1999 RI Activities - Samples: 4 test pits excavated to maximum depth of 4.5 feet. 4 surface and subsurface soil samples collected. 1 monitoring well installed and sampled. 1 surface water sample collected. 3 sediment samples collected.
Analyses: Fixed lab: GRO, DRO, RRO, VOCs, SVOCs, pesticides, PCBs, metals, TOC, bulk density; CSL: DRO and RRO.
Significant RI Findings - Heavily stained soils were observed near the center of the site. At this location, concentrations of RRO (up to 25,000 mg/kg) exceeded ADEC cleanup standards to a depth of 2 feet within the stained area. The full vertical extent of contamination was not defined. Lead concentration in subsurface soil at TP01 (985 mg/kg) exceeded ADEC cleanup standard. Concentrations of arsenic (7.4 to 39.9 mg/kg) were above ADEC cleanup standard but are consistent with regional background soils data. |

The SRI further delineated the stained soil and lead contmaination previously described in the 1999 RI (2001 RI Report). Three samples surrounding the previous lead detection, contained 22 to 70 mg/kg lead. Five test pits detected RRO from 90 to 8,560 mg/kg, the highest concentration was detected at 3 feet below ground surface. |

A new updated ranking with ETM has been completed for source area 71799 LF02. The ETM was updated based on the results of the 2009 Remedial Action Report. The facility was demolished and contaminated soil was excavated and treated onsite, then used as daily cover in the permitted construction and debris monofill. Confirmation samples taken from the limits of the excavations did not detect contamination above the applicable cleanup level. All exposure pathways ranked as incomplete, exposure controled, or de-minimis exposure. |

The CERCLA ROD and Petroleum DD were submitted to the department. Staff provided comments on several versions of the documents. Initially, petroleum contamination at sites with CERCLA contaminants were covered in the ROD. The structure of the CERCLA ROD did not allow for adequate coverage of the petroleum at these sites. Since the petroleum and CERCLA contaminants were not co-located it was decided that the petroleum cleanups at the CERCLA contaminated sites could be covered in the Petroleum Decision Document. Staff provided comments on the draft and draft final versions of these restructured documents. The ROD and Decision Document are currently being prepared for signature. |

Institutional Control Record Established |
This site is closed under CERCLA and state regulations. No further remedial action is required but, because buried debris remains on-site and may contain hazardous substances, institutional controls will be applied. The institutional controls are to restrict excavation, disturbance or movement of buried solid waste and documenting the location and restrictions in land use records. |

The Granite Mountain Decision Document applies institutional controls to this site, restricting excavation or movement of solid waste. ICs are documented in the 611th CES Land Use Control Management Plan.
The Decision Document was approved by DEC on January 10, 2011.
LF002 is also included in the CERCLA Record of Decision for Granite Mountain. Under CERCLA, the selected remedy for LF002 was No Further Action. |

The Work Plan presents the approach and procedures for long-term management (LTM) at the Granite Mountain Radio Relay Station. The purpose of the LTM project is to conduct institutional control (IC) inspections, a landfill cover inspection at Site OT001, and sign maintenance, as needed, for the following sites to maintain compliance with U.S. Air Force (USAF) and regulatory requirements: DA020, DA021, DP009, DP010, LF002, OT001, SS016, SS017 and SS019. |

DEC provided comments for the 2023 Long-Term Management Report Granite Mountain Radio Relay Station Sites DA020, DA021, DP009, LF002, OT001, SS016, SS017, and SS019 (dated February 2024). Visual inspections were conducted at the Lower Camp Area sites (DA021 and DP010) on July 5, 2023 and at Upper Camp Area sites (DA020, DP009, LF002, OT001, SS016, SS017, and SS019) on September 16, 2023. Landfill caps and other surface coverings were found to be in good condition. Institutional Control (IC) signage was inspected and signs were repaired and/or replaced as needed with the exception of site DA021 which was recommended for repairs at the next LTM inspection in 2028. |
