Problems/Comments

Deadhorse Airport Block 70, Lot 6 is located approximately ½ mile north of the Deadhorse Airport runway and directly south of Lake Coleen. The industrial community of Deadhorse, Alaska is located approximately 7.5 miles south of Prudhoe Bay and lies on the Arctic Coastal Plain. Hydrocarbon spills of unknown quantity have contaminated the gravel pad. Dates of spills, extent of contamination and health impacts unknown. The contamination is suspected to have been caused by potentially responsible parties unknown and/or no longer in existence. Various environmental investigations have been conducted at the three lease lots beginning in 1990 through 1999. Deadhorse Airport Block 70, Lease Lots 5A, 5B, and 6 are listed as Orphan sites under the Charter for the Development of the Alaska North Slope (Charter). In 1999, BP Exploration (Alaska) Inc. (BPXA) entered into the Charter agreement with the State of Alaska, and agreed to assess/cleanup Orphan sites identified in Paragraph II.A.1. During the summer and fall of 2001, BNC International, Inc. (BNCI) and SLR Alaska performed preliminary investigations and subsequently conducted a Phase II Environmental Site Assessment for Lots 5A, 5B, and 6 on behalf of BPXA. The purpose of this investigation was to evaluate current environmental conditions at the Deadhorse Airport, Block 70 Lease pad (Lots 5A, 5B and 6), and delineate the nature and extent of contamination in soil, pad porewater, and/or surface water.

6/2/1999 Cleanup Plan Approved ADEC approved corrective work plan entitled "Work Plan Corrective Action ADOT&PF Airport Lease Block 70, Lot 6" by Shannon and Wilson, dated May 1999. The plan describes a corrective action which includes designing a multi-phase bioremediation program to treat approximately 10,000 cubic yards of POL contaminated soil at the lease site. The remedial system is estimated to take 5 years and includes baseline data collection, interim sampling/monitoring, and status reports. John Mazzitello

5/30/2002 Site Characterization Report Approved Received site characterization report which describes activiites site characterization acitivites conducted at Block 70, Lots 5A, 5B, and Deadhorse Hotel pad (Lot 6). The biocell which was constructed in 1999 on Lot 6, was disassembled and spread on Lot 6. The biocell was designed to remediate existing contaminated soil below grade and additional contaminated soil piled above grade. Samples were collected from the above grade section in June 2000 which indicated that the soil met cleanup levels. The biocell was dismantled in August 2001 and the soil was spread over the pad. Below grade soil was left in place. Soil samples indicated that the applicable cleanup levels were achieved with the exception of the following area: •Soil sample DH-12 in the southeastern portion of the former biopile at 711 mg/kg DRO. 8/24/2004 Update or Other Action Final CA Report submitted for source removal effort and landfarming at Sea Air Motive which was conducted under the NS Charter Agreement. A landfarm was constructed at the former Deadhorse Hotel Pad for treatment of petroleum contaminated soil which was transported from the Sea Air pad after source removal/excavation.. 12/15/2005 Conditional Closure Approved Based on the information provided to date, no further remedial action is required for Deadhorse Airport Block 70 pad which includes Lease Lot 6. This decision evaluated the contaminant concentrations remaining on site and determined there is no risk to human health or the environment. Linda Nuechterlein
12/15/2005 Institutional Control Record Established An institutional control is established on the ADEC database to record that there are areas on the pad where hazardous substance contamination may remain above the most stringent ADEC cleanup levels as reported in the "Phase II Environmental Site Assessment" dated March 7, 2002 for Deadhorse Airport Block 70, Lease Lots 5A, 5B, and 6. Any proposal to transport soil off site requires ADEC approval in accordance with 18 AAC 75.325(i). Site closure (without conditions) can be achieved when soil sampling confirms that all soil meets the most stringent Method Two migration to groundwater cleanup levels established in 18 AAC 75, Table B2.
