Problems/Comments

Historical complaints specific to draining of transformers on the property and disposal of possible polychlorinated biphenyl (PCB) contamination. In addition, dioxins and furans found in incinerator ash. Environmental Protection Agency (EPA) ID # AKD117356329. The site has been placed on the Comprehensive Environmental Response, Compensation, and Liability Information System (CERCLIS) site list. K&K Recycling has conducted operations at the site since 1985. Also utilize 40 acre parcel leased from Wayne King and 40 acre parcel west of K & K property owned by Shaw Pipe Protection. Need original sampling data for this site - Preliminary Assessment is incomplete. Formerly known as File No. 100.23.030.

EPA CERCLIS hazardous waste site identification form indicates large volumes of drums and assorted debris present on site. 3/1/1990 Site Characterization Report Approved (Old R:Base Action Code = SI - Site Investigation). Technical Assistance Team Site Assessment Final Report for: K&K Salvage, Fairbanks, Alaska prepared by Ecology and Environment and dated March 1990. Two surface water, four groundwater, one oil, 2 sediment, and 15 surface and subsurface soil samples were collected. Acetone, methyl ethyl ketone, and toluene were detected in a water sample from Clear Creek. Up to 69 ppb acetone, 33 ppb methyl ethyl ketone, BTEX, and carbon disulfide were detected in the septic tank. The oil sample contained 450 ppm aroclor 1260, as well as other chlorinated compounds. Sediment samples from drains showed up to 11 ppm PCBs and a variety of volatile compounds. Soil samples showed a variety of pesticides/PCBs and other organic compounds. 8/1/1991 Preliminary Assessment Approved Ecology and Environment conducted preliminary assessment. Determined that although surface water sample from Clear Creek contained detectable contaminant levels (VOCs), fisheries and recreation targets associated with surface water pathway is a significant distance downstream of site. Due to monitored and gated entrance to site direct contact is minimized. Recommends no further action under CERCLA. Groundwater investigation at the site as part of a RCRA facility assessment may be warranted. Former Staff

5/10/2006 Update or Other Action Conducted a file review in response to Hannah Lager's email concerning missing contaminants of concern (CoCs). A May 20, 1992 letter from Ed Armstrong, ADEC Contaminated Sites Program Manager Northern Region, to Mr. Bernie Karl (owner of K&K Recycling) summarizes a field inspection performed by Mr. Armstrong and the letter requests soil sampling of former ash disposal area on the Shaw Property for heavy metals and dioxin. The ash on the Shaw Property had been removed and appeared clean. The letter also suggests that the ground water be sampled. A K&K Recycling report titled "Ground Water Monitoring Program November 1992" states that K&K Recycling install ground water monitoring wells were installed to measure ground water quality at the facility. One sampling event was conducted where 5 monitoring wells were sampled and analyzed for metals, alkalinity, color, conductivity, foaming agents, odor, pH, and total dissolved solids. No analysis was perfromed for VOCs, SVOCs, PCBs or Dioxins/Furans. Mr. Karl requested that K&K Recycling be taken off the ADEC contaminated sites database in a cover letter to the ground water monitoring program. Douglas Bauer

3/18/2016 Update or Other Action DEC received a letter from Travis/Peterson Environmental consultants Inc., indicating that they have been contracted to review records at the K&K site. 4/14/2016 Update or Other Action DEC responded to the letter from Travis/Peterson Environmental Consulting requesting that the site be removed from the database. DEC's response included a request to develop a workplan designed to delineate contamination in soil and groundwater in accordance with DEC regulations. Robert Burgess
5/4/2016 Meeting or Teleconference Held DEC met with Mr. Karl and his consultants, Travis/Peterson Environmental Consulting, to discuss workplan development and characterization needs at the site. Discussion concluded with an agreement for DEC to provide additional details regarding data gaps and specific site characterization needs. Meanwhile, Travis/Peterson will conduct a site walkthrough to identify environmental conditions at the site as part of workplan development. Robert Burgess
6/6/2016 Update or Other Action DEC sent a letter to K&K Recycling that summarized the May 4, 2016 meeting, requested a site visit, reiterated previous requests for additional site characterization, and provided clarification on remaining data gaps and site characterization needs. The letter included a request for historical records that were discussed at the meeting, including a letter and/or report documenting the closure of a floor drain and septic system under the authority of the EPA Underground Injection Control (UIC) program. The letter also summarized agreements for Mr. Karl's consultants to perform a site walkthrough to inform workplan development and extended the deadline for workplan submittal from June 1, 2016 to August 1, 2016.
