Problems/Comments

Diesel and waste oil. Latitude and longitude is for the Airport. 2019 - Building 301 was the former vehicle storage building, which was attached to a septic system. 1991: 65 drums located on the former building slab were removed. A dry well was located in the middle of the slab. 1994: The dry well was investigated and had 3 feet of water in it. 1999: One soil boring advanced through the concrete patch in the former drain reported exceedances of lead, DRO, and RRO to depths of 5-7 feet below ground surface. Petroleum contamination remains in subsurface soils at concentrations above cleanup levels as of 2019. Referred to as Building 301 Dry Well. Work after May 15, 2019 will be tracked under Hazard ID 27088

3/19/1998 Update or Other Action CSRP issued a file review letter outlining ADEC requirements for all FAA sites at the Moses Point facility except the regulated tank sites. Dear Mr. Newman: Thank you for FAA's participation in the Elim public meeting held on January 28th of this year. At the meeting, Elim residents were able to make their concerns regarding contamination at area FAA sites known to FAA, Army Corps of Engineers, EPA and Department representatives. We look forward to working with FAA to develop an appropriate forum for providing information to the community of Elim regarding future remedial action decisions at FAA sites in Elim and Moses Point. The Department has completed its technical review of the file for Elim and Moses Point FAA sites with the exception of the regulated underground storage tank (UST) issues. Although review by UST staff is not complete, it appears that additional work will be required prior to closure of the UST sites. UST staff expect to complete their review by April 30, 1998. 7/22/1998 Update or Other Action RAB organizational meeting in Elim and site visit to Moses Point July 22nd and 23rd. The first RAB meeting is tentatively scheduled for September 9th, to coincide with field work to be done by DOWL Engineers for the Army Corps of Engineers during the first two weeks of September. FAA notified the Department that it expects to postpone site work until next summer so that community concerns will be fully addressed. The Department has no objection to FAA delaying work. Comment were based in part upon a peer review held October 1st regarding the minimum requirements for characterization of underground pipeline at Moses Point. 6/29/2000 Update or Other Action Review letter for all FAA sites--comments on "Moses Point RI/FS - Draft Remedial Investigation," which reports on work done in July 1999. An important issue governing the development of cleanup levels at the FAA Complex (which includes the tank farm) is the status of groundwater, which is discussed in section 2 of the report. Wells used at the complex in the past include three wells which were abandoned due to saltwater intrusion, and a fourth well which was decommissioned in 1994 due to fuel contamination. The FAA reportedly had a deionization treatment system to remove salt and other impurities from water used at the station. Four of the fifteen monitoring well samples collected at the FAA Complex did not exceed salinity limits. The letter states that the Department cannot independently make a determination that groundwater at the facility is non-potable without additional public and landowner input regarding groundwater use. 7/19/2000 Meeting or Teleconference Held Meeting and discussion held in Elim, at the time scheduled for the 7th RAB meeting; however, as there was not a quorum, the meeting is not considered a RAB meeting. During the meeting FAA announced that it is taking responsibility for buildings and towers on the property. 5/27/2015 Document, Report, or Work plan Review - other The Alaska Department of Environmental Conservation (DEC) has completed review of the Human Health and Ecological Risk Assessments, Moses Point FAA Station, Moses Point, Alaska. DEC does not expect this document to be finalized or approved. DEC believes that there is now a future and perhaps imminent risk of contaminants migrating from several contaminated source areas at Moses Point into adjacent surface water. DEC expects to see a renewed planning effort and public process, resulting in a workplan submitted to remediate the contaminated areas at risk of eroding into the surface water. Monte Garroutte

This report details the groundwater and soil sampling to further delineate chlorinated solvents in groundwater and soils in the Main Complex area of the former station. A geophysical investigation was also conducted to evaluate the presence of buried debris along the main road and near former Building 603. Soils were also collected to complete bench scale testing to evaluate potential in-situ remediation methods. Data gaps remain and additional investigation is needed to fully delineate chlorinated solvents in groundwater and soils at the former FAA Moses Point station. Kelly Walker
