Problems/Comments
Former Dewline station which was used by the Navy for Naval Arctic Research Laboratory activities. 1985 sampling identified levels of PCBs within site building below cleanup levels. No further sampling was conducted at the site. Extent of contamination unknown. Site used as subsistence shelter. Also see 350.45.002. EPA ID# AK4143690101--CERCLIS site. Located within the Arctic National Wildlife Refuge. Also known as Beaufort Lagoon and Nuvagapak Point. DERP/FUDS. Former USAF site. (rpltr3.1) According to the FUDS Site Summary dated 2/21/96, restoration includes one 25'x80' unsafe building and 9,000+ 55 gallon POL drums over 5 acres. The total estimated volume of debris is 150 cubic yards. No soil contamination observed. Last staff assigned were Cutler and Markey.
Action Information
| Action Date | Action | Description | DEC Staff |
|---|---|---|---|
| 7/24/1985 | Preliminary Assessment Approved | Collection of soil, water, and drum samples analyzed for volatile organics, semi-volatile organics, PCBs and metals. Surface soils were found to be contaminated with volatile aromatic hydrocarbons and PCBs. Composite samples were taken and holding times were exceeded for VOCs. | Former Staff |
| 9/1/1987 | Update or Other Action | (Old R:Base Action Code = FI - Field Inspection (General)). America North, Inc. conducted brief site inspection to determine if visually contaminated soil and water were present at the site and to develop drum inventory. 800 empty drums were found and 6 drums which contained liquids. The only evidence of environmental contamination was soil stains near the building on site. | Former Staff |
| 4/26/1988 | Preliminary Assessment Approved | (Old R:Base Action Code = SI - Site Investigation). DOWL Engineers identified 5 areas of potential contamination based on historical use: 1. Composite building - PCBs were detected in the soil inside the building at 0.4 ppm but not found outside the building. Recommended no further sampling because of low exposure potential within 50 meters and that PCBs have not been released to environment. 2. Drum Dump Area - no further sampling recommended due to lack of visual or analytical evidence of contaminants. 3. Fuel Tank Area - no further sampling recommended due to lack of visual or analytical evidence of release. 4. Area 55 feet South of Site - no further sampling recommended based on extremely low levels of toluene detected (1 ppb). | Former Staff |
| 7/23/1989 | Update or Other Action | (Old R:Base Action Code = SI - Site Investigation). Phase II Site Investigation by DOWL Engineers did not conduct any further soil or water sampling at the site. 10 drums were sampled and appear to be POL contaminated water based upon the BTU and flash point values. Drum-712DR had elevated lead concentrations greater than 100 ppm. No further sampling was recommended at the site. | Former Staff |
| 1/1/1990 | Site Added to Database | Low levels of PCBs in building. | Former Staff |
| 5/7/1991 | Site Ranked Using the AHRM | Initial ranking. | Former Staff |
| 10/3/1991 | Update or Other Action | (Old R:Base Action Code = RAPR - Remedial Action Plan Review (CS)). Remedial plan reviewed. Written comment returned to U.S. Army. | Former Staff |
| 5/14/1992 | Update or Other Action | (Old R:Base Action Code = NFA - No Further Action Required (CERCLA)). EPA determined site is no further action at this time but site remains open for ADEC concerns. Recommended all drums be located and removed. And soil contamination should be removed to background concentrations. | Former Staff |
| 9/8/1992 | Update or Other Action | (Old R:Base Action Code = RPL2 - Site Information Request Letter). ADEC staff sent PRP-CS Database Notification letter to RP requesting update and more environmental information concerning contaminated site. Jim Levine\COE called 10-5-92 and responded by returning updated DECRPTs. | Jeff Peterson |
| 7/1/1996 | Update or Other Action | Sampling and Analysis Plan, Site Restoration, Dew Line Stations, Contract Number DACA85-95-C-003, Project 55312-001.000, received 7/12/1996. | Kalu Kalu |
| 3/18/1997 | Update or Other Action | Site updated by Shannon and Wilson, based on the FUDS Site Summary dated 2/21/96. | S&W |
| 10/5/1999 | Update or Other Action | Removal Action occurred in 1996. Site Visit in September 1999. FUDS Cooperative Agreement workplan includes completing documentation for site closure. | Rielle Markey |
| 9/5/2000 | Update or Other Action | No Further Action Report received on September 5, 2000. | Ann Farris |
| 11/1/2002 | Cleanup Level(s) Approved | ADEC signed decision document for closure at Demarcation Bay. The site met Method 2 arctic zone soil cleanup levels, there is no groundwater, the surface water met water quality criteria, and the sediments concentrations were determined to be below protective levels. | Ann Farris |
| 11/1/2002 | Record of Decision | ADEC signed a decision document approving closure of the Demarcation Bay Formerly Used Defense Site. | Ann Farris |
| 11/1/2002 | Site Closure Approved | ADEC signed a decision document approving closure of the Demarcation Bay Formerly Used Defense Site. There are no ICs for this site. | Ann Farris |
| 2/11/2003 | Site Number Identifier Changed | Changed the Region from 36 to 31 and Sequence Number from 12 to 14. | Former Staff |
| 9/9/2003 | Site Number Identifier Changed | Changed Workplan from X9 to X1 because no hazardous substance contamination was above cleanup levels. | Former Staff |
| 9/9/2003 | Site Ranked Using the AHRM | Changed Release Information Value to 1 from 0.2. | Former Staff |
