Problems/Comments

Pump house and cistern located on spur road from main access road between Upper Camp and Lower Camp; two pumps within pump house were used to distribute water from the cistern; stained soils observed in past. Also see file 610.15.002 and archived file 610.23.001. EPA ID #AK5570028659. In 1994, the Preliminary Assessment included one surface soil sample and three surface water samples analyzed for VOCs, SVOCs, GRO, and DRO; the soil sample was also analyzed for metals and mercury. In 1999, the Remedial Investigation included three test pits, one surface soil sample, two seep water and sediment samples, and one water sample from the cistern; soil samples were analyzed for GRO, DRO, RRO, pesticides, PCBs, and SVOCs. Sediment samples were also tested for metals, and soil samples were also tested for metals and VOCs. The 2008 Supplimental Remedial Investigation determined that arsenic levels at the site were consistent with background levels. During the 2009 remedial action, five cubic yards of petroleum contaminated soil were removed from two excavations at the site. Confirmation samples collected from the excavations were below the migration to groundwater cleanup level for RRO. Samples were not analyzed for DRO. The highest DRO concentrations detected prior to excavation were 1,900 mg/kg DRO, this sample detected RRO to 19,000. Since post excavation sample results for RRO ranged from 29 mg/kg to 495 mg/kg, it is likely that the DRO would have met the cleanup level. This site is closed under CERCLA and state regulations. No further remedial action is required and no institutional controls are necessary.

1/19/2011 Update or Other Action The CERCLA ROD and Petroleum DD were submitted to the department. Staff provided comments on several versions of the documents. Initially, petroleum contamination at sites with CERCLA contaminants were covered in the ROD. The structure of the CERCLA ROD did not allow for adequate coverage of the petroleum at these sites. Since the petroleum and CERCLA contaminants were not co-located it was decided that the petroleum cleanups at the CERCLA contaminated sites could be covered in the Petroleum Decision Document. Staff provided comments on the draft and draft final versions of these restructured documents. The ROD and Decision Document are currently being prepared for signature. Kim DeRuyter
