Problems/Comments

Numerous contaminated sites exist at the Galena Airport and are organized as different Installation Restoration Program sites by the Air Force. Former bulk fuel storage areas (Million Gallon Hill, POL Tank Farm) and distribution points (JP4 Fillstands) have resulted in subsurface petroleum contamination. Primary contaminants of concern are benzene, gasoline-range organics, diesel-range organics, and other constituents of petroleum products. Historical practices at former shops and warehouses (Bldgs. 1845/1700) within the main base have resulted in a chlorinated solvent plume that has migrated towards the airport drinking water wells. Primary contaminants of concern are trichloroethylene (TCE), TCE degradation products, and petroleum constituents. Drinking water well sampling in 2003 and 2004 has not detected contaminants above cleanup levels, and the main airport drinking water well has been protected by an air stripper since 1996. Free-phase petroleum still exists at some monitoring wells near the contamination source areas, and downgradient dissolved phase petroleum plumes have been delineated. New monitoring wells continue to be installed and sampled to monitor the contaminants relative to downgradient receptors, such as the Yukon River and the Old Town drinking water wells. Migration of volatile contaminants into the indoor air of buildings has been addressed at selected sites (POL Tank Farm, Bldg. 1872). Other sitewide concerns include the past use of pesticides such as DDT and aldrin, which have been intermittently detected at low concentrations in the soil and groundwater. Investigation and remedial activities are ongoing. Remedial Investigation/Feasibility Study and Human Health Risk Assessment reports are currently being completed. The installation is a former Air Force Forward Operating Base that is currently undergoing closure under the 2005 round of Base Realignment and Closure. Certain buildings on base are owned City of Galena for use by the Galena City School District. Potential base reuse is focused around expansion of the school systems. While there is no official Local Redevelopment Authority since the State owns the property that the Air Force currently holds in reserve or leases, the Galena Economic Development Committee is functioning as a de facto LRA by coordinating with both the State and the Air Force. The contaminated sites at Galena Airport have received increased attention by the Air Force and DEC since 2002 when the sites underwent a Remedial Process Optimitization. Since the optimization process began, regular meetings of a Technical Project Team (TPT) have commenced. The TPT is compromised of many stakeholders, including the Louden Tribal Council, City of Galena, Galena City Schools, Air Force, and DEC. Another entity fostering communication with stakeholders and the community is the Galena Restoration Advisory Board, which discusses the sites at Galena Airport, as well as nearby Campion Air Station and Kalakaket Creek Radio Relay Station. Spill/leak Numbers 1 and 2 soil samples showed benzene, xylenes, toluene, dichloroethene, TCE, and PCE. Up to 3 ppb TCE, 2.4 ppb benzene and 5.4 ppb toluene detected in groundwater. Areal extent at least 200 x 300 feet. Spill/leak Numbers 4 and 5 soil samples showed up to 110,000 ppm TPH, 1 ppm benzene, 7.6 ppm toluene, 0.58 ppm PCE, 0.05 ppm TCE, and low levels of ethylbenzene, xylenes, and dichloroethene. Groundwater analyses detected up to 280 ppm TPH, 45,900 ppb benzene, 23,900 ppb toluene, 1900 ppb xylenes, and 21 ppb dichloroethane (5 ppb MCL). Greater than one acre contaminated by gasoline and diesel fuel. Fire training area showed up to 37 ppm TPH in soil and 928 ppb benzene in groundwater. Areal extent approximately 0.75 acres. Spill/leak number 3 soil samples showed up to 150 ppm TPH. Base water wells contained up to 26 ppb chloroform and 3 ppb toluene. ADEC drinking standard for chloroform is 100 ppb. Former Staff

4/24/2001 Update or Other Action Staff reviewed and commented on Environmental Monitoring Report #5. This is 5th sampling report on the bi-annual monitoring program at the Galena Airport, which began in 1998. The report covers the sampling event that occurred in October 2000. This report included a statistical analysis to predict trends using the Seasonal Kendall Test. After consulting with Dave Verbrugge, staff concluded there was insufficient data to use statistic and two more years of data would be needed. Patrice Buck

10/17/2001 Update or Other Action Staff traveled to Galena for a site investigation during the biannual groundwater GW sampling event. This is the last GW sampling in a project that started in 1998 with sampling done in June and October, which is estimated to be the high and low GW levels. The contamination concentrations have not shown a decreasing trend, in fact some benzene levels have increased. An interim action decision document will be the next step to determine how to continue the site characterization. The residences of Galena are concerned that the plume is migrating into the Yukon River. Patrice Buck
12/7/2001 Update or Other Action Staff reviewed and commented on Monitoring Report Number 6. The report is for sampling done in June 2001. A new monitoring well installed in June shows benzene levels above the MCL one-tenth mile from the Yukon River. Staff traveled to Galena for a RAB meeting on December 3, 2001. The community is concerned that contamination is migrating into the Yukon River and is requesting more monitoring be done closer to the river. The Air Force is planning to do a passive free product treatability study starting this month. The technology chosen is called “spill busters.” Patrice Buck
2/1/2002 Meeting or Teleconference Held January 24-24, 2002, staff attended a meeting with Louden Tribal Council (LTC) and the Air Force in Galena. In a July meeting sponsored by LTC Colonel Chamberlain and the First Chief Peter Captain agreed to meet quarterly to discuss Galena issues. Curt Black from EPA was connected by teleconference. Also, present at the meeting was Tanana Chiefs Conference (TCC), BIA and DOT. Comments made by DEC, EPA, and LTC on the monitoring program for the POL and TCE plumes were discussed. The AF said they planned to prepare responses to the comments and have a comment resolution meeting. The AF is in the process of hiring independent consultants to review the reports and comments. The AF is also planing to have a peer review to determine the best solutions for the site. The AF could not give dates of when these events will occur. The Department has also hired a hydrologist with Shannon and Wilson to review documents, recommend improvements in site characterization, and evaluate suitable remedial technologies. Patrice Buck
3/26/2002 Update or Other Action Staff attended a private wells sampling event. The community of Galena is concerned that the contaminated plumes on the Galena Air Force Base may be reaching the private drinking water wells in Old Town Galena. Approximately eight wells in Old Town, which is located between the Yukon River and the runway were sampled. Patrice Buck
4/11/2002 Update or Other Action Staff received final Technical Review of Results of Groundwater Monitoring and Remedial Investigation, Galena Airport, Alaska, prepared by Shannon and Wilson Inc. Under a DEC’s contract Shannon and Wilson review previous investigations and made recommendations for further site characterization. The document has been forwarded to the Air Force. Some of the recommendations include: 1. Using nested wells at different depths with 10 foot screening intervals instead of using large screening intervals. 2. Bioventing is not the appropriate method to cleanup the free product and heavily impacted soil at this site. Vapor extraction in combination with product recovery wells would be more appropriate. 3. The current data does not conclusively indicate whether contaminants from the sites are reaching the Yukon River. Patrice Buck
4/25/2002 Meeting or Teleconference Held Galena AFS (Buck) Staff attended RAB meeting on April 25. The new AF project manager Dave Hertzog was introduced at the meeting. The AF stated that their contractors are currently reviewing the comments from DEC, EPA, and Louden Tribal Council (LTC) and responses will be provided by May 15. The AF is planning to have their contractors in Galena for a site visit the week of June 10. During this time, they will have the peer review which will follow the Remedial Process Optimization (RPO). There will be a site visit and meetings, to discuss the response to comments and made recommendations on further actions. The goal of the RPO is to evaluate appropriate remedial technologies and develop an updated conceptual site model. The next RAB meeting is scheduled for June 13 to coincide with this site visit. Deborah Leblang has replaced Mark Ader as Environmental Engineer/Site Assessment Manager for EPA assigned to the Galena AFS. She informed me that a meeting between Chief Peter Captain (LTC) and Senator Ted Stevens is scheduled for June 1, 2002. LTC has asked EPA for an endorsement letter. Last July, Colonel Chamberlain and Major Pollack recommended the tribe contact their congressman or senators to request funds for remedial actions because the 611th had limited funding. Patrice Buck
7/3/2002 Meeting or Teleconference Held Staff attended remedial process optimization (RPO) meetings in Galena on June 10-14th. Issues and recommendations discussed during those meetings include the following: 1.Significant potential for indoor air quality problems exists with the Galena School District using many of the Air Force buildings as classrooms. One classroom (a former airplane hangar) has a free-phase petroleum plume beneath the foundation. The Air Force is planning to install a depressurization system this summer at the former hangar location. 2. Soil gas and indoor air sampling will be conducted at the other buildings. 3. The source areas, particularly the solvent plume, have not been completely delineated. Additional source characterization will be completed this summer. 4. Active treatment systems currently in place at two of the most heavily contaminated source areas, Million Gallon Hill and the POL Tank Farm, will be overhauled and restarted if possible this summer. Information collected from those systems will be used to determine the final remedy for each source area. 5. EPA sampled the residential drinking water wells in Old Town Galena and did not find any contaminants above action levels. However, there were low levels of toluene and metals detected in the wells. 6. There is an old military dumpsite adjacent to the Yukon River. Monitoring data from this area was not available for this meeting. Staff will follow up on this site with the Solid Waste Department. 7. The Air Force agreed to revise the risk assessment to include more current information and an updated conceptual site model. 8. EPA is still in the process of conducting their evaluation and ranking of the site. Ann Farris
11/25/2002 Meeting or Teleconference Held ADEC met with the Air Force, EPA, Louden Tribal Council, and City of Galena to discuss EPA's role at the site. It was decided the installation will not be listed as a Superfund site, but that the parties will continue to look at other options for EPA involvement. Ann Farris
1/15/2003 Meeting or Teleconference Held ADEC attended a Restoration Advisory Board Meeting regarding the Galena Air Force Station, Campion Air Force Station, and Kalakaket Creek Radio Relay Station. Items discussed at the meeting include the following: 1.The Agency on Toxic Substances and Disease Registry (ATSDR) will complete a risk evaluation at the request of Louden Tribal Council to determine if there is an increased cancer risk for Galena residents. 2.The Galena Air Force Station will not be listed as a Superfund site. 3.The Air Force will complete the Final Remedial Investigation at Galena in 2003. 2/21/2003 Update or Other Action Staff submitted a draft Request for Proposal for a Facilitator for the Galena Airport Technical Project Team to the contracting group. The purpose of the contract is to hire a contractor to assemble and facilitate a technical project team that will address cleanup issues at the Galena Airport, a former Air Force Forward Operating Base. 2/27/2003 Update or Other Action Staff commented on the Baseline Risk Assessment for the Galena Airport. The comment letter informs the U.S. Air Force that the risk assessment does not meet the requirements of ADEC’s regulations and that they must revise it appropriately if they wish to use it to justify cleanup levels or site closure. 5/5/2003 Meeting or Teleconference Held Staff attended the first Technical Project Team Meeting regarding the Galena Airport cleanup. The team currently consists of representatives from the ADEC, the Air Force, the Louden Tribal Council, the City of Galena, and the Galena City School District. The team discussed potentially adding a representative from the Alaska Dept. of Transportation since they are landowners at the airport. This will be followed up for the next meeting, which is scheduled for June 2nd. The issues discussed at the meeting included Rules of Engagement and Goals, Overview of the cleanup process, schedule for the summer field season, sampling indoor air quality at the school, the recent fuel spill and response, and the need for emission control on the soil vapor extraction system to be installed this summer. 5/8/2003 Update or Other Action Staff worked with the Galena Air Force Project Manager on the scope of work for the remedial investigation, risk assessment update, and feasibility study to be completed over the year. The work includes: ·Groundwater sampling at all the sites, including deep wells within the trichloroethene plume at Building 1845; ·Soil sampling at certain sites; ·Installation of a pilot scale soil vapor extraction system at the POL Tank Farm site as part of a treatability study; ·Operation and maintenance of the depressurization system at the school building. This includes evaluating the vapor intrusion pathway; ·Operation and maintenance of the existing bioventing systems at Million Gallon Hill; ·Update of the human health and ecological risk assessment; ·Feasibility study for those sites that do not meet closure requirements; and ·Decision documents for those sites that do meet closure requirements. 6/2/2003 Meeting or Teleconference Held Staff attended the second meeting of the Galena Technical Project Team, which was formed to address the restoration activities at the Galena Airport. The team went through the background on each site at Galena and discussed the planned activities for this summer. The risk assessment revision that will occur over the next year was also discussed. The team will be engaged at the next meeting to help form the conceptual site model for the risk assessment to be sure it includes the appropriate subsistence pathways and other concerns of the local agencies. 9/17/2003 Update or Other Action Staff received the Draft Remedial Investigation/Feasibility Study Work Plan for Galena Airport. Staff has begun review of the document. A comment resolution/technical project team meeting is scheduled October 2-3rd in Anchorage. This work plan is intended to address the many outstanding site characterization issues that were raised by Louden Tribal Council, the Environmental Protection Agency, and ADEC as well as the Remedial Process Optimization Evaluation completed in 2002. 9/17/2003 Update or Other Action Staff reviewed a draft work plan for a treatability study at the Petroleum, Oil, Lubricant Tank Farm/Galena School Building. The focus of the study is to determine the appropriate technology for source treatment. Technologies that will be tested include bioventing and soil vapor extraction. The soil vapor extraction will be tied into the existing depressurization system at the building. The bioventing will be a separate system for treatment of the areas not in the vicinity of the school building. Bioventing is being tested in order to prevent excess hydrocarbon emissions, which has been a problem in past remediation efforts. Ann Farris
11/4/2003 Meeting or Teleconference Held Staff attended a Galena Technical Project Team Meeting on Nov. 3-4. The Treatability Study work plan will be submitted next week. This will include an evaluation of the potential emissions from the soil vapor extraction system at the school building as well as details on testing the bioventing, free product recovery, and air stripper systems. The question of historical data usability will be addressed by the Remedial Process Optimization contractors in a separate report expected in December. A draft final version of the Remedial Investigation/Feasibility Study work plan will be submitted in late January and will include revised conceptual site models and a more thorough evaluation of historical data. Community interviews were completed by Louden Tribal Council (Louden) and the Air Force Contractor, Oasis, in October to gather information for the conceptual site models and the risk assessment that will be completed over the next year. 11/12/2003 Meeting or Teleconference Held Staff attended a Galena Restoration Advisory Board Meeting via teleconference on Nov.12. There was an update given on the status of the RI/FS work plan, which is now expected in mid-January. In addition, the Air Force presented a summary of the treatability study efforts and sample results received to date. Results of the latest round of indoor air sampling in the school building are below the risk-based screening criteria and the emission rates from the soil vapor extraction exhaust stack are below the NIOSH limits. The intention is to determine which sites are ready for decision documents and which require additional remedial investigation/feasibility study (RI/FS) activities. 1/22/2004 Meeting or Teleconference Held Staff attended the 7th Galena Technical Project Team Meeting on January 12 through 15th. We discussed most of the contaminated sites at the Galena Air Force Station and the Campion Radio Relay Station. We evaluated the adequacy of the historical site characterization, the need for further characterization, possible remedial options, the adequacy of exiting remediation systems, and the need for a risk assessment. Of the 23 sites reviewed at the meeting, 5 are closed already by ADEC, 5 are believed to not need any further characterization or remediation. The remaining 13 need additional investigation or remediation of some type. Additionally, there are a few sites that were not covered during this meeting that will still need to be reviewed. 4/19/2004 Meeting or Teleconference Held Staff participated in the 9th Galena Technical Project Team meeting on April 19th. The meeting was between representatives of the Air Force, Louden Tribal Council, City of Galena, Galena City School District, and the Alaska Department of Environmental Conservation. The primary objective of this meeting was to complete comment resolution on the Draft Final Remedial Investigation/Feasibility Study Work Plan. The discussion focused on the remedial investigation work plan that is nearing completion. The community concurs with the work that is to be completed this summer, however, there are still concerns about the fish in the Yukon River. 6/3/2004 Meeting or Teleconference Held Staff attended the 10th Galena Technical Project Team Meeting. The meeting included comment resolution on the 1996 baseline risk assessment. It was agreed by the team the assessment was not acceptable and a new risk assessment would be completed by the Air Force using current data and approved conceptual site models. Drinking water and indoor air sample results were also presented at the meeting and both were below cleanup standards This indicates the depressurization system at the school building is working and the base water supply is currently safe to continue using. The draft version of the RI is expected to be ready by late September 2005. DEC presented evidence why natural attenuation of chlorinated solvents was not a proven remedy at the Building 1845/1700 site. Much of the discussion involved the recent Base Realignment and Closure listing of the Galena AFS. The main local interest for reuse of the base infrastructure seems to be from the Galena City Schools for expanding their programs. The draft Remedial Investigation for Galena Airport and Campion Air Station has been delayed till approximately late December 2005. The Agency for Toxic Substances and Disease Registry gave a brief summary of their recent Public Health Assessment on Galena and took questions and comments from the TPT. Colin Craven

The meeting was attended by representatives of Chugach Support Services, Yukaana Development Corporation, Air Force, City of Galena, Galena City Schools, KIYU (local radio), and DEC. Several of the milestones from the past year were summarized, including the current status of the risk assessment, remedial investigation, and the Agency for Toxic Substances and Disease Registry Public Health Assessment. There was a general discussion on the Galena Technical Project Team (TPT) versus the RAB. It was generally agreed that the TPT will end once Decision Documents on the sites are signed, but that the RAB would have new found significance under base closure. No community co-chair has been selected yet to replace the outgoing co-chair. Colin Craven
10/14/2005 Meeting or Teleconference Held ADEC attended the Galena Town Hall Reuse Meetings, which were organized to provide a forum for public discussion on the closure of the Galena Air Force Station (currently in “standby” status). The meeting served to formulate the Local Redevelopment Authority (LRA), which is a consortium of local interested that will interface directly with the Air Force as the base is closed under BRAC (Base Realignment and Closure). The LRA was determined to be composed of four representatives: Louden Tribal Council, City of Galena, Galena City Schools, and an “At-Large” representative for private enterprise, youth, and seniors. The most prominent reuse identified by the locals was for expansion of the school system, which serves as a vocational and boarding school for many rural Alaskans across the state. Colin Craven
10/20/2005 Meeting or Teleconference Held DEC hosted the 18th meeting of the Galena Technical Project Team (TPT) in the Anchorage offices. Representatives of the Air Force, Louden Tribal Council, City of Galena, Galena City Schools, and DEC attended the meeting. The representative of the City summarized the Local Redevelopment Authority (LRA) initiation meetings held last week in Galena. Discussion throughout the meeting focused on base reuse under eventual closure. The Proposed Plan for closing sites not included in the Remedial Investigation was discussed with the Department of Transportation (the landowner at the Galena Airport) participating by telephone. DOT took issue with the leaking underground storage tank site at the Power Tank (Tank #49). The contract for sampling and remedial system maintenance recently ended, without a replacement contractor due to internal disputes within the Air Force on contracting mechanisms. Air Force in-house technical crew will temporarily maintain the remedial systems until a new contract is awarded. DEC contractors provided a training session on the use of risk assessment in risk management decisions and guidelines for communities undergoing base realignment and closure. Colin Craven
1/26/2006 Meeting or Teleconference Held DEC attended the 19th meeting of the Galena Technical Project Team (TPT) in the Galena base headquarters. Representatives of the Air Force, Louden Tribal Council, City of Galena, Galena City Schools, Alaska Department of Transportation attended the meeting. The Air Force and contractors presented each the findings of the draft Remedial Investigation/Feasibility Study, which covered all active IRP sites at Galena Airport. A public meeting was held one night and was covered by the local Alaska Public Radio Network station (KIYU). The Air Force's proposed remedies for all sites included long-term monitoring (LTM) and land use controls (LUCs), which are complicated due to the pending base closure, uncertain base reuse by local entities, and State of Alaska ownership of the land that the Air Force has held under indefinite lease. Numerous sites with petroleum contaminated soil were proposed to be treated by air injection bioventing or landfarming, in combination with LTM and LUCs. More controversial was the proposed remedy of LTM and LUCs for a groundwater plume of trichloroethene that could pose an unacceptable future risk due to vapor intrusion. Both DEC and Department of Transportation (DOT) representatives will meet with support from assistant attorney generals to determine DOT's willingness to implement LUCs and accept risk-based cleanup levels for soil contamination on state land. 3/7/2006 Update or Other Action DEC submitted comments on the draft Remedial Investigation/Feasibility Study, including comments from a contracted risk assessment review. The Air Force's proposed remedies for multiple petroleum contaminated sites include limited excavation and in-place landfarming for surface soils, and bioventing for subsurface soils. DEC agreed to these remedies, many of which have already been implemented on a pilot scale or larger, and have shown largely promising results. All sites include long-term groundwater monitoring and land use controls (LUCs) as integral components, however, it is currently under discussion which entities that will implement the LUCs after the base closes. DEC has informed the Air Force that remedies relying on LUCs to prevent future exposure of people to contaminants will depend on the outcome of negotiations between the Air Force and the airport landowner (Alaska Department of Transportation). The risk assessment review comments posed numerous questions for resolution, including unexplained exclusion of data, and potentially inappropriate use of input parameters for the Johnson and Ettinger model for evaluating the risk posed by vapor intrusion. Comment resolution on the risk assessment is scheduled for middle March, and further negotiation on the implementation of LUCs is set for April. Colin Craven

DEC contractors provided training presentations on vapor intrusion and a prior case example of Base Realignment and Closure (BRAC) involving state land ownership. Discussion also included updates on the local involvement in the BRAC process; the local organization for reuse planning will not be formally recognized as a Local Redevelopment Authority by the Air Force since no land transfer from the federal government will occur. 10/6/2006 Meeting or Teleconference Held DEC hosted the 22nd meeting of the Galena Technical Project Team (TPT) in Anchorage. Representatives of the Air Force, Louden Tribal Council, and Alaska Department of Transportation attended the meeting in person, while the City of Galena representative participated by teleconference. Discussion included updates on the local reuse plan under BRAC, as well as the Air Force’s plans for catching up with Compliance sites (USTs, ASTs, etc.) and planning for infrastructure demolition and disposal. The Air Force and DEC shared the progress of ongoing comment resolution meetings held outside the TPT working towards finalization of the remedial investigation and risk assessment. A new representative for the Louden Tribal Council expressed concern about the openness of the Galena environmental restoration to the locals in Galena. The Air Force responded by pointing to its involvement in the TPT as well as the Restoration Advisory Board (RAB), while DEC encouraged Louden to serve as a voice for these concerns within the TPT or to help encourage greater public participation in the RAB. 11/17/2006 Meeting or Teleconference Held The 23rd meeting of the Galena Technical Project Team (TPT) was held in Fairbanks, with representatives of the Air Force, Louden Tribal Council, Galena Economic Development Committee (GEDC), and Alaska Department of Transportation (ADOT) attending. Immediately before the TPT meeting, DEC and the Air Force conducted final comment resolution on the draft remedial investigation and feasibility study, including the human health risk assessment contained within the RI/FS. During the TPT meeting, the GEDC summarized a detailed conceptual base reuse plan, which outlines three levels of redevelopment ranging from minimal to extensive. All three scenarios envision the apron-front properties remaining under ADOT ownership while the City of Galena would take ownership of the main base “triangle” north of the apron-front lots. Other topics included discussions on land use control implementation by local Galena entities and the Alaska Department of Transportation, as well as presentation of basewide 2006 groundwater sampling results. Discussions with the Air Force continue due to the latest groundwater monitoring results, which found significantly higher benzene concentrations than expected. Specifics on the new groundwater data are presented in the database entry specific to each site (POL Tank Farm, Million Gallon Hill, JP-4 Fillstands, Fire Training Area, and CTDSA South). 1/18/2007 Meeting or Teleconference Held The 24th meeting of the Galena Technical Project Team (TPT) was held in Anchorage, with representatives of the Air Force, Louden Tribal Council, Galena Economic Development Committee (GEDC), and Alaska Department of Transportation (ADOT), and DEC attending. The GEDC representative provided an update of the Galena Airport reuse plan formulation, which will center around the existing and potentially expanding school system. The Air Force will soon provide draft versions of many relevant documents: the Environmental Condition of Property, Proposed Plans for the IRP sites, and an Environmental Assessment (NEPA) for creation of a new Air Force landfill. Based on the 2006 groundwater monitoring results discussed at the 23rd TPT meeting, the Air Force will initiate an internal peer review to evaluate potential characterization or remedial action necessary for consideration of the TPT. 3/8/2007 Meeting or Teleconference Held The 25th meeting of the Galena Technical Project Team (TPT) was held in Galena, with representatives of the Air Force, Louden Tribal Council, Galena Interior Learning Academy, Alaska Department of Transportation (ADOT), and DEC attending. The Galena Economic Development Committee representative called to state that the Galena Airport reuse plan would seek the “maximum development” scenario, and that interim funding would be sought from the Air Force to keep buildings maintained until reuse is implemented. It was decided to proceed with the proposed plan for three IRP sites that are ready for closure, but to delay the proposed plan for the other IRP sites until a path forward for the decision documents is clear in light of the 2006 groundwater monitoring results. 4/18/2007 Meeting or Teleconference Held The 26th meeting of the Galena Technical Project Team (TPT) was held in Anchorage, with representatives of the Air Force, Louden Tribal Council, Galena Economic Development Committee (GEDC), Galena Interior Learning Academy, Alaska Department of Transportation (ADOT), and DEC attending. The GEDC is looking to expand the draft reuse plan based on shortcomings identified by the Office of Economic Adjustment; the final reuse plan will be complete by May 15. Still no work plan was available for the planned “compliance sites” investigation this summer, although it should be released before the next TPT meeting. DEC provided a summary of the Comprehensive Site Evaluations (Phase I) for the Military Munitions Response Program sites at Galena and Campion, which had found one munitions response area (MRA) at Galena northwest of the base triangle, and two MRAs at Campion south of the former installation along the roadway. The wet landfill monitoring wells (MW-3 and MW-4)were evaluated to determine if they were still useable. Depth to groundwater and total depth of completion were measured by lowereing a groundwater probe. Both MW-3 and MW-4 were found to be intact and usable. This information was collected in order to prepare a Groundwater sampling Request for Proposals (RFP) to address long term monitoring requirements for the closed landfills at Galena. Dennis Shepard

8/21/2013 Site Visit A site visit was completed. DEC, Air Force and U.S.Army Corp of Engineers representatives visited Military Munitions Restoration Program Sites in Galena to assess site conditions and effects of the spring Flooding. One area impacted contained blind seeds for calibration verification of the geophysical surveys. The team determined that a new area will need to be established for the blind seeds. Dennis Shepard
9/13/2013 Site Visit A Site visit was completed. DEC visited the removal action/excavation at SS016. Site DSWD was also visited to observe trenching at the PCB/potential tramsformer disposal site. Large amounts of metal debris was observed in the trench locations. Debris included: old electrical components and wiring, old engine and transmission parts, rusted drums, metal cable, and piping. A layer of blueish sludge was encountered from approximately 6 - 8 feet below ground surface with Tar chunks mingled throughout. Samples were collected of the worst looking soil/sludge material. The water table was encountered at approximately 8 feet below ground surface. After the DEC site visit, a second trench from the DSWD location encountered a full drum of presumed waste oil which was punctured during the excavation effort. the excavation was stopped and the drum and contents as well as impacted soil was containerized. A Spill report was made to DEC spill response. The oil and impacted soil were sampled and results are pending. Dennis Shepard

The 6.5 year remediation contract was awarded to Parsons Governmental Services (Parsons). The contract includes completing the risk assessments, remediation feasibility studies, proposed plans and record of decision for remedial investigations at 10 Sites (FT001, SS006, SS013, SS015, SS019, SS018/AOC023, SS022/B400, DP023/DSWD, OW024/OWS1833, and SS025). A time critical removal action is planned for one of those sites (DP023/DSWD). The contract also includes proposing Cleanup work plans and putting remedies in place for 21 sites (CG001, CG002, SS005, CB001, ST005, ST009, ST010, SS014, SS016, SS017, ST020, SS021, TU001, CSS001/AST1569, CSS002/B1812, CSS005/PADS, CLP006/OAP, CST011/UST1428, CST013/UST1770, CST014/UST1859, and CST009/UST1400) that have completed site characterization. The meeting was held to discuss the completion of site characterization, remedial investigations, feasibility studies and risk assessments, as well as discuss cleanup plans and remedies for the remediation of Galena sites over the next six and a half years. An unresolved issue from the meeting: Parsons is presenting cleanup remedy selections in Site Characterization report addendums. DEC is requesting additional detail to document the remedy selection process in the Site Characterization report addendums; including, the remedy options considered and rationale for why the remedy selected is the best choice for the Site. 4/5/2019 Site Visit On April 2, 2019, DEC staff participated in a Technical Project Team meeting with representatives from USAF, Parsons, CH2M, and ADOT. The TPT meeting was held at the Fairbanks DEC office. On April 3-4, 2019, DEC staff traveled to Galena to participate in meetings with the City Mayor & RAB chair to discuss community concerns about site cleanup; a Proposed Plan meeting for Site DP023, and a community regional advisory board (RAB) meeting to discuss fieldwork completed during the 2018 field season and upcoming 2019 fieldwork. 9/18/2019 Update or Other Action On 9/16/2019, DEC sent a letter to USAF requesting that USAF provide a current update on all Old Town Galena private wells that were listed as "unknown" in the April 2018 ‘Site Inspection Report for Aqueous Film Forming Foam Areas at Former Galena Forward Operating Location.’ It is DEC's understanding that most Old Town residences obtain potable water from the Galena Water Treatment Plant due to either 1) the taste of private well water or 2) downgradient proximity to the SS015 TCE plume. However, DEC also requested that USAF identify whether any Old Town Galena residences are currently using private wells for potable water. If so, DEC requests that USAF coordinate with homeowners to obtain water samples for PFOS and PFOA. Jamie McKellar

1/2/2020 Institutional Control Update DEC was courtesy-copied on two Land Use Control (LUC) Notification Letters from USAF to FAA regarding FAA property in Galena: 1) A portion of the LUC areas for Site SS022 (Building 400) are located on Parcel E, currently reserved for use by the FAA from the State of Alaska. 2) A portion of the LUCs for Site SS006/SS019 are located on Block 5, Lot 2, which is currently reserved for use by FAA from the State of Alaska. Past activities have resulted in releases of solvents, as well as other contaminants, to soil and groundwater at Sites SS022 and SS006/SS019.The cleanup goal at these sites is to achieve unlimited use/unrestricted exposure (UU/UE); however, until this goal is met, LUCs have been established to protect human health. Details for the LUCs can be found in the Records of Decision (ROD) for each site.
