Problems/Comments

Gravel pad used to support the petroleum industry. 14,000 leaky drums, which may have contained petroleum fuels, oils, chemicals, or hazardous substances, were stored on the southern half of the Tract 57 Pad in the early 1980’s. Historic diesel spills and leaks also occurred from mid 1980’s to the late 1990’s, during which time this site was used as a fueling station (as of 2015 this is a Tesoro fueling station).

5/15/2000 Update or Other Action During the Spring 2000 Site Ranking Contract with S&W, the file for this site was never found. Contact from ADEC staffs to ADNR staff Gary Schultz for related information resulted in this update. The responsible party was convicted of criminal charges. This occurred somewhere around 1986. There was an industry supported cleanup. Mark Helmricks bought Newco in the early 1990s and has been a good operator. These days the pad is spotless during all of my summer inspections." 9/23/2005 Update or Other Action DNR is in the process of reassigning the lease. Prior to approving an assignment of lease it must be demonstrated that the lease is free of contamination. The first step in the process is for DNR to complete a Phase 1 Environmental Audit and DNR just completed this audit. It shows that site has been used for the storage and/or disposal of various hazardous substances, and that a Phase 2 Environmental Audit must now be completed. 11/25/2005 Update or Other Action Phase II Site Assessment completed Sept. 2005. DEC received report on Nov. 4th and reviewed. On this date, comments were emailed to to Gary Schultz at DNR. Gary is following up on several questions I had concerning benzene level in one sample, and elevated arsenic levels in two metals samples. Linda Nuechterlein

4/10/2008 Conditional Closure Approved The Alaska Department of Environmental Conservation, Contaminated Sites Program (ADEC) has completed review of the environmental records associated with the Colville, Inc. site which is also known as (AKA) Newco. This site had been contaminated by the release of a hazardous substance. Based on the information provided in this report and available environmental records, ADEC has determined that the soil contamination remaining on site exceeds the most stringent ADEC soil cleanup levels, but does not pose an unacceptable risk to human health or the environment. No further remedial action is required, and the site can be closed subject to conditions listed in the ROD. Grant Lidren
4/10/2008 Institutional Control Record Established This Notice of Residual Contamination is recorded on the ADEC database to document that there may be contamination remaining on site above the most stringent ADEC cleanup levels. The ADEC has determined that no further remedial action will be required at this site subject to the following conditions: 1. Any proposal to transport soil or groundwater off site requires ADEC approval in accordance with 18 AAC 75.370 (b) and 2. Visual Monitoring of surface water adjacent to the pad for sheen is required on an annual basis. Any observations of sheen should be reported to the ADEC project manager. Grant Lidren

10/5/2020 Institutional Control Update There has been some additional development on this property where a new tank farm and loading rack were installed and the pad was extended onto the tundra. The surface water ponds were relocated. The IC requirement of surface water monitoring will need to be done on the new pond instead. In the next IC compliance review these details will be reviewed with the responsible party. There is an active site record on this property too where more development details can be found.
