Problems/Comments

Radio Relay Annex operated from 1955 - 1960 by United States Air Force. Over 600 drums, about 70% of which are full and herbicides, solvents and oil/fuel products soil contamination. Lead contamination found at drum and battery area. Remote location with no known population. COE completed removal and cleanup in 1993/1994. DERP/FUDS. (rpltr3.1) According to the FUDS Site Summary dated 2/21/96, four wooden radio towers, the remains of collapsed buildings, two drum disposal areas, and a battery disposal area exist on the site. Last staff assigned were Mawson, and Kalu.

6/19/1990 Update or Other Action (Old R:Base Action Code = SI - Site Investigation). Ecology and Environment contracted by Corps of Engineers to investigate contamination at site. Found lead, solvent, herbicide and fuel/oil product soil contamination as well as approximately 600 drums, 70% of which are full. Drums and soil sampled. Nearest surface water is approximately one mile away and consists of a stream which empties into the Chukchi Sea. Noted visibly stained areas and detected buried metallic debris with electromagnetic conductivity survey. A total of 41 drum samples and 22 soil samples collected. Most significantly contaminated area appear to be the North Barrel Dump which contained oil/fuel constituents, VOCs (2-butanone), chlorinated herbicides, including 2,4,-D, 2,4,5-T and Dinoseb and the Battery Area which contained 4200 ppm total lead. 4/29/1991 Update or Other Action (Old R:Base Action Code = RAPR - Remedial Action Plan Review (CS)). Submitted comments to Corps of Engineers requesting additional information on possible groundwater and surface water contamination. States that a no further action decision is not acceptable due to the presence of hazardous waste. Also addresses lack of any plans for soil remediation. Ed Armstrong

ADEC staff sent PRP-CS Database Notification letter to RP requesting update and more environmental information concerning contaminated site. 10/6/2000 Update or Other Action Received Krusenstern Close Out Report from the COE. It appears a complete removal (including an old landfill) occurred in 1993/1994. The report indicates the sample results were clean, but it does not present the results. Further information is required, but the site is likely close to closure. Ann Farris

9/24/2007 Update or Other Action Staff reviewed the complete file at the request of the USACE to determine what would be necessary to complete closeout of the project. The file contains some characterization data and a work plan for the removal. There is no record of the removal or any documentation supporting the removal action. A note was sent to the USACE that without documentation, DEC would require confirmation sampling and recon of the area to document the cleanup. Debra Caillouet

Seven areas of potential contamination were investigated and the report concludes that the sites are either below ADEC cleanup levels or the contamination is a de minimus amount.
