Problems/Comments

Initial investigation (5/1989) associated with Illinois and Minnie Street Connector road project. Subsequent soil and water sampling revealed high levels of hydrocarbon soil contamination and floating oil product at the water table. Source, extent of contamination, and threat to human health unknown. State Land. Also see file number: 102.38.007.

5/1/1989 Preliminary Assessment Approved ADOT contracted Shannon and Wilson, Inc. to investigate past uses and potential hazards at the site as part of a right-of-way road project. Shannon and Wilson, Inc. report, "Preliminary Hazardous Waste Site Evaluation, proposed Minnie Street Connector, Fairbanks, Alaska" indicates that no documented releases have occurred at this site, though a site visit revealed evidence of fuel spillage and releases from ASTs and fuel pumps. 12/1/1990 Site Characterization Report Approved (Old R:Base Action Code = SI - Site Investigation). DOT contracted Shannon and Wilson, Inc. to investigate site. Their report, "Final Report: Illinois Street and Minnie Street Connector Hazardous Waste Field Investigation, Phase II" dated 12/90 reports that 14 of 18 soil samples from monitoring wells exceeded 100 ppm TPH ranging from 21 - 120,000 ppm with the highest levels found at, or near the water table. All water samples had high levels of BTEX and a floating yellow product was observed in each of the 5 product monitoring wells ranging from 0.06' - 0.57'. 3 of 4 surface soil samples exceeded 100 ppm TPH and 1 sample contained 1.7 ppm PCE. Four wells on the Van Gas property, as well as six former MSLUG wells were sampled in conjunction with the FAIR project. Highest petroleum concentrations were observed in AR 12 (benzene at 44 ppb). 11/12/2004 Update or Other Action HartCrowser submitted groundwater monitoring report for ARRC. AR-12 could not be found due to surface work at the site. AR3, AR9, and A15 were surveyed in May and elevations were compared to benchmarks on the adjacent Saupe's site. The highest level of petroleum contamination was found in AR-15 (DRO at 5.6 mg/L). Benzene and GRO were not detected above cleanup levels. All VOCs were all below cleanup levels, except PCE in AR3 (0.015 mg/L) Janice Wiegers
6/1/2005 Update or Other Action Hart Crowser submits groundwater monitoring report for ARRC. Product present in AR-12 and AR-15. AR-12 contained 0.31 ft of product, the largest amount since monitoring began in 2003. File review indicates AR-12 is located near a former Van Gas dispensing area. 12/28/2005 Update or Other Action Received September 2005 Groundwater Monitoring Report. According to the report, AR-3 and AR-9 were destroyed because of re-grading activities on the site. Floating free-phase product was observed in AR-12 so no sample was collected. One groundwater sample was collected from AR-15 and it had results of 46.7 mg/L DRO and 1.53 ug/L of benzene. 8/29/2006 Update or Other Action ADEC received the April 2006 Groundwater Monitoring Well Installation and Groundwater Monitoring Report from Hart Crowser. According to the report, three new monitoring wells were installed on the property. AR-9A was installed downgradient of the former excavation area; AR-3A was installed in the northern corner of the property; and AR-9B was installed in the south east corner of the property (upgradient). Soil and groundwater results were non-detect for AR-3A and AR-9A, but AR-9B had DRO levels up to 13,300 ppm and GRO levels up to 512 ppm in the soil and DRO levels up to 18.2 ppm and benzene levels up to 15.5 ppb in the groundwater. AR-12 and AR-15 were not sampled because they both contained free-phased floating hydrocarbons. Deborah Williams
5/15/2007 Update or Other Action ADEC received the March 2007 Groundwater Monitoring Report for the Van Gas site. HartCrowser determined that the groundwater flow direction was in the west-northwest direction. Free-phase hydrocarbons were measured in AR-12 and AR-15 at a thickness of 0.01 foot. GRO, DRO, RRO and BTEX was non-detect in AR-3A and AR-9A. AR-9B had GRO levels up to 2.09 mg/L, DRO levels up to 8.63 mg/L and benzene at 0.026 mg/L. Deborah Williams

1/26/2009 Update or Other Action ADEC received from the Alaska RailRoad the September 2008 Groundwater Monitoring Event Reportfor the Fairbanks Area-Wide Industrial Reclamation Project. Report indicates that DRO is present above cleanup levels in monitoring wells AR-12 and AR-15. Benzene is also above cleanup levels in AR-12. Free product was measured (0.29ft) in well AR-9B. 2/8/2011 Document, Report, or Work plan Review - other DEC received and reviewed the September 2010 Groundwater Monitoring Report from Clarus Environmental Services for the Alaska Railroad Corporation. Groundwater samples were collected on October 2, 2011 by Restoration, Science, and Engineering (RSE). Samples were collected from AR-9A, AR-3A, and AR-15. Free product was observed in AR-9B and AR-12, which were not sampled. DRO was present above DEC groundwater cleanup levels in AR-9A and AR-15. Janice Wiegers
12/17/2012 Document, Report, or Work plan Review - other DEC received groundwater monitoring report prepared by Fairbanks Environmental Services. Groundwater samples were collected on October 10th and 12th, 2012. The wells sampled included AR-3A, AR-9A, AR-9B, AR-12, AR-15, AR-104, and MW-4. AR-104 and MW-4 are located west of the site on Minnie Street and at 1301 Well Street (Hazard ID 25403)and were sampled in the past as part of other sites or for areawide evaluation in the railroad industrial area. Results exceeding DEC groundwater cleanup levels included: PCE in MW-4 and AR-3A; TCE in AR-3A; benzene and DRO in AR-9B and AR-12; DRO and RRO in AR-9A; and DRO in AR-15. No contaminants exceeded cleanup levels in AR-104. Janice Wiegers
5/14/2013 Update or Other Action Workplan for annual fall groundwater monitoring submitted. The workplan was prepared by Fairbanks Environmental Service. Samples were collected on October 10, 2013 from AR-3A, AR-9A, AR-9B, AR-12, and AR-15. Groundwater flow direction was to the west-northwest which is typical in this area. No floating product was observed. Results showed that DEC groundwater cleanup levels were exceeded for DRO in AR-9B, AR-12, and AR-15. Benzene exceeded cleanup levels in AR-9B and AR-15. 12/19/2016 Document, Report, or Work plan Review - other Groundwater monitoring report submitted. Five wells were sampled on September 20th, including AR-3A, AR-9A, AR-9B, AR-12, and AR-15. Sheen was observed on AR-9B and AR-15. Benzene exceeded DEC cleanup levels in AR-9B and AR-12. DRO exceeded cleanup levels in AR-9B, AR-12, and AR-15. PCE and TCE exceeded cleanup levels in AR-3A. Concentrations were similar to those observed in previous monitoring events, except for DRO and RRO in AR-9B, which were elevated. Depth to groundwater was observed to be about 12 feet and groundwater flow direction was west-northwest. Groundwater table was higher this year than is typical. Janice Wiegers
