Problems/Comments

Air Force IRP site LF001. This unlined solid waste disposal area was operated from approximately 1956 to 1981, and may have received soild and remediation waste from site restoration activities between 1982 and 1985. Surface debris was removed from the site in 1996. The site was covered with soil in 1997 and revegetated, although due to extensive erosion additional soil cover and revegetation work was conducted in 2000. Continued erosion of the soil cover was documented in 2001. A site visit in 2008 revealed the area is overgrown with dense willows and grass. The LF is located on a southeast facing slope, the surface is mounded, and runoff is directed around the perimeter of the landfill. No errosion was visible or expected due to the current condition. Diesel fuel, waste oil, metals, and PCBs are suspected contaminants based on past disposal practices. Soil sampling conducted in the mid-1990s documented sporadic locations lead and PCB contamination in excess of regulatory limits. Soil borings advanced up to 70 feet below the ground surface did not find groundwater. The site is well drained with no active surface water sources, therefore surface water and aquatic sediments are not likely to be present. Site access is unlimited to people and wildlife. Early documents in the file suggest that PCB contaminated soil (<50 mg/kg) may have been buried in this landfill, or just south of the landfill in the early 1980s. A records review conducted by the Air Force, and numerous sampling events have not produced evidence to support this claim. PCBs ranged from nondetect to 4.9 mg/kg in 1992, and from non-detect to 1.2 mg/kg in 1999.

4/1/1989 Preliminary Assessment Approved "IRP Preliminary Assessment, Bear Creek Radio Relay Station, Alaska" report dated April, 1989 concludes that small quantities of hazardous materials were used at the facility. No evidence of contamination was visible at the time of the site visit, but buried drums and waste liquids may have been disposed of at the site. 3/26/2002 Proposed Plan Staff approved a Proposed Plan for four sites at top camp (LF01, SS02, SS03, and SS04). Public meeting is schedule for April 22, 2002 in Tanana. It has been determined that there is no complete migration to groundwater pathway at the top camp. Contamination levels sampled in the 1998 RI did not exceed the Method 2 inhalation and ingestion levels with the exception of 1.2 ppm PCB level in LF02. The Air Force is proposing to re-grade and re-seed the area to preserve the cap and conduct LTM at LF01. Patrice Buck

9/11/2002 Meeting or Teleconference Held Staff attended a Tribal Government to Government meeting in Tanana. Present at the meeting were Alaska Area Native Health Service (AANHS), Alaska Native Tribal Health Consortium (ANTHC), Agency for Toxic Substances and Disease Registry (ATSDR), the Air Force 611th, FAA, EPA, Corps of Engineers, and tribal members and their consultants. In June 2002, some of these agencies met with the Tanana Tribal Council (not including DEC) to discuss an Interagency Tribal Coordinated Environment Agreement. The document had been revised from the first meeting and the Tribe requested comments on this draft by 9/30/02. A teleconference is schedule for 10/18/02 to discuss revisions. A goal of signing the document by12/1/02 was set. The purpose of the agreement is for various agencies to work together in identifying sources, to develop environmental profiles and assessment reports, and identify multi-phase corrective actions. 4/28/2005 Meeting or Teleconference Held DEC attended a meeting with the Air Force and their contractors discussing a work plan for 2005 site characterization. This field work will be for the few remaining Installation Restoration Program (IRP) sites that require further action. The Air Force is also hoping to create Decision Documents for other IRP sites at the facility that were drafted previously, but never completed. These IRP sites are presumed to require no further remedial action. DEC agreed that the scope of work for 2005 was appropriate, and will review historical work to ensure that the Air Force’s assessment of which sites require further remedial action is correct. The main purpose of the visit was to inspect three new IRP sites where additional site characterization will occur this August, and to meet with the Tanana Tribal Council to present the plans for the site characterization. The Air Force is also planning to draft a Proposed Plan and, after considering public input will draft a ROD for the Solid Waste Disposal Site (LF01). Early documents in the file suggest that PCB contaminated soil (<50 mg/kg) may have been buried in this landfill, or just south of the landfill in the early 1980s. 5/12/2008 Meeting or Teleconference Held Met with the Air Force PM and Paug-Vik consultants in Tanana to attend a site visit at the Bear Creek RRS. In general the area is in good shape, the old unpermitted landfill, LFO1 was well capped and willow nearly 5 feet tall is covering the entire area. The cap is mounded and precipitation and spring runoff is directed around the periphery. Large berms of soil keep motorized traffic off of LF01, and block access to the permitted landfill. Water from melting snow was pooled over an area on or near (?) the permitted landfill. Kim DeRuyter
8/22/2008 Proposed Plan Received the Draft Proposed Plan for the LF001 site. The proposed remedial alternative is Institutional Controls with periodic reporting of site conditions. The Air Force is willing to document the site conditions - location and remaining contamination with the State Recorders Office, but they have not discussed maintenance of the ICs with the Tozitna Native Corportation, Tozitna is the current landowner. 3/17/2010 Proposed Plan A Feasibility Study and Proposed Plan were received from the Air Force. The Air Force intends to implement Institutional Controls which will document the location of the landfill and potential presence of hazardous waste at this site, and prohibit excavation or movement of soil from the landfill. Maintenance of the Institutional Controls will ultimately transfer to the landowner who will need to conduct periodic inspections and reporting of site conditions to the Department. Kim DeRuyter
5/25/2010 Meeting or Teleconference Held DEC attended a public meeting facilitated by the USAF in Tanana. Approximately 17 people from the community were present. The purpose of the meeting was to introduce the community to project proposals for each of the LF01 and SS004 sites. The preferred alternative presented was to maintain Institutional Controls and monitoring of the soil cap at the landfill. Community representatives suggested strong support for contaminated soils (with residual PCB's under 10mg/kg) to be removed from the landfill site and sent away while the rest of the non-hazardous waste be transferred to the city landfill. DEC commented on regulations regarding disposal of PCB contaminated soil. USAF said that following the public comment period, ending June 12, they will draft a ROD with consideration to community concerns. Meghan Dooley
5/25/2010 Site Visit DEC participated in a site visit with USAF representatives and their contractors. LF01 looked to be in good condition with high density of vegetation. Drainage ditches appear to be successful in diverting water and preventing erosion of the soil cap. Meghan Dooley
2/15/2011 Document, Report, or Work plan Review - other ADEC received the draft ROD for LF001 on January 11, 2011 and send comments on February 15, 2011. 6/20/2011 CERCLA RI Plan Approved DEC received the proposed remedial investigation / removal action on April 7, 2011 and sent comments on April 21 and June 12. Comments were responded to on May 31 and June 16. DEC determined the comment responses to be adequate and sent an approval letter for the work plan on June 21, 2011. 7/26/2011 CERCLA ROD Approved The Final Record of Decision for the LF001 Landfill No. 1 Site was approved and signed. The ROD calls for excavation of PCB contaminated soil at concentrations greater than 1 part per million (ppm). Institutional Controls (IC) will be established and maintained by the USAF and include the following: documentation of the site as an unpermitted landfill, delineation of the boundary for institutional controls, establishment and documentation of the ICs in the district recorders office, cap maintenance, excavation notification, and periodic inspections, monitoring and reporting of the ICs. 11/21/2013 Update or Other Action ADEC reviewed and commented on the Technical Memorandum: Implementation of Institutional Controls at the Former Bear Creek RRS (TVMG Trash Dump and LF001). Although analytical results from samples at both sites are below ADEC Method Two cleanup levels, both sites have the potential for buried wastes and therefore are subject to Institutional Controls. The boundaries of both sites were surveyed and three warning signs were posted at each site. ADEC asked for clarification on ICs established for the sites and that the Deed Notice be sent to ADEC for review prior to its submittal to the DNR Recorder's Office. Meredith Savage

The report evaluated the performance of the institutional controls at this site and determined they are still functioning properly and are protective of human health and the environment. 10/6/2021 Document, Report, or Work plan Review - other Review completed of Bear Creek RRS LF001 Second Five-Year Review and 2020 Remedial Institutional Control/Land Use Control Report. Document approved. This document reviewed the institutional controls in place at site LF001 to determine if they are still protective of human health and the environment. USAF plans to draft an environmental covenant for this land to ensure no excavation takes place in the location of the former landfill, where PCBs remain in soils below 1 mg/kg.
