Their report, "Final Report: Illinois Street and Minnie Street Connector Hazardous Waste Field Investigation, Phase II" dated 12/90 reports that 3 of 6 soil samples from groundwater monitoring well and soil boring had low levels of chlorobenzene; 0.07 - 0.16 ppm. 2 water samples from separate groundwater monitoring wells had levels of 1,2-dichyloroethane, PCE, TCE and BTEX above MCLs. 2 surface soil samples had high levels of TPH (1610 ppm and 310 ppm). A sheen was observed on the water samples and an odor was noted from the monitoring wells. Staining evident in the upper 2 feet of the soil borings. |

ADEC received the Results for Groundwater Monitoring at the Former Unocal Bulk Plant - Dated December 1, 2005. In general, BETX, GRO, and DRO concentrations detected during the Oct. 2005 sampling were similar to levels detected during the September 2004 monitoring. Benzene was detected in 12 wells at concentrations ranging from 0.728 ug/L to 8,060 ug/L (GEI-12). DRO was detected in all the wells sampled, except MW-2, at concentrations ranging from 0.421 mg/L in K-7 to 98.7 mg/L in GEI-7. EDB was detected in the groundwater sample from well GEI-2 at a concentration of 0.156 mg/L. |

During the well search they identified a public water system within approximately 1/4 mile from the site. They also identified approximately 138 wells from the National Water Information System (NWIS) and the Well Log Tracking System (WELTS).
Three soil borings were drilled and sampled, and groundwater monitoring wells were installed in the borings. Soil conditions in the new wells along the southern property line are similar to the rest of the site. Contamination in the soil varies between the new well locations from being isolated from the groundwater interface in GEI-10 and GEI-11, to spanning the soil column from the ground surface to groundwater in GEI-12. DRO was the primary contaminant encountered in the new wells, however, the groundwater interface sample from GEI-11 also had high concentrations of GRO/BTEX constituents. RRO was not detected in any of the soil samples. |

DEC received the Second Semi-Annual 2007 Groundwater Monitoring Report from ARCADIS BBL for the former Chevron bulk plant, former texaco bulk plant and former unocal bulk plant. All wells for former Unocal, except MW-13, contained contaminants above DEC cleanup levels. DRO results from Unocal wells showed an increase from the last time they were sampled. Wells GEI2 and GEI7 contained EDB above cleanup levels. GEI 2 also contained lead above cleanup levels. ARCADIS recommends sampling wells GEI 4 , GEI 8, GEI 9, K 7 and MW 4 on an annual basis instead of semi-annual. They also recommend eliminating PAH and volatiles analysis (will continue BTEX). |

DEC received the 2007 Site Assessment Report for the Former Chevron Bulk Plant, Former Texaco Bulk Plant, and Former Unocal Bulk Plant. Soil samples and vapor probe gas samples were collected at the site. Vapor probe gas samples exceeded screening levels for ethylbenzene, benzene and toluene at depths of 5 and 8.5 feet. From six soil samples collected on the property, four exceeded cleanup levels for DRO's. ARCADIS proposes to conduct another vapor sampling event in 2008. |

Shallow soil assessments indicate that contamination remains above cleanup levels in surface and sub-surface soils in several areas. Results of LNAPL fingerprinting indicate that product to the west (downgradient) does not match the product at the UNOCAL source area, however other potential sources have not been determined. Arcadis has indicated that air sparging is one likely remedial option that will be proposed at the site, however there is concern from Chevron that this will not take care of the DRO and they do not want to repeat cleanup efforts. Access of the property to the south should be granted this year. Additional delineation of the downgradient plume may be needed to the west; although wells exist to the south of this area, the there are no wells directly downgradient of groundwater contamination. |

A work plan for installing a wicking adaptor was reviewed and approved. The work plan outlines the installation of a wicking adapter into four soil vapor extraction wells to enhance the extraction of light non-aqueous phase liquid (LNAPL). These wells were selected based on the historic LNAPL trends. Installation of the wicking adapter is scheduled sometime between the end of May and the month of June. A photoionization detector will be used to monitor the performance of the adaptor at the site and analytical samples will be collected during the monthly operation and maintenance events. The contaminated wicking material will be collected monthly and prior to system winterization. |

DEC received the 2022 Remediation System Operation & Maintenance Report. In 2022, the AS/SVE system was operational for 70% of the reporting period from May 24 to October 11, 2022 and mass removal was approximately 17.8 pounds. The total number of hours of operation since the initial system startup on April 15, 2016 is 18,770 hours and total mass removed is approximately 8,076 pounds. |

2022 Second Semi-Annual Groundwater Monitoring event was conducted on October 1st through 4th, 2022. Groundwater samples were collected from monitoring wells GEI-1 to GEI-4, GEI-8, GEI-9, GEI-11, GEI-12, MW-1 to MW-6, MW-13 to MW-15, K-5, and K-7. Wells GEI-6 and GEI-10 could not be located, GEI-7 was obstructed and could not be gauged or sampled, and GEI-5 was compromised and no sample was collected. Samples were submitted to the laboratory for VOCs, GRO, DRO, and RRO analysis. Groundwater flow direction was to the west-northwest and depth to groundwater was 13.05 to 18.36 feet below ground surface. |

Groundwater samples were collected from monitoring wells GEI-2 to GEI-4, GEI-8, GEI-9, GEI-11, GEI-12, MW-1, MW-3, MW-4, MW-6, MW-13 to MW-15, K-5, and K-7. Monitoring well GEI-1 had insufficient water to sample. GEI-6, MW-2, and MW-5 was obstructed by ice and could not be sampled. GEI-7 was obstructed and was not sampled. GEI-10 was not located and was not sampled. Samples were submitted to the laboratory for VOCs, GRO, DRO, and RRO analysis. Groundwater flow direction was to the west-northwest and depth to groundwater was 12.11 to 17.14 feet below ground surface. |

Groundwater samples were collected from monitoring wells GEI-1 to GEI-6, GEI-7R, GEI-8 to GEI-12, MW-1 to MW-6, MW-13 to MW-15, K-5, and K-7. Monitoring well MW-15 was not sampled as the pump intake clogged repeatedly during purging. GEI-7 has been replaced with GEI-7R. Samples were submitted to the laboratory for VOCs, GRO, DRO, RRO, lead, and select PAHs analysis. Groundwater flow direction was to the west and depth to groundwater was 12.22 to 18.05 feet below ground surface. |

DEC reviewed the Well Decommissioning and Installation Report – 2023 which documents the repair and redevelopment of monitoring wells GEI-1, GEI-5, GEI-6, and GEI-10 as well as the decommissioning of monitoring well GEI-7 and installation of the replacement well GEI-7R in July and August 2023. Groundwater samples were analyzed for GRO, DRO, RRO, VOCs, EDB, PAHs, and total lead. All site wells were surveyed on 9/29/2023.

Monitoring well GEI-1 was inaccessible since a vehicle was parked over the well, MW-4 and MW-14 were also inaccessible due to site access restrictions. GEI-5, MW-2, MW-5, and MW-15 were frozen and not gauged or sampled. Samples were submitted to the laboratory for VOCs, GRO, DRO, RRO, lead, and select PAHs analysis. Groundwater flow direction was to the west-northwest and depth to groundwater was 13.2 to 18.95 feet below ground surface. |
