Spoke with Stephen Wilson of Crowley regarding the biopile at the NW Construction Pad. THe pile is still on the pad and Crowley is in the process of hiring a consultant to remove the hotspots for treatment. I notified him of our intention to visit the pad and he said that would be fine. He also said that he thought they had another characterization report, which he would forward to ADEC. |

Spoke with Stephen Wilson of Crowley. He said he was sending RFQs to several contractors to address the biopile at the NW Construction Pad. I told him that other pads have had a lot of success with landfarming which might be a better option than burning the soil because the maximum DRO concentrations remaining in the biopile were less than 3,000 mg/kg. |

Recieved Phase II work plan for Tract 59. Crowley will be subleasing a portion of TRact 59 to NSB Ice Services following the Phase II. 12 test pits will be excavated at the site based on a visual inspection of the property. 3 samples will be collected from each test pit and the 8 samples with the highest PID reading will be submitted for analysis of DRO, GRO, VOCs, and metals, with two samples aslo analyzed for PAHs. |

Received Phase II for Crowley Tract 59. The Phase II only covered the area subleased to Ice Services for rig storage, which comprises the majority of the southeast corner of the pad. 12 test pits were excavated with 8 samples collected from test pits with the highest PID field screening results. DRO was detected up to 2,350 mg/kg in a sample collected from the pad/tundra interface in test pit 7. Benzene was not detected. |

The Alaska Department of Environmental Conservation, Contaminated Sites Program (ADEC) has completed review of the environmental records associated with Crowley Marine Services, Inc. Tracts 59 & 60. This site had been contaminated by the release of a hazardous substance; however, based on the information provided to date, ADEC has determined that no further remedial action is required, and that Crowley Marine Services, Inc. Tracts 59 & 60 can be closed subject to the conditions outlined in this document. The hazardous substance contamination has been adequately addressed and does not pose an unacceptable risk to human health or the environment. |

The information provided to date indicates that the majority of contamination has been removed from the site. DRO contaminated soil, which remains on site, has been land farmed to encourage volatilization and natural attenuation of contaminates. ADEC has determined there is no unacceptable risk to human health or the environment, and this site will be conditionally closed. This decision is subject to the following conditions: 1. A Notice of Environmental Contamination will be recorded on the ADEC database to document that there may be residual contamination remaining on site above the most stringent ADEC cleanup levels;
2. Any proposal to transport soil or groundwater off site requires ADEC approval in accordance with 18 AAC 75.370 (b) This determination is in accordance with 18 AAC 75.38(d) and does not preclude ADEC from requiring additional assessment and/or cleanup action if future information indicates that this site may pose an unacceptable risk to human health or the environment.
Site closure (without conditions) can be achieved when soil sampling confirms that all soil meets the most stringent ADEC cleanup levels.
