Included 30 soil, 10 asbestos, 63 drum, and 3 surface water samples, and drum inventory. Results showed up to 320,000 ppm chlordane, 183,000 ppm lead, 179 ppm PCBs, 11,000 ppb phenanthrene, and 2100 ppb trichloroethene (TCE). Also > 40% asbestos fibers in 5 of 10 asbestos samples. Elevated levels of other metals also detected. |

Site Visit to Arctic Surplus to visually inspect onsite thaw conditons. Heavy equipment parked on the asphalt pad looked clean, with no drips or sheens on the site. One problem, the entry fence has been hit and bent allowing open access to the upaved area. The fence definitely needs replacement and email sent to EPA, DLA and consultant to look into fixing fence. Consultant replied and mentioned they are setting up repairs for the May visit. |

The Alaska Department of Environmental Conservation (ADEC) has completed its review of the Notice of Intent for Deletion (NOID) for the Arctic Surplus Salvage Site and the Final Closeout Report (FCOR). The purpose of this letter is to express the State of Alaska’s concurrence with this action.
Please note the State has the right to request response actions at the Site in the future if determined to be necessary for the protection of human health and the environment. Assuming the threat is due to contaminants or issues regulated under the Superfund program, it is our understanding that the EPA will support such action, and you state so in your letter. Accordingly, the EPA’s actions at this Site do not prohibit us from carrying out activities under State authority, should any future situation warrant such actions.
Thank you for allowing us the opportunity to work with your Agency on this milestone in the Superfund process. ADEC looks forward to continuing our successful working relationship with your Agency as we move forward in cleaning up and beneficially reusing our Superfund sites.

Just received the latest groundwater sampling results for Arctic Surplus. This year's sampling showed no measurable differences from past sampling.
Again, three VOCs were detected, all below EPA drinking water MCLs. 1,2,4-trichlorobenzene, tetrachloroethene (PCE) and trichloroethene (TCE). The highest compound (1,2,4-TCB) was detected at 8.4 ppb, with the MCL being 70 ppb. All other detected compounds were unquantifiable. No pesticides or PCBs were detected. Some Arsenic, Lead and Manganese were detected but all well below any levels of concern
The groundwater gradient is fairly shallow (0.0014) across the site, but flow is generally southeast to northwest across the site

Contaminated Sites was notified of a robbery of equipment stored at the site by the property owner, which resulted in some damage to the fencing that secures the site. CS personnel visited the site, found it temporarily secured by the property owner, and documented the condition of the institutional controls. Based on this information, the Defense Logistics Agency has instructed their contractor to make repairs to the fence and notification signs prior to the regular spring site inspection. A schedule for these repairs is pending. |

Site inspection with DLA representative and contractors. The fence and gate damage along Badger road will be repaired this week. The capped cell surface is in good condition; small areas of ponded water appear to be due to substantial rainfall from the previous day. The side slopes of the cell appear to be in good condition, with only small erosion channels on the south side. These have subsequently been filled with gravel, and will be improved by the addition of soil and grass seed. Monitoring well (MW-5625-R) is jacking sufficiently such that the monument cannot be closed and locked. The casing will be shortened to allow monument closure, and all the wells will be resurveyed in September. Monitoring well W-D is in poor condition, as it sits in a low area that collects surface water. It seems bad enough to merit consideration for replacement. |

DEC reviewed and approved the "Final Fourth Five-Year Review for the Former Artic Surplus Salvage Yard (ASSY), Fairbanks, Alaska, December 2023". The purpose of a Five Year Review is to evaluate the implementation and performance of a remedy to determine whether the remedy is and will continue to be protective of human health and the environment. |
