Problems/Comments

Station was in operation from September 1957 - April 1979. Hazardous materials/wastes known to exist: diesel fuel, lead-acid and nickel-cadmium batteries, asbestos, and electrical equipment that contained polychlorinated biphenyls (PCB). The AST was located next to provided fuel to the generators and heating system for the Flight Operations Building, adjacent to the access road at Lower Camp. The tank has been removed and only short length of pipe and the concrete saddle remain. The 1998 Remedial Investigation reported that the the total volume of contaminated soil is estimated to be 331 cubic yards. Soil contaminants above cleanup levels are arsenic, benzene, DRO, GRO, and toluene. Groundwater was encountered during drilling between 16 and 25 feet bgs. The Interim Record of Decision (dated December 2002) records that DRO-contaminated soil above the most stringent soil cleanup levels will be removed in 2003 and thermally remediated. Further investigation into groundwater impacts will be conducted. Final remedies may be identified after these interim remedial actions have been evaluated. RCRA EPA ID#AK2570090108. Communications Disposal Act", the site along with other WACS was taken over by RCA Alaska Communications (now ALASCOM). Subj: Contract AF 30(635) 35559. "Request for disposition instructions on Carbon Tetrachloride Fire Extinguishers". Subject extinguishers are no longer authorized for use as they are considered dangerous to personnel safety and should be disposed of in the most expedient and economical Manner. The only value of these fire extinguishers is there material content and in most cases the cost of returning them to Anchorage would exceed their worth. 6/13/1988 Update or Other Action Hazardous Materials Technical Center Preliminary Assessment identified small quantities of hazardous materials at site. Several lead-acid batteries were observed ruptured from being frozen, asbestos tiling in various stages of decomposition due to reaction from spilled chemicals were found on building floors. A mound 4' above surrounding landscape may be a landfill site or burial site for construction debris. 12/3/2002 Record of Decision The Final Record of Decision was signed by ADEC on December 3, 2002. The migration to groundwater cleanup level for soil was applied. The interim remedy for ST001, SS002, and SS014 is excavation and thermal treatment of the DRO-contaminated soil. Further investigation of groundwater conditions and potential impacts to nearby wetlands will also be performed. The interim remedy for LF005 is a limited landfill cap. An ecological risk assessment and annual long-term monitoring of groundwater, surface water, and sediment will be performed at LF005 and ST001. A 5-year review will be conducted for all 4 interim remedial action sites. The Final Decision Documents for these interim remedial action sites will address the any remaining contamination discovered by the additional investigation activities. Gretchen Pikul

No significant issues are contained within the comment letter asking for clarifications about the method of recording the proposed institutional controls. 7/14/2008 Record of Decision Record of Decision signed granting conditional closuire for site SS002, 1,000 gallon fuel oil AST. Institutional Controls will be implemented because there is remaining residual contamination at the site. The Institutional Controls (ICs) include: Delineate the site boundaries, survey the boundaries, document the ICs in the USAF Real Property Records, and notify the ADEC prior to making any major changes to the ICs. These ICs will stay in effect until DRO levels in the soil reaches State of Alaska Cleanup levels protective of unrestricted use. Jonathan Schick
7/15/2008 Site Visit ADEC staff conducted a site visit at the Big Mountain RRS and inspected all of the sites that have been documented at the Radio Relay Station(RRS). USAF staff and their contractores accompanied ADEC staff on the site visit. Community meetings were organized to talk to citizens in the surrounding communities about the environmntal restoration work that is on-going at the Big Mountain RRS. Jonathan Schick
9/16/2010 Site Visit Contaminated Sites staff travelled to Big Mountain Radio Repeater Site via Navajo on Thursday Septermber 16 to look at the various contaminated sites and to perform a fieldwork oversight inspection. The contractors on-site demonstrated an understanding of the workplan and of the tasks that were being conducted at the site during the visit. These activities included collection of a Multi-Incrimental sample from a treatment stockpile at lower camp, completion of a newly installed groundwater monitoring well at LF005 and collection of step-out samples to delineate the extent of PCB impacts on the mountain top at SS010. The landfill caps appear to be in good condition with no observed cracking or carsting. However, the runway at lower camp is being used for unauthorized purposes (i.e. hunter staging area) and access controls should be revisited for this site. Jonathan Schick
12/3/2010 Update or Other Action Contaminated Sites staff recieved a copy of the survey documents defining the boundaries of ERP sites SS002 and SS014 at Big Mountain. The survey of site boundaries was the last action required to achieve a cleanup complete with Institutional Controls. The Institutional Controls limit any subsurface site activities and installation of drinking water wells within the site boundaries. Jonathan Schick
12/13/2010 Cleanup Complete Determination Issued Contaminated Sites staff issued a letter to the USAF granting a designation of cleanup complete with Institutional Controls for sites SS002 and SS014 at the Big Mountain Radio Repeater Site. The documentation of the site boundaries with a professional survey was the last requirement to grant the Cleanup Complete with Institutional Controls Designation. The Record of Decision for these sites states that although the contamination at SS002 and SS014 does not pose an unacceptable potential risk to human health or the environment, soil is contaminated by petroleum hydrocarbons above State of Alaska cleanup levels protective of unrestricted use. The Remedial Action Objectives for SS002 and SS014 include: a) Document that petroleum hydrocarbons in surface and subsurface soil exceed levels protective of unrestricted use. b) Restrict excavation and transportation of contaminated soil to prevent migration of contaminants. The USAF will implement the Institutional Controls (ICs) by taking the following actions that have been completed: • Delineate the boundaries of soil with DRO above Method Two cleanup levels at the sites. • The boundaries of soil with DRO above Method Two cleanup levels will be surveyed for the State of Alaska and USAF Real Property Records. • Document the ICs in USAF’s Real Property Records will contain a map indicating IC locations • Notify ADEC prior to making any changes to the ICs. The 611th CES is the point of contact for the ICs. • ICs will stay in effect until DRO reaches State of Alaska cleanup levels protective of unrestricted use (Method Two for soil). Jonathan Schick

4/4/2011 Update or Other Action Contaminated Sites Staff recieved a Draft copy of the Supplemental Field Investigation Report that addressed samples collected during the 2010 field event at LF005, ST001, SS010a and SS010b. The work also included collecting survey data to document the boudaries of sites SS002 and SS014 for the purpose of the Institutional Controls for the site. The main objective of the work was to delineate the PCB impacted soils at SS010a and SS010b for the proposed excavation work scheduled to be conducted in 2011. Jonathan Schick
4/8/2011 Update or Other Action Contaminated Sites Staff submitted a letter to the USAF 611th CES project manager with comments on the Draft Supplemental Field Investitgation Report for several sites at Big Mountain. ADEC's main concerns were regarding the field screening samples at the upper camp sites where the field screening results were biased low. This low biascould lead to an underestimation of the amount of PCB impacted soils will need to be removed from the site. The other issue with this report is that it detailed only a portion of the work at LF005 and ST001 which was investigated during the same field mobilization but reported on under a separate Long-Term Monitoring report. 9/28/2017 Institutional Control Update ADEC received Air Force Statewide Land Use Control Management Plan dated Sept. 2017. After review, site SS002 was found left out in annual Long term monitoring event. The site ROD was approved in 2008 and officially closed with ICs in 2010. Although it was too late to change the scope of work for 2017 field season since contract has been released, Air Force agreed to add IC status update in 2018 LTM workplan and conduct annual inspection in the following years until closure (next evaluation year is 2020). 3/29/2019 Document, Report, or Work plan Review - other ADEC received the Draft 2018 Report, Environmental Monitoring of Sites LF005, ST001, and SS002, dated March 2019. Surface water and sediment samples were collected from LF005; all samples were below the applicable cleanup levels. Sediment samples were collected at ST001 and sampled for PCBs; all three samples detected PCBs, with one sample exceeding the NOAA SQuiRTs PEL. A land use control inspection was conducted at SS002; the area appeared to be in good condition, with no contaminant impact or signs of disturbance. This report provides the United States Air Force’s (USAF’s) Five-Year Review (FYR) and Periodic Review for four Environmental Restoration Program (ERP) sites at the Former Big Mountain Radio Relay Station (RRS) near Igiuglg, Iliamna Lake, Alaska. The document focused on the landfill and associated monofill (site LF005), the 42,000-gallon fuel oil aboveground storage tank (AST) (site ST001). The periodic review included the 1000-gallon fuel oil AST (site SS002) and the former dual fuel oil AST system (Site SS014). For LF005 and the associated monofill, the institutional controls (ICs) will remain in place as long as the disposal areas remain at Big Mountain RRS. The ICs will remain in place at ST001 until contaminant concentrations are documented to be below the cleanup levels listed in the Record of Decision (ROD). For both SS002 and SS014 the requirements of the ROD are being fulfilled in order to maintain protectiveness. ADEC concurs with the protectiveness determination. However, soil sampling has not occurred at SS014 to accurately delineate boundaries of soil with diesel range organics (DRO) concentrations greater than ADEC Method 2 cleanup levels. Ginna Quesada
