Problems/Comments

updated January 2022 This is a general summary of the FAA Summit Air Navigation Site. The site has been used by the FAA and gradually decomissioned. At the former Flight Service Station facility (Hazard ID 310): In 1987, a 7,000 gallon diesel leak in the basement seeped into surrounding soil and into the septic system, impacting approximately 2 acres. Approximately 3,500 gallons recovered in 1987. Area was leveled, graded, and seeded in 1988. Studies in 1995 detected contamination below cleanup levels. At the former Non Directional Beacon/Radio Communications Outlet (Hazard ID 308): The Tank Farm is included under the NDB/RCO in most reports but is a separate site in this database. Contamination at the tank farm was investigated in 1995 and 1997; sampling discovered DRO and GRO. In 1997, a remedial action removed 801 cubic yards of soil but could not reach cleanup levels. In 2005, the area was investigated and characterized. DRO concentrations in the area are as high as 3120 mg/kg, and was found between 0 and 20 feet bgs. The NDB/RCO also includes the only currently existing building, which is an engine generator building and the current Non Directional Beacon facility. The NDB/RCO also includes the following areas, which have no documented release history but could potentially be contaminated: the former Housing area, which consisted of 11 buildings with individual ASTs, former Engine Generator building 606, former Shop Buildings 201 and 301, the former Pole Mounted Transformers, the former Gasoline Pump House/Building 200 (and associated AST), former Building 203 (historic utility building). At the former Radio Range Site (Hazard ID 311): The former Radio Range area includes Bldg 401 and adjacent source areas: the Tank Rack Area, and Drum Storage Area (located 1 mile south of the airstrip) Petroleum hydrocarbon and chlorinated herbicide 2,4-D, and 2,4,5-T contamination is present in site soils at the former Radio Range site. In 1997, 60 cubic yards of soil was removed from the Tank Rack area. The Tank Rack site was closed on November 23, 2009. In 1997, 14 cubic yards of soil was excavated at the former Drum Storage area. Confirmation samples contained 2,4-D to 1.2 ppm, and 2,4,5-T to 3.5 ppm Also included are Hazard IDs 309 (Former tank farm), 26619 (Former Housing South), 26620 (Former Housing North), and 26621 (Former Gasoline Pumphouse and AST). Over the years, numerous monitoring wells have been installed/repaired/decommissioned. As of 2022, there are 18 remaining wells sitewide. In 2021 sampling, DRO ranged from 1,990 ug/L to 20,300 ug/L; RRO was elevated in one well at 2,490 ug/L; 1,1,2-trichloroethane ranged from ND to 2.50 ug/L; benzene 17.6 ug/L; ethylbenzene ranged from 18.3 ug/L to 47.2 ug/L; naphthalene ranged from 2.96 ug/L to 127 ug/L; and 1-methylnaphthalene at 12.3 ug/L.

8/6/2014 Site Characterization Report Approved Approved the Final Site Investigation Report presenting the results of investigation and characterization activities completed at 21 areas of concern in 2010 and 2011. Petroleum contaminants were detected in the groundwater above the cleanup level at 10 of the areas of concern, and additional groundwater monitoring and evaluation is recommended to determine if the shallow groundwater encountered is pore water infiltration accumulating in the monitoring wells. Additional investigation is recommended at one area of concern to address soil contamination associated with the use of chlorinated herbicides, and the remaining 10 areas of concern are recommended for cleanup complete status. 5/4/2016 Site Characterization Report Approved DEC approved Follow-on Site Investigation Report for FAA Summit Station. There were two primary objectives for the follow-on site investigation activities: 1) to further delineate the extent of petroleum contamination at the Summit FAA Station and 2) to determine the nature of the subsurface water at the site. The report concluded that the subsurface water monitored at the Summit FAA Station is not expected to transport any contaminants to nearby surface water or drinking water sources which have been located a minimum of approximately 5 miles away. 1/20/2017 Update or Other Action The Area of Concern (AOC)described as the former pole-mounted transformer near former housing buildings 110 and 600 was sampled for PCBs in soil in 2010. No PCBs were detected, and ADEC considers this AOC non-qualifying as a contaminated site. Based on the site investigation observations and sample results it appears that the former pole-mounted transformer is not causing risk to human health or the environment and no further action needs to be conducted at former pole-mounted transformer sites Joy Whitsel
2/6/2017 Meeting or Teleconference Held DEC met with FAA and contractors to discuss steps necessary for closure. For Former Housing North (HazardID 26620) HRC results will be accepted. For areas of concern (AOCs) where contamination of groundwater or infiltrating subsurface water is present, DEC agrees to review groundwater modeling that proposes to demonstrate that the contamination plume is at equilibrium. Calculation of cumulative risk will be based on source area and assessed on a site by site basis. Regarding establishment of institutional controls (ICSs) at the site, DEC is concerned that the landowner Alaska Dept of Transportation (ADOT) lacks an existing mechanism for tracking and maintaining ICs. Future coordination between the FAA, ADEC and the ADOT will be necessary have to successfully implement ICs restricting groundwater usage. Joy Whitsel
