Problems/Comments

Chronic spills due to vehicle refueling resulted in diesel and gasoline contamination of groundwater and soil. Last staff assigned were Rose, Frechione, and Krogseng.

6/13/1994 Cleanup Plan Approved In a letter dated 6/13/1994, ADEC approved the in-situ SVE system proposed by BP in its June 2, 1994 cover letter, which enclosed the work plan titled "In-situ Remediation Plan Base Operations Center Refueling Area Prudhoe Bay Unit Western Operating Area" dated June 1994. The BP plan called for submitting annual progress reports to DEC. Scott Rose
8/1/1994 Update or Other Action (Old R:Base Action Code = SI - Site Investigation). A phase II site assessment workplan was submitted by ARCO to delineate the extent of contamination ot this pad. Investigation will identify if contamination is localized around each well house or if it is more extensive. Scott Rose

8/29/1995 Update or Other Action ADEC informed BP that the work plan approved by ADEC on June 13, 1994 specified that it would submit annual progress reports to ADEC and DNR at the end of each calendar year. 9/19/1995 Update or Other Action Meeting with BP to review 1st year of operation. System installation took longer than expected. All parties agreed to officially start the remedial process with the treatment year starting September, 1995. Scott Rose

10/12/1995 Update or Other Action ADEC provided comments to BP on 10/12/1994 regarding its "Interim Report BOC Fuel Station Remediation Project 1994-1995" dated September 4, 1995. ADEC requested pore water sampling for DO and petroleum hydrocarbons if the water level does not fall sufficiently, and additional sparging wells will also need to be installed if the existing configuration cannot oxygenate the pore water between wells. 6/10/1998 Site Closure Approved Based upon the reports titled "BOC Fuel Station Remediation Project, 1997 Soil Sampling and Analysis Results" dated March 14, 1998, information provided by Geosphere titled "BP BOC Vehicle Refueling Facility Remedial Action, 1997 Site Closeout Soil Sampling Results" dated March 3, 1998, previous submittals and personnal communications between ADEC staff and BP staff, ADEC issued a no further remedial action letter. Data submitted showed that all eight confirmation samples met the Table II North Slope Numeric Cleanup levels for a diesel spill. ADEC also noted that if in the future, additional contamination is found, that ADEC may request further cleanup work. ADEC also informed BP that it did not object to BP disconnecting and decommissioning the BOC remediation system. Bob Krogseng
