Problems/Comments

U.S. Coast Guard observed the site on 6/16/89. Numerous scattered barrels, vegetation was brown, with no growth apparent. Drums were rusted, in poor condition. Contents were unknown, no visible markings on drums. Extent of contamination and health impact unknown. A list of property owners and legal descriptions include: Cook Inlet Region, Inc. - Sections 1, 3-10, 12-14, 16-18, 21, 23, and 24, T5S, R24W and Sections 2, 3, 5-11, and 17-19, T5S, R23W; Seldovia Native Assoc., Inc.-Sections 2 and 11, T5S, R24W and Sections 1, 12-15, 20, 22, 23, and 27, T5S, R23W; Tyonek Native Corporation-Section 4, T5S, R23W; Alaska DNR-Section 16, T5S, R23W. Natural oil seeps discovered in area by Russian explorers in 1853. Limited oil exploration until early 1960's.

6/15/1989 Preliminary Assessment Approved Helicopter fly-over conducted by DC1 Schultz with the USCG on 6/15/89 revealed an old drum site with an unknown number of unmarked drums, rusted and in poor condition. Schultz commented that the vegetation near the drums appeared brown in color with no apparent growth. Former Staff
8/1/1989 Update or Other Action (Old R:Base Action Code = FI - Field Inspection (General)). Site inspection in late summer/early fall by L. Leatherberry and B. Twidwell. Video documentation done on the site. The site contains metal junk, two above ground fuel tanks near the beach, an old building, and a few hundred barrels in a number of stacks. 8/16/2001 Update or Other Action Teleconference with Monica Tonel from EPA. She is wondering if we want to send a START contractor to site but is hesitant because it does not appear to be a significant. HRS concern. I agreed and suggested EPA direct ADEC to do a site visit and trip report under the PASI cooperative agreement. Also suggested we may be able to use state funds to take a limited number of screening samples for analysis at State Chem Lab. Told her site access could be a problem with landowner, CIRI et al but that we should be able to complete project by end of cooperative funding period (July 30, 2002). Bill Janes

5/4/2005 GIS Position Updated Using the Site Map in file, in conjunction with TopoZone Pro and the KPB Parcel Lookup, entered the coordinates for this site. Metadata includes USGS Topo Maps 1:63K, TopoZone Pro Street Map, Black and White Aerial Photo, on a Medium Size Map, View Scale 1:25,000, Coordinate Datum NAD83. 5/1/2014 Meeting or Teleconference Held Vreeman and Roberts met with counsel from Cook Inlet Region Inc (CIRI) and land managers from CIRI and Tyonek Native Corporation to discuss three historic drilling sites that BLM transferred under ANCSA. The sites were identified during exploration activities by Hilcorp Energy Company. An environmental assessment indicates that the sites were contaminated during early exploratory drilling operations prior to transfer to CIRI and Tyonek. Drum dumps, debris, well heads, and contaminated areas were reported in the assessment. Fred Vreeman
5/29/2015 Update or Other Action BLM report RI 8122 indicates fuel or oil was observed in 1973 seeping from drilling pad into adjacent creeks at Zappa #1 and Beal #1. The possibility of a natural seep was discussed in the report however no seeps were found and the conclusion is that this oil is from drilling operations. More detail is in a 1988 NOAA report. Well Creek and several ponds are affected. Sample results were in the reports. Additional characterization is required. Fred Vreeman
4/26/2016 Update or Other Action Site reassigned for PRP letter preparation, evaluation of cleanup requirements, and follow up by project manager. PRPs identified by DEC research include BLM, CIRI, Tyonek, and possibly several companies involved in the prior drilling activities. BLM liabilities on ANCSA land are currently the subject of a BLM project to quantify and enumerate these sites. This site is also referred to that project. Fred Vreeman
