1/12/2006 Update or Other Action ADEC received a report entitled "Off-site Delineation Former Unocal Bulk Plant" dated January 5, 2006. During the well search they identified a public water system within approximately 1/4 mile from the site. They also identified approximately 138 wells from the National Water Information System (NWIS) and the Well Log Tracking System (WELTS). Three soil borings were drilled and sampled, and groundwater monitoring wells were installed in the borings. Soil conditions in the new wells along the southern property line are similar to the rest of the site. Contamination in the soil varies between the new well locations from being isolated from the groundwater interface in GEI-10 and GEI-11, to spanning the soil column from the ground surface to groundwater in GEI-12. DRO was the primary contaminant encountered in the new wells, however, the groundwater interface sample from GEI-11 also had high concentrations of GRO/BTEX constituents. RRO was not detected in any of the soil samples. Deborah Williams

An updated conceptual site model will be submitted that addresses exposure pathways and how they will be remediated or controlled. This will comprise the cleanup plan that is expected to be submitted in the Fall of 2012. Additional assessment will be completed near the surface soil contamination identified on the property. Tamara Cardona-Marek
4/29/2013 Meeting or Teleconference Held DEC met with Chevron and Arcadis to discuss the status of this and other sites. Shallow soil assessments indicate that contamination remains above cleanup levels in surface and sub-surface soils in several areas. Results of LNAPL fingerprinting indicate that product to the west (downgradient) does not match the product at the UNOCAL source area, however other potential sources have not been determined. Arcadis has indicated that air sparging is one likely remedial option that will be proposed at the site, however there is concern from Chevron that this will not take care of the DRO and they do not want to repeat cleanup efforts. Access of the property to the south should be granted this year. Additional delineation of the downgradient plume may be needed to the west; although wells exist to the south of this area, the there are no wells directly downgradient of groundwater contamination. Robert Burgess
5/14/2014 Meeting or Teleconference Held DEC met with Chevron and ARCADIS to discuss several Fairbanks-area sites. Chevron plans to install a remedial system consisting of air sparging and soil vapor extraction, and to remove the top two feet of contaminated soil in all accessible areas. DEC has approved the re-use of a system currently located at a different site (former Mike's Chevron) which no longer requires the system. Robert Burgess
9/16/2014 Cleanup Plan Approved After comment and revision, DEC approved the 2014 Remedial Design and Workplan for the site. Surface soils will be removed to a depth of 2 feet to the extent practicable, and an air sparge/soil vapor extraction (AS/SVE) system will be installed and operated seasonally. The AS/SVE system is designed to target lighter range petroleum compounds such as GRO and BTEX. Existing DRO will not be removed by the system and will be managed with institutional controls. Groundwater Use Restrictions The groundwater should not be used for drinking water (or any other purpose) until such time that groundwater cleanup levels are achieved. If there is a groundwater well on your property, the water must meet regulatory cleanup levels . If the groundwater exceeds the cleanup levels (as determined by approved water sample analysis), it should either be treated to meet those levels or the well should be decommissioned in accordance with ADEC procedures. The installation of any new groundwater wells should be coordinated with ADEC.
Excavation / Soil Movement Restrictions If contaminated soil is excavated or groundwater is encountered and must be discharged, ADEC should be notified prior to any transport or discharge from the property. Information regarding how the excavated soil is to be stored and/or transported and how groundwater will be contained and/or discharged should be provided to ADEC prior to transport or discharge.
Advance approval required to transport soil or groundwater off-site. Information regarding how the excavated soil is to be stored and/or transported and how groundwater will be contained and/or discharged should be provided to ADEC prior to transport or discharge.
