Problems/Comments

An estimated 20,000 gallon heating fuel line release due to a leaking elbow connection located near the prison chapel. Problem corrected by tightening elbow joints. Maintenance personnel excavated fuel oil saturated soil to a depth of 16 feet bgs. The excavation was stopped and backfilled, due to limitations of equipment and proximity to the buildings. Further investigations indicate the vertical extent of contamination is down to 120 feet bgs containing 270 mg/kg DRO. Maximum DRO concentrations were found at 105 ft. bgs at 2,600 mg/kg. Approximately 780 cubic yards of contaminated soil may remain on site. The site is located adjacent to the Medium Security Building and is located within 270' and 700' of two Class A wells serving the facility. 7/7/1989 Interim Removal Action Approved (Old R:Base Action Code = REM - Removal / Excavation). Excavation of contaminated soil began to evaluate extent of seepage. Telephone with Doug Skiles. they have excavated to about 15'bgs and are stillencoundtering contaminated soil. 7/11/1989 Update or Other Action Site inspection with Joe LeBeau. Elbow connection where leak occurred had been repaired. Line had been installed seeral years ago, about 2.5'bgs. Approximately 5 yds3 havd been excavated at the time of the inspection. Visual observations indicated that quite a bit of fuel had leaked since th soil saround the piping were saturated with fuel oil. PCC ws told to contiinue excavating until they removed all the contamianted soil . I would return in the afternoon to re-inspect the site and check on progress. Ken Rogowski

7/13/1989 Update or Other Action A letter was sent to DOC/PCC that was based on the site inspection conducted on 11 July 89. The letter described 12 steps that need to be taken to address the release and protect the groundwater resources that are used as drinking water sources at the prison.. Joe LeBeau
7/21/1989 Update or Other Action The initial water system analysis came back with about 240 ppb TPH by IR. Samples will be repeated and collected by a profesional sampler and analyzed by TPH GC/FID Douglas lab method. BTEX is negative at this point. DOT is hiring a consultant to drill and define the extent of contamination. DOT will provide sample results and plans if the water system needs to be modified after reviewing the sample results. It will take about 2 weeks to get the work contracted. Joe LeBeau

7/27/1990 Site Characterization Report Approved Update report from DOWL Engineers on the status of the fuel spill investigation.Futher delineated spill area with soil boring.Nborings were terminated when they reached the limits of the drill ring on site. No GW encountered in any borings. No MWs installed. Based on the available information, the water table at the spill site is at a dpeth of about 400 ' bgs. they also believe the contaminated zone is relativbely small in lateral extent but may extend to a significant depth. 7/27/1990 Update or Other Action Received analyticl results from sampling of Minimum Security Housing hose bib and MWs. All samples analyzxed for VOCs (EPA602) and TPH (EPA 418.1). Min Sec Bldg all ND fo all parameters. S&W #1 had hits for BTEX of which only Benzen exceeded cleanup levels. This well also exceeded for TPH. S&W #3 Gate well was ND for VOCs but exceeded cleanup levels for TPH (11.7 mg/l). Donald Seagren

8/5/1997 Update or Other Action Update on assessment work being conducted by AGRA E&E.Bore hole in area 1 was advanced to 100' bgs, with contamiantion detected between 40' and 60' bgs.Waiting for lab results. Drill auger stuck in hol. Will have to pull casing to remove. Suggested altering the 2 additional borings between Area 1 and Wells 2 & 3 and drilling to a depth of 100' bgs unless contamainton is found indicating deeper migration. 11/25/1997 Update or Other Action (Old R:Base Action Code = SA2A - Phase II SA Approval / Release Investigation). Reviewed November, 1997 AGRA report for final assessment activities and recommended actions. The Department of Corrections has provided site assessment information related to a 20,000 gallon heating oil spill in 1989. Peer review approved of ACLs. Initial response was to excavate as much contaminated soil as possible and assess the potential of contamination to migrate to groundwater (which is located 300 below ground surface). The original site investigation identified the site is underlain by permeable glacial material with no evidence of a confining layer. Several boreholes have been drilled in the vicinity of the release which indicate vertical migration (down to 120 feet below ground surface). Two downgradient wells have not detected any vertical migration. A risk assessment has been prepared that will address the site conditions and potential impacts to human health groundwater. 12/31/1997 Conditional Closure Approved The Alaska Department of Environmental Conservation, Contaminated Sites Program (ADEC), reviewed the administrative file for the diesel fuel release, assessment, and cleanup actions conducted at the Palmer Correctional Fac. Fuel Line. Based on this review, ADEC has determined that the sub-surface petroleum contamination remaining does not pose an unacceptable risk to human health or the environment, Therefore, it is ADEC’s decision that no further remedial action is required at this site and a cleanup complete – institutional controls determination is approved. 12/31/1997 Cleanup Level(s) Approved ACLs were approved for contamination at depth (120' below ground surface) and case requires no further remedial action. Based on site conditions, DOC has requested no further action based on risk based alternative cleanup levels. However, long-term monitoring will be implemented under a monitoring plan by PCC. 4/25/2001 Update or Other Action DNR contacted ADEC regarding monitoring status because of a proposal to possibly convert the diesel fuel heating system to coal. 4/3/2008 Update or Other Action After discussions with the program manager, an RFP was developed to sample production wells 2 & 3 at the facility.
