Interim Removal Action Approved |
(Old R:Base Action Code = SC - Site Control (Emergency Response)). Cormack and Mueller used 240 feet of Ergon sorbent boom along the west edge of pad to contain leaking and leaching. Conducted barrel count from the air and found total of 299 barrel. Most leakage appeared to be waste oil but some drums marked methanol and antifreeze. |

Notice of Violation |
NOV 87-3-6-9-200-1 issued to 12 leasees, or potentially responsible parties at lease tract 54 due to the discharge and failure to report and conduct cleanup of oil and other hazardous substances associated with leaking drums and various spills at the site. NOV requests that leasees identify portions of spill they are responsible for and provide plans for cleanup within 72 hours. |

Update or Other Action |
(Old R:Base Action Code = MS - Monitoring/Sampling). Cormack and Mueller took 11 samples from leaking drums and pooled product on the surface. Gas chromatography and infrared spectrophotometry analysis found 10 of 11 showed characteristics of petroleum hydrocarbon mixtures. |

Interim Removal Action Approved |
(Old R:Base Action Code = REM - Removal / Excavation). ARCO and Standard Alaska conducted cleanup of various debris at the site and had drums removed and organized for sampling. |

Update or Other Action |
(Old R:Base Action Code = MS - Monitoring/Sampling). Harding and Lawson Associates conducted gravel sampling for ARCO which consisted of collecting samples from the upper and lower 6 inch intervals of the pad and analyzed for hydrocarbon concentration and flash point. 6 discrete samples were collected for total organic halides (TOX), halogenated volatile organics, and EP toxicity. Sampling results not contained in report. |

Update or Other Action |
(Old R:Base Action Code = MS - Monitoring/Sampling). Enseco conducted drum sampling for ARCO including analysis for flash point, corrosivity, reactivity, total organic halogens, EP toxicity, and PCBs using composite samples. Plans for disposal based on three alternatives: recycle, injection, and hazardous waste handling, based on contents. |

Notice of Violation |
Issued for violation of 18 ACC 75.080 and 18 AAC 75. 140 for quonset hut area and generator shack area requesting submittal of oil spill report, assessment of the extent of the extent of damage, and submittal of a cleanup plan to address contamination at site. |

Update or Other Action |
Received "Remediation Oversight Report." Remediation activities were performed by a DNR contractor during July and September 1996 and included: Excavation of PCS soils from three target areas; Construction of a large landspreading area for bioremediation;
Placement of approximately 18,400 cubic yards of PCS material into the subgrade landspead area for bioremediation; Installation of treatment barriers along the edge of the pad at two locations; Installation of six MWs. S&W reports that excavation of gravel pad soils which initially exceeded CU levels, are now below Method One CU levels, with the exception of one sample (DRO 555 ppm - Bill's Tire Shop excavation) |

Update or Other Action |
DNR funded a 3 year study conducted by University of AK to provide basic data on Child's Pad landfarming and barrier remediation systems. DRO analysis was performed on composite samples collected from the landfarmed soils. The data showed a substantial reduction in soil DRO concentration during the study period, and appears that landfarmed soils are below Method One. |

Update or Other Action |
DNR notifies DEC that Child's Pad is available for propsed landfarming activities for Orphan sites. Contaminated gravel to be excavated from Frontier and Sea Air Motive will be placed in a landfarm to be constructed on this pad. |

Proposed Plan |
Approval letter for the Final Sampling and Analysis Plan (SAP) dated August 2005 for Child’s Pad located in Deadhorse, Alaska was sent to BP. The purpose of this sampling plan is to address data gaps from previous sampling efforts. Therefore, confirmation sampling proposed in this SAP will target soils in the former landspreading area. |

Recieved Final Site Sampling Report for Childs Pad, by BNCI and Oasis. This report details the sampling and analysis of soil contained in the on-site landspreading area. |

Institutional Control Record Established |
An institutional control will be recorded on the ADEC database to document that there are areas on the pad where hazardous substance contamination may remain above the most stringent ADEC cleanup levels;
Any proposal to transport soil off site requires ADEC approval in accordance with 18 AAC 75.325(i).
This site will be designated as “No Further Remedial Action Planned” in the Contaminated Sites database.
These ICs are also applicable to soil that was transported from Frontier Rock and Sand Pad and landfarmed at Childs Pad.

Conditional Closure Approved |
Based on the information provided to date, ADEC has determined that no further remedial action is required at Childs Pad, Lease Tract 54, Deadhorse Alaska. This decision evaluated the contaminant concentrations remaining on site and determined there is no unacceptable risk to human health or the environment. |
