEC review, a management action plan was completed for the site, though site characterization and remediation activity apparently ended following the completion of a joint execution plan in 1999. 10/4/2018 Update or Other Action Inquiry/status update made to ADOT&PF in September 2018. ADOT not able to address the issue without an agreement with DEC in place. DEC is in the process of finalizing an MOA with DOT. This MOA will be the framework on how we address DOT sites like these. DOT currently has over 100 sites. Once the MOA is finalized, we will send a formal PRP letter to DOT for all these sites where they are an PRP. We will then prioritize field work at these sites based off risk, public concern, economy of scale, and/or other factors. John O'Brien
8/12/2019 Update or Other Action The U.S. Army Corps of Engineers has confirmed this site is a formerly used defense site (FUDS), and indicated via email on 12 August 2019 they are developing a preliminary assessment, to be completed in 2020. Melinda Brunner
