Problems/Comments

Two 1,000 gallon USTs removed from site in 1989. Soil impacted by petroleum constituents from former USTs found. The site is currently and/or historically used as a junk yard. MOA issued NOV for operation of salvage yard in 1996. Site work has been staged since 1989. Previous tenants included the Midnight Sun Mushroom Yard, Grasle Company (electrical contractors), and Shelley Equipment Rental. Administrative order on consent (US EPA Docket No. CERCLA 10-2004-0065) signed on this date to include ARRC terminal, Area 3 and designated leased properties. 11/1/1989 Update or Other Action Final Report Underground Storage Tank Removal and Site Characterization, submitted by ENSR, indicated the excavation of a 1,000 gallon gas UST and a 1,000 gallon diesel UST in 1989 with de minimus contamination. 35 cubic yards of contaminated soil was removed and stockpiled. Stockpiled soil contained low PCB contamination up to 0.322 mg/kg. It was hypothesized that this was surface contamination from former leaseholder electrical contracting activities. Grant Lidren

6/21/2007 Update or Other Action Remedial Investigation Report, submitted by ENSR on this date. Contamination was detected on site. Groundwater samples indicate TCE contamination up to 70 ug/L and benzene contamination up to 44 ug/L. According to the Lease Property Summary, drums of waste oil and antifreeze, as well as an used oil burner was used on the site. Futhermore, the wastewater from the site drains through the floor grates, but it is unknown where it drains to. Grant Lidren
6/21/2007 Update or Other Action Remedial Investigation ARRC Anchorage Terminal Reserve U.S. EPA Docket No. CERCLA 10-2004-0065, submitted by ENSR and recieved by the ADEC on this date. This site is located at the Groundwater Area 1 in the Anchorage Terminal Reserve. The area is characterized by a TCE plume, which starts at Sitka Street next to Karens RV and flows west towards Ship Creek, passing through the Mushroom Yard. The highest concentration of TCE in the groundwater is located at Karens RV along Sitka street at 0.27 mg/L. TCE concentrations up to 0.070 mg/l and benzene up to 0.044 mg/l remain in the Mushroom yard. Further analysis of this pathway will be performed in conjunction with the FS. A soil gas survey was performed at Karen's RV. No imminent threats to potential human receptors were identified. 4/29/2009 Cleanup Complete Determination Issued The Alaska Department of Environmental Conservation (ADEC), Contaminated Sites Program, has completed review of the environmental records associated with the ARRC Mushroom Yard. Based on the information provided to date, the ADEC has determined that the contaminant concentrations remaining on site do not pose an unacceptable risk to human health or the environment, and this is closed.
