Problems/Comments
Landfill Number 2 (Installation Restoration Program site LF04) was used by the Air Force from 1970 - 1978 for disposal of wastes produced at the Murphy Dome radar station. The waste stream included garbage, incinerator ash, wood, plastic, metal, shop waste, drums, and miscellaneous debris. Some of the wastes were burned on site during the use of the landfill. The landfill operated without a permit until its final year of operation in 1978. Conditions of the permit included closing the landfill by September 30, 1978, covering all wastes with at least two feet of compacted fill, and grading the fill cover to minimize erosion by surface water runoff. There are no records that document the closure of the landfill. Soil, sediment, and surface water sampling took place at Landfill Number 2 in 1986 and 1993. The one soil boring advanced in 1986 detected benzene, toluene, ethylbenzene, 1,1-dichloroethene, and 1,2-dichlorobenzene, but only lead was detected above background soil concentrations in a farther downgradient soil boring in 1993.
Action Information
Action Date | Action | Description | DEC Staff |
---|---|---|---|
4/1/1989 | Update or Other Action | Site Investigation. IRP Phase II - Confirmation/Quantification. Stage 1 prepared by Woodward-Clyde Consultants. Investigation of Landfill Number #2 (LF04) included sampling stream sediment, surface water and a test pit. No contaminants detected in surface water. Total petroleum hydrocarbons in ditch sediment at 1.3 parts per million (ppm). Soil from test pit south of landfill showed 2.8 ppm benzene, 4.3 ppm sum BTEX, 0.21 ppm dichloroethene, and 0.12 ppm dichlorobenzene. The report recommended No Further Action. | Former Staff |
5/30/1991 | Update or Other Action | FI - Field Inspection (General). USAF noted that USAF responsibility for the landfill 6 miles from summit needs to be established. The possibility of subsurface soil and groundwater contamination by waste placed by the Air Force in the lower landfill needs to be investigated further. | Former Staff |
3/21/1994 | Update or Other Action | Received "Site Assessment Murphy Dome LRRS". Report contains human health and ecological risk assessment for designated sites at Murphy Dome. Report concludes that the sites do not pose any health risk. | Laura Noland |
3/21/1994 | Update or Other Action | Remedial Investigation. Received "Site Assessment Murphy Dome LRRS". Report details remedial investigation and contains risk assessment for all sites at Murphy Dome. Review conducted for RI and initial comments submitted via phone conversation. | Laura Noland |
4/21/1994 | Site Added to Database | File # 100.38.040 Murphy Dome LRRS. Lead. | Laura Noland |
4/25/1994 | Site Characterization Report Approved | Site Investigation. Received and reviewed "Final Site Characterization Technical Memorandum Site Assessment Murphy Dome LRRS, Alaska" which provides sample results for all study sites at the facility. | Laura Noland |
4/25/1994 | Update or Other Action | Closure Pending. Received and reviewed "No Further Response Action Planned Document". Air Force proposes Road Oiling (OT05) and White Alice Site (OT06) for no further action status based on sampling results which indicate no contaminants above regulatory levels. ADEC in agreement. Air Force proposed Landfill Number 2 (LF04), however, ADEC requires additional information before granting closure status. | Laura Noland |
5/27/1994 | Update or Other Action | Site Information Request Letter. Staff sent PRP-CS Database Notification Letter to the responsible party requesting update and more environmental information concerning contaminated site. | Jeff Peterson |
7/29/1994 | Meeting or Teleconference Held | Remedial Investigation. Attended meeting where Air Force and contractor presented remedial investigation work plan, plans for community relations, and management action plan. Public meeting planned for 9/94. | Laura Noland |
8/5/1994 | Update or Other Action | Remedial Investigation. Reviewed "Draft Work Plan, Remedial Investigation/Feasibility Study dated July 1994" and sent comments and requested revised work plan. | Laura Noland |
10/17/1994 | Update or Other Action | ADEC submitted comments for Human Health and Ecological Risk Assessment for Murphy Dome LRRS and Fort Yukon LRRS report dated 2/94. ADEC determined that risk assessment was not done according to EPA or state guidance and does not address future risk at sites. | Laura Noland |
3/10/2005 | Site Closure Approved | Site closure granted by ADEC on January 26, 1995 in a letter to the Air Force. | Colin Craven |
3/10/2005 | GIS Position Updated | Updated the latitude and longitude of the landfill from 1:24,000 USGS map in WGS84/NAD83 coordinate datum. Former description incorrectly placed the landfill at the top of Murphy Dome, whereas it is located approximately six miles along Murphy Dome Road towards Fairbanks. | Colin Craven |
6/3/2005 | Update or Other Action | Site visit of Murphy Dome IRP sites by Craven and Jaynes. Vegetative cover significantly improved since Remedial Investigation photographs in 1993. No apparent erosion of landfill cover. Area used for target shooting and deposition of miscellaneous litter. | Colin Craven |
12/29/2005 | Update or Other Action | Site reopened due to a lack of protectiveness of the 1995 site closure. Initial investigation of the site in 1986 included one soil boring that documented benzene and 1,1-dichloroethene well above Method 2 cleanup levels. Site closure was granted in 1995 based on an additional soil boring on the other end of the landfill, but required follow up actions by the Air Force to clarify gravel extraction rights on the property. DEC has no record of any follow up actions. The landfill is located on Fairbanks North Star Borough property zoned for rural residential use, but is not included in borough property records. Surrounding lands are zoned rural residential. Nearest downgradient drinking water well is one mile to the east. No groundwater investigation has been conducted. | Colin Craven |
3/26/2008 | Exposure Tracking Model Ranking | Initial ranking with ETM completed. | Colin Craven |
