Problems/Comments

The Wainwright Short Range Radar Station (SRRS) was constructed as a DEW Line Station in 1953 and was an active manned station until 1989. It was converted into an unmanned SRRS in 1994. The station was closed by the U.S. Air Force in 2008. The Air Force contractor completed site demolition activities in 2013. The Technical Services Building and the Radar Building/Radar Antenna remain on site. All other buildings, tanks, and fuel pipelines have been removed. 6/11/2002 Meeting or Teleconference Held Staff traveled to the village of Wainwright for a RAB meeting. On going projects, include removal of a 5-mile pipeline running from two tanks along the Chukchi Sea to the site. The pipe rested on empty drums laid on the tundra. The pipe was removed this winter. Some of the drums remain because they were frozen in the ground and will be removed went the weather warms up. Staff and the 611th RPM plan to return later this summer for a site visit Patrice Buck
8/10/2003 Update or Other Action Staff traveled to the Wainwright SRRS site, which is approximately 7 miles from the village of Wainwright. Two areas at the facility will need further investigation, Diesel Fuel Spill (SS04) and the Garage (SS07). Decision Documents for no further action has been signed for the rest of the sites investigated. 12/11/2007 Risk Assessment Report Approved ADEC received the Final Risk Evaluation Report – Alaska North Slope Radar Installation Sites on November 6, 2007. This report meets the requirements of the ADEC Contaminated Sites Program Risk Assessment Procedures Manual, adopted by reference in 18 AAC 75.340. An approval letter was sent to Dave Cook, Program Manager HQ PACAF/A7NR, on December 10, 2007 This project identified categories of sites that are common on remote Air Force installations in the North Slope region of Alaska and developed conceptual site models and human health and ecological risk based screening levels for four of these categories: garage sites, fuel storage sites, non-fuel storage sites, and transformer sites. The project developed templates for conducting human health and ecological risk evaluations for these categories and performed a risk evaluation as a test case for one example of each type of site. The final report contains guidance on applying the process to other North Slope region sites. It may be used on a site-specific basis as a tool to assist in assessing potential risks posed by North Slope Air Force installation sites. Tamar Stephens
6/5/2008 Meeting or Teleconference Held ADEC staff attended a Restoration Advisory Board meeting in Wainwright, Alaska. The purpose of the meeting was to update the community with the results of the 2007 Investigation Report. The attendees at the meeting included the Air Force, their consultant, ADEC, the Bureau of Land Management (BLM), and a couple of members from the community. There is a lot of interest in the former Dew Line site because the Oil Companies are interested in using the airstrip and pad for logistical support for the off-shore drilling operations planned in the area. The Air Force plans to conduct Clean Sweep of the site during FY2010. The primary contaminants of concern at the various sites are petroleum and Polychlorinated Biphenyls (PCBs). The old landfill (LF006) is located outside of the Air Force boundary and is currently eroding into the lagoon. PCBs were identified at one area in the landfill at levels above 1 parts per million. The cleanup levels established for the site are the proposed Method 2 Arctic Zone levels for areas not located near surface water bodies and Method 1 Arctic Zone levels for areas that are located next to surface water or have the potential for eroding into surface water bodies. BLM was against the Air Force creating a new landfill at the site for the disposal of any debris or soil during the Clean Sweep Program. Future discussions will be necessary to address these issues when the cleanup plans are submitted for the Dew Line site. Deborah Williams

1/28/2010 Meeting or Teleconference Held DEC staff attended a public meeting in Wainwright, Alaska. The purpose of the meeting was to present the Proposed Plan to the community and provide opportunities for public comments. Attendees at the meeting included the Air Force, their consultants, ADEC, and members of the community. The Proposed Plan summarizes previous environmental investigations and presents the preferred remedial alternatives for the Beach Diesel Tanks site, the Module Train Area, the Old Landfill, and the Garage Area. 3/3/2010 Document, Report, or Work plan Review - other DEC staff approved the Work Plan, Beach Diesel Tanks Removal, Wainwright Short Range Radar Station, Alaska document, dated February 2010. The Beach Diesel Tanks site is located on the shore of the Chukchi Sea, approximately 5 miles northwest of the main installation. There are two 65,000-gallon metal above ground storage tanks in an unlined gravel bermed containment area. The tanks and associated piping and debris will be demolished and packaged for shipment by barge transport to the appropriate treatment, disposal, or recycling facilities. The diesel impacted soil will be excavated and treated by landfarming. Melody Debenham
3/3/2010 Document, Report, or Work plan Review - other DEC staff reviewed and approved the Final Landfill 006/Landfill 005 Interim Removal Action work plan, dated February 2010. Landfill site LF006 is eroding into the Wainwright Lagoon. The interim removal actions associated with this site include excavating and sampling the landfill, segregating and containerizing solid waste and contaminated soil, and transporting solid waste and contaminated soil for proper treatment or disposal. This work will be done in March and April to allow site access over the frozen tundra. An on-site laboratory will be established to aid decision making in the field. Asbestos containing material has been identified at LF005. The actions associated with LF005 include removing the asbestos containing material and digging test pits to further characterize the landfill. Melody Debenham
7/22/2011 Cleanup Plan Approved Approved the Work Plan, Sampling and Analysis Plan, and Waste Management Plan for the 2011 Remedial Action Cleanup at the Wainwright Short Range Radar Station. The remedial action cleanup activities include: relocation of two above ground storage tanks to Barter Island Long Range Radar Site, asbestos abatement, removal and disposal of polychlorinated biphenyl (PCB) paint and other regulated or hazardous materials at the Module Train Area, Garage, and Vehicle Maintenance Shop, removal and disposal of buried fuel line, removal and disposal of PBC and/or petroleum contaminated soil at the Module Train Area (SS004) and the Garage (SS007), sediment sampling for PCBs near the Old Landfill (LF006), and site restoration. 9/7/2011 CERCLA ROD Approved DEC signed three Record of Decisions describing the final selected remedies for the Old Landfill Site (LF006), the Garage Area (SS007), and the Module Train Area (SS004). The selected remedy for LF006 includes excavating buried material and contaminated soil from LF006 and shipping it off-site for disposal. The Air Force performed the excavation and disposal of LF006 in March/April of 2010 as an interim removal action to prevent additional erosion of the landfill contents into the lagoon. The contaminants of concern at the Garage Area (SS007), which includes the Garage Building, the Base Supplies and Equipment Building, and the POL Hut, are PCBs, diesel range organics, and residual range organics. The selected remedy includes removing the PCB and/or petroleum contaminated soil and properly treating or disposing of it off-site. The contaminants of concern at the Module Train Area (SS004) are PCBs and diesel and residual range organics. 10/12/2011 Interim Removal Action Approved Approved the Interim Removal Action Report for the old landfill (LF006) and new landfill (LF005) sites. Interim removal actions at the old landfill included excavating and sampling the landfill, segregating and containerizing solid waste and contaminated soil, and transporting solid waste and contaminated soil for proper treatment or disposal. Approximately 4,350 cubic yards of soil and debris contaminated with petroleum, oil, and lubricants and PCBs were removed. Excavation activities also removed 330 cubic yards of inert metal debris and 38 drums of solid waste. The interim removal actions at the new landfill included removing the asbestos containing material and digging test pits to further characterize the landfill. Melody Debenham

The Beach Diesel Tanks site consisted of two 65,000-gallon diesel tanks and associate piping on a bermed gravel pad. The tanks and piping were decommissioned and petroleum contaminated gravel transported to the Wainwright SRRS runway for landspreading. 8/20/2012 CERCLA ROD Approved DEC signed the Record of Decision documenting the selected remedy for the Beach Diesel Tanks Site. The selected remedy includes excavation of petroleum contaminated gravel and soil from the tank farm area and along the pipeline route from the tanks to the beach. The contaminated gravel will be transported to the Wainwright Short Range Radar Station (SRRS) and treated by landspreading. Melody Debenham
9/26/2012 Document, Report, or Work plan Review - other Approved the final Remedial Action Report for the Module Train Area, the Garage Area, the Old Landfill, and the Former Minimally Attended Radar Station (MARS) pipeline. At the Module Train Area PCB and petroleum contaminated soil was removed and transported offsite for treatment. Evidence of a previously undocumented petroleum release under the Module Train Area was encountered during excavation, and additional remedial action will be needed to remove the remaining petroleum contamination. At the Garage Area PCB and petroleum contaminated soil was removed and transported offsite for disposal. Confirmation sampling results indicate that remaining contaminant concentrations are all below the cleanup levels. At the Old Landfill site, 20 sediment samples were collected from within the Kuk Lagoon, offshore from where the interim removal action was performed in 2010. The samples were analyzed for PCBs and results were all below the cleanup level. At the Former MARS Pipeline site, pipelines that connected two former 40,000-gallon diesel skid mounted tanks to the MARS buildings were removed. There were no indications of leaks or spills during removal actions, and confirmation sample results were all below the cleanup levels. Melody Debenham
2/28/2013 Document, Report, or Work plan Review - other Approved the final landspread report documenting the treatment of petroleum-contaminated soil from the former Beach Diesel Tank site at the Wainwright SRRS. Contaminated soil was transported from the Beach Diesel Tank site to the main SRRS installation in May 2010 for treatment. The gravel was spread on the runway to a maximum depth of 6 inches. This report presents the results of surface water sampling and multi-increment (MI) sampling of the landspread material and the former stockpile locations. All results are below the cleanup levels. This work plan includes removing petroleum contaminated soil from the Beach Diesel Tank site and transporting it to the SRRS for staging and landfarming. The landfill site will be excavated and contaminated soil and solid waste will be transported offsite for disposal. The contractor has proposed multi-incremental (MI) sampling for the landspreading activities, however the work plan did not provide sufficient details.
