Problems/Comments

Former disposal and drum storage area; undocumented storage and disposal; stained soils observed. Also see file 610.15.002 and archived file 610.23.001. EPA ID #AK5570028659. In 1994, the site was surveyed by a metal detector, field screening, and soil sampling. The metal detector indicated that drums were not buried at the site. Soil samples were analyzed for VOCs, SCOVs, DRO, GRO, psticides/PCBs, metals, and mercury. During the 1999 RI two test pits were advanced to investigate surface staining. Samples tested for GRO, DRO, RRO, metals, pesticides, PCBs, VOCs, and SCOVs, and one sample was additionally analyzed for TOC. Results indicated the staining was likely a result of a surface spill; petroleum concentrations were below the health based cleanup levels applied to the site, but samples detected low levels of PCB contamination. During the 2009 removal action, approximately 4 cubic yards of stained soil were excavated from the site. Confirmation samples from the excavations did not detect PCBs above the cleanup level of 1 mg/kg. This site is closed under CERCLA and state regulations. No further remedial action is required and no institutional controls are necessary.

2/26/2002 Update or Other Action Staff review and sent comments on 11 Decision Documents. It has been determined that there is no complete migration to groundwater pathway at the top camp. PCB contaminated soil and heavily stained RRO contaminated soil is to be excavated and shipped offsite for treatment. DRO contaminated soil will be remedied using landspreading technology on-site. 5/12/2009 Document, Report, or Work plan Review - other The final Engineering Evaluation and Cost analysis (EECA)was reviewed and approved. The EECA describes excavation and disposal of PCB contaminated soil with concentrations between 1 and 10 mg/kg at three sites SS003, OT01, and AOC15. 3/2/2010 Exposure Tracking Model Ranking A new updated ranking has been completed for source area 71796 AOC15. The ETM was updated based on the results of the 2009 Remedial Action report. Contaminated soil from AOC15 was segregated and either placed in the PCB cell, or treated onsite, and used as daily cover for the construction and debris landfill. Confirmation samples taken from the limits of the excavations did not detect contamination above the applicable cleanup level. 1/19/2011 Update or Other Action The CERCLA ROD and Petroleum DD were submitted to the department. Staff provided comments on several versions of the documents. Initially, petroleum contamination at sites with CERCLA contaminants were covered in the ROD. The structure of the CERCLA ROD did not allow for adequate coverage of the petroleum at these sites. Since the petroleum and CERCLA contaminants were not co-located it was decided that the petroleum cleanups at the CERCLA contaminated sites could be covered in the Petroleum Decision Document. Staff provided comments on the draft and draft final versions of these restructured documents. The ROD and Decision Document are currently being prepared for signature. Kim DeRuyter
