This site is being considered for the Orphan site program so Phase II Environmental Site Assessment Report for Frontier Rock and Sand Pad prepared by Travis/Peterson Environmental Consulting, Inc. (TPECI) for Nabors Alaska Drilling, Inc. (Nabors).was reviewed by DEC. This report summarizes findings from a Phase II Environmental Site Assessment conducted by TPECI to better characterize remaining contamination on this gravel pad located on Lease Tracts 14, 15, and 16 in Deadhorse, Alaska. Previous investigations were conducted in 1992 and 1993 by ENSR and Terrasat respectively. DEC has comments, and/or concerns, and requests that Nabors submit information requested in this letter to clarify information presented in this report. |

A meeting was held on December 1st to discuss remediation of the Frontier Pad located in Deadhorse. Meeting attendees included DEC representatives Jim Frechione and Linda Nuechterlein, Wyn Menefee (DNR), as well as Nabors Alaska (Nabors) representatives, Ben Kent, Mark Lindsey and Randy Bovy. Gary Schultz from DNR (Fairbanks) participated via teleconference.
The focus of the meeting was to discuss how excavation of contaminated gravel and subsequent landfarming on the Frontier pad will impact Nabors drilling operations since they are currently occupying the pad. Various scenarios were discussed. |

Met with representatives from British Petroleum (BP), Oasis Environmental, and BNC International, Inc. (BNCI) to discuss BP's sampling proposal for the Frontier Rock and Sand Pad. Oasis provided a draft copy of the "Additional Site Assessment Work Plan" for DEC review. The drilling and pad assessment is expected to begin on February 21st and last about five days, weather permitting. This assessment will be funded under the North Slope (NS) Charter Agreement. |

Sampling & assessment activities proposed in the February 2005 "Draft Additional Site Assessment Work Plan" for the Frontier Rock and Sand Pad were approved with the following comments: (1) Since excavation of tundra will not be required during source removal, tundra samples to be collected .5 ft. below the pad into the native tundra as described on page 9 may be eliminated; (2) PAH samples may be reduced from ten to five, with one from the sewage lagoon; 3) IDW may be spread on-site away from any surface water bodies if there is no evidence of saturated contaminated soil; 4) The Department requests that additional samples be collected to adequately determine the age of fuel spilled in the two areas with the most elevated DRO concentrations generally around borings G4 and E3 which were identified in the 2003 Travis/ Peterson assessment; (5) To further assist in evaluating cleanup options, it is suggested that a volume estimate for gravel exceeding 5000 mg/kg DRO be developed, in addition to proposed volume estimates for 2000 mg/kg and 12,500 mg/kg DRO. (See 2.0 Project Scope and Objectives, p. 4). |

Site visit conducted to observe drilling activities. A GeoProbe sampler was being used to collect soil samples from boreholes to further delineate residual petroleum contamination in preparation for remediation of the gravel pad to take place in May 2005. The GeoProbe drilling rig is a hydraulic percussion rig capable of driving a 1.5 inch diameter steel core barrel containing a plastic sample liner. The core barrel is then removed from the ground and the sample is removed from the disposable liner. Talked to BP & Oasis about composite sampling technique proposed in CAP on p. 4. Oasis agreed that no composite samples for volatiles, only DRO. |

Update received from BNCI on source removal from summer 2005: Based on truck counts and an invoice from Peak Oilfield Service Co., 5,150 cubic yards were excavated at the site. These were loose cubic yards. Some impacted soil was left behind and soil contamination remains on the west side of the excavation due to the presence of a large building. No estimate of the extent of contamination there because it apparently extends beneath the large skid-mounted building. |

Any proposal to transport soil off site requires ADEC approval in accordance with 18 AAC 75.325(i).
This decision will be noted as “Conditional Closure” in the Contaminated Sites database and the site will be removed from the North Slope Charter Orphan Site list.
