Problems/Comments

This site has 2 underground fuel storage tanks (20,000 gallon) near the composite building, a POL (petroleum oil and lubricant) line which once connected the composite building fuel facilities to two 51,000 barrel above ground tanks near the beach, antennas associated with the WACS, landfills and miscellaneous debris. RCRA EPA ID#AK0210890091 Hazardous waste activity: generator 1. CERCLA AK9570028705; Site located about 100 miles NE of Cold Bay, on the north side of Alaska Peninsula. The site is owned by the federal government and is under Air Force control and management. The Air Force would like to excess the property. The Corps of Engineers conducted the site investigation and cleanup under the FUDS Program, although the site is not truly a formerly used defense site because it is still under DOD's jurisdiction.

11/30/1978 Update or Other Action Port Moller radio relay site was constructed in the late 1950s on 370.73 ac. It initially functioned until 1969 as a co-related DEW line and White Alice facility then it was converted to a radio relay site. Site became obsolete and was abandoned in November 1978. John Halverson
5/7/1981 Site Added to Database Petroleum is the primary contaminant of concern. John Halverson
1/1/1990 Update or Other Action (Old R:Base Action Code = RA - Remedial Action). RA action added by Shannon and Wilson on 3/13/97, based on FUD Site Summary dated 2/21/96. Summary shows the RA completed 01/01/90. RA is for fuel and water tanks and pipeline removal. S&W-Miner
7/20/1993 Site Characterization Report Approved Corps and Air Force submitted the final site investigation report for Port Moller. John Halverson
9/30/1993 Update or Other Action (Old R:Base Action Code = RD - Remedial Design). RD action added by Shannon and Wilson on 3/13/97, based on FUD Site Summary dated 2/21/96. Summary shows the RD completed 9/30/93. E&E reviewed design. S&W-Miner

4/13/1995 Cleanup Level(s) Approved ADEC and the Corps of Engineers met and agreed upon remedial action goals and cleanup levels for the project. John Halverson
6/15/1995 Site Ranked Using the AHRM Initial ranking. Action code added because it wasn't when site was originally ranked. John Halverson
8/31/1995 Update or Other Action Cleanup was conducted during the late spring and summer of 1995. The major task was the excavation of approximately 9500 cubic yards of contaminated soil. The soil was treated on-site by means of Low Temperature Thermal Desorption. All of the areas disturbed by demolition and excavation activities were backfilled, contoured, and seeded. The landfill constructed the previous year was also closed in accordance with the permit, contoured and seeded. No hazardous wastes were henerated or shipped off site as a result of this remedial action. John Halverson
1/15/1996 Update or Other Action Corps of Engineers submitted the final report for site cleanu p at Port Moller. Residual petroleum contamination exists in the former outfall trench, but cleanup was conducted as planned and agreed upon whereby soil was removed to predetermined limits to minimize adverse impacts to sensitive tundra. Site closure will include documenting the location of all landfills and residual soil contamination in land records as an institutional control. John Halverson
2/21/1996 Update or Other Action (Old R:Base Action Code = RA - Remedial Action). RA action added by Shannon and Wilson on 3/13/97, based on FUD Site Summary dated 2/21/96. Summary shows the RA completed 9/30/94. RA is for structures and debris removal. S&W-Miner
