Problems/Comments

Solid waste resulting from tundra cleanup operations 1971 to 1973 include empty powder boxes, gasoline cans, propane bottles, and approximately 8300 empty drums buried at the site. Drums were emptied and crushed before burial and subsequent releases have not been documented at the site. Burial pit is over 30 feet deep and drums and scrap metals layered between sand and gravel and capped with 10 feet of sand and gravel. Patented state land. EPA ID# AKD980495519--CERCLIS site. Former name: Prudhoe Bay Site - ARCO Alaska. ARCO fee simple land. 1994 site investigation revealed hydrocarbon contamination in 2 boreholes. No samples collected but strong odor noted in soil and groundwater.

Action Information

Action Date Action Description DEC Staff
12/1/1984 Preliminary Assessment Approved Tetra Tech conducted preliminary assessment for ADEC and reported the EPA site file contained information on the disposal of 10,000 to 80,000 drums, some containing drilling muds and gelled diesel from oil wells, during 1973 and 1974. Information received from ARCO and a 1987 ADEC RCRA report refutes Tetra Tech's conclusions. Former Staff
4/1/1987 Preliminary Assessment Approved Prepared a preliminary Review and Visual Site Inspection Report: RCRA Facility Assessment ARCO Prudhoe Bay Unit - Eastern Operating Area (AKD 91281221) which concludes that the site information compiled in an earlier report by Tetra Tech is incorrect. The site actually contains approximately 8300 empty drums and other inert debris. Although some residual fluids may remain in the drums no releases are known and there appears to be a low probability of any such releases to occur in the future. No corrective actions appear necessary at the site. Jeff Mach
10/19/1988 Update or Other Action (Old R:Base Action Code = NFA - No Further Action Required (CERCLA)). Exact date of NFA decision unknown and assumed. Former Staff
1/1/1990 Site Added to Database CERCLIS site. Former Staff
3/1/1995 Update or Other Action (Old R:Base Action Code = SA2R - Phase II SA Review (CS)). Site investigation performed to delineate the old landfill, document the closure status, and estimate the environmental risk. Two soil borings advanced on site intersected soils with "strong hydrocarbon" odor. Boring #7 also encountered water with a strong hydrocarbon smell. No soil or water samples were collected. Reopen site until the hydrocarbon contamination is sufficiently delineated. Scott Rose
10/11/2007 Exposure Tracking Model Ranking Initial ranking Bill O'Connell
1/28/2008 Update or Other Action Date of document prepared by Oasis entitled Site-Wide Project Work Plan, Part 2 Current Conditions includes an overview of this site. SW data last collected in 1994 (four samples) did not include BTEX, EPH, metals or chlorine above Alaska Water Quality Standards. Figure notes borings with free phase petroleum. Keather McLoone
8/13/2015 Site Visit One of many sites visited on this date by CS, SW, ERM, and Conoco. Current understanding of this site is that this site has both a CS and a SW component. The buried waste is the SW component and the tanks that leaked fuel would be the CS component. Keather McLoone
