Problems/Comments
1,000 gallons of diesel fuel spilled at Site 2 when UST was overfilled. Some soil contamination is present at a depth of 25'. No further action decision for the site is not contested by ADEC. Consists of 216 acre station 11 mi. west of Cold Bay. Constructed in 1958-59 as a part of the DEW Line. Converted in 1969 to a NORAD Command surveillance station. White Alice Communications System (WACS) provided communication 1959-78, then was replaced by commercially owned and operated Alascom satellite system. The Air Force eliminated 66 military positions in 1978 and in early 1985 a Minimally Attended Radar Unit (MAR) was installed. Main facility at Grant Point on Izembek Lagoon utilizes Zaegel Lake for potable water. Zaegel lake is about 100 yards east of the composite installation. The MAR facility, near the community of Cold Bay, utilizes groundwater from a 113' well with water table between 20-30' below grade (from 5 drill logs completed at the installation). Last staff assigned were Roberts, Vickaryous, and Halverson.
Action Information
Action Date | Action | Description | DEC Staff |
---|---|---|---|
3/30/1989 | Site Characterization Workplan Approved | (Old R:Base Action Code = SI - Site Investigation). Woodward Clyde Consultants Installation Restoration Program Stage II 1989 workplan March 1989 workplan sent in. No removals or field investigations were proposed in the scope of work for any of the sites at Cold Bay. Both sites (landfill 7 mi. outside of Cold Bay and spill/leak on bluff 40' above Izembek Lagoon) classified as category I, no further action needed. Proposed work is to generate a TDSNFA technical document to support no further action. | Former Staff |
4/25/1990 | Update or Other Action | (Old R:Base Action Code = CP - Closure Pending). Woodward Clyde Remedial Investigation/Feasibility Study Stage II "No Further Action Decision and Technical Document to Support No Further Action" for the Cold Bay Long Range Radar IRP sites sent to ADEC. Reasons for action: risk of significant adverse effects to human health and the environment is negligible, acceptabley low or offset by other considerations and the benefits of remedial action or further study do not outweigh the costs for these two sites. 6 other attributes of sites that support the no further action alternative were given in the draft report. | Former Staff |
7/26/1991 | Site Closure Approved | Federal Facility Coordinator J. Roberts sent letter to Captain K. Brown. If land is to be conveyed to U.S.F.W.S. for incorporation to Izembeck National Wildlife refuge, then the report does address the contaminate pathways and risk to receptors adequately. If land use scenario changes, additional investigation may be necessary. ADEC will not contest the NFAD action for these sites (landfill and spill/leak). This does not preclude future remediation or site investigation if new information indicates there is previously undiscovered contamination or exposures that may cause risk to human health or the environment. | Former Staff |
9/3/1991 | Site Added to Database | Petroleum contaminant. | Former Staff |
1/19/1993 | Site Ranked Using the AHRM | DOD Facility staff ranked site based on WCC NFAD doc. | Former Staff |
