Problems/Comments

Fuel handling spills and leakage from above ground tanks and piping has contaminated soil on the property from operations dating as far back as 1898 the US Army. The storm water floor drain at the office is plumbed under the parking area and daylights below Beach Road through a culvert. Historical oil spill contamination was carried to tidewater and again in 2006. Sheen was observed in drainage water and sediments. Responsible party (RP) presented remediation plan, reviewed and approved by ADEC. Monitoring wells already in place should continue to be sampled. In 1999, ADEC determined that chloride and petroleum rendered groundwater underlying the property unsuitable for drinking water, now and in the future. Alternative groundwater and soil screening levels apply to the property: {gasoline range organics (GRO) 1,400 milligrams per kilogram (mg/kg); diesel range organics (DRO) 2,325 mg/kg; Benzene 0.17 mg/kg; Toluene 48 mg/kg; Ethylbenzene 49 mg/kg; Total Xylenes 81 mg/kg}. Water Quality Standards must be met in the storm water drainage below Beach Road. August 1990 this office was contacted by consultant who was doing site assessment for potential property transfer. 2/20/2002 Long Term Monitoring Established The department now considers this site to be in a long-term monitoring status. The two (2) issues which must be resolved prior to closure are the management of the bioremediation cell and the continuation of quarterly groundwater monitoring until the cleanup levels are met. 2/20/2002 Final Cleanup Report Reviewed The cleanup activities performed in October 2001 were conducted at the request of the department following review of the Final Report dated March 2001. The items addressed were a relatively small pocket of contaminated soil remaining on site and the collection of soil samples under the culvert. Forty cubic yards of contaminated material was excavated near Excavation #4 in front of the office building. The final confirmation samples of the October 2001 excavation demonstrate that the department-approved alternative cleanup levels were met. Soil samples collected under the culvert from the roadbed also met the approved cleanup levels. Bruce Wanstall

2/2/2007 Update or Other Action Chilkat Cruises heating oil tank spill: glass fuel filter on the supply line at the above ground tank (AST) was frozen and cracked. The fuel handler pumped 278 gallons of heating oil into the AST which immediately flowed down the sidewalk to the beach across the road. In response, the fuel handler bermed the area, scooped up oily snow and placed it in a containment cell that is bermed with snow; area under the lined snow cell is not paved. Three feet of snow is presently covering the spill zone (2/2/07) plowing of snow from the area has been suspended pending a cleanup plan. As yet, Chilkat Cruise staff do not have a cleanup plan. 7/30/2007 Update or Other Action Request was made to Klukwan Inc and current operator Chilkat Cruises that in light of the heating oil spill this winter at the site, the one remaining monitoring well on the property be sampled for laboratory analysis in 2007. ETM ranking is completed; controlling pathway is to surface soil for contaminated material that was shipped to an off-site location where it is currently undergoing active bioremedial treatment. 8/20/2007 Site Visit Poor weather conditions interrupted the flight schedule to Haines. ADEC was only able to briefly inspect the site (August 2007) to determine current status. The cleanup of oily snow on frozen ground appears to have been effective in controlling infiltration beyond the surface. Orange iron staining extends throughout the storm drain system from the building beneath the road and beyond. Bruce Wanstall
10/8/2007 Update or Other Action Bigfoot Auto faxed ADEC a letter explaining the snow/oil spill mixture separation and disposal process for the waste from the oil spill cleanup at the Chilkat Cruise office building. Bruce Wanstall
10/1/2008 Update or Other Action ADEC discussed the status of the Haines Tank Farm contaminated site with the acting general manager for Klukwan Inc. 10/3/2008 Proposed Plan ADEC coordinated development and approved a proposed soil and water sampling plan for the Beach Road property and the Jones Point properties owned by Klukwan Inc. Water samples from both properties must meet surface water quality petroleum standard for total aromatic and total aqueous hydrocarbons. 1/15/2009 Long Term Monitoring Complete In light of the heating oil spill at the office building in 2006, the ADEC requested a ground water sampling event be completed by Klukwan at the lower beach road property monitoring well. The sampling was completed in duplicate in 2008 and the analytical results found each analyte of concern (DRO, RRO, BTEX and PAHs) were not detected in the water samples. Bruce Wanstall

1/21/2009 Record of Decision The CS Program Record of Decision determination for the Haines Tank Farm contaminated site is that an informational mechanism will serve to protect the remaining exposure risk site controls. Institutional Controls on groundwater access and transport of soil or groundwater from the property will be established when the signed acknowledgment page is received from Klukwan Corporation. Reporting requirements for change in land use are included in the agreement. When the signed agreement is received the site record status will be changed to Cleanup Complete-ICs Bruce Wanstall
1/22/2009 Final Cleanup Report Reviewed CS Program reviewed the Final Cleanup Report for this site to enter into the record those areas where residual petroleum fraction (GRO and DRO) contamination was below the site-specific alternative soil cleanup levels and determined acceptable. Documents attached to this record include maps of Excavations 1, 2, 3, 4, 5, 6, and 7 that took place during cleanup actions prior the completion date in 2002. Residual soil contamination above Method Two Table B2 migration to groundwater and below human health inhalation/ingestion cleanup levels may be present in each of the excavations except Excavation 6 near the beach. 4/1/2014 Institutional Control Compliance Review DEC letter was sent by regular mail to Klukwan Inc, the owner/operator of the former Haines Tank Farm on Beach Road in Haines providing notification of past due reporting in accordance with the Institutional Control agreement signed in 2009. The letter provides notice of cost recovery and reopening of the site, if necessary, by the DEC. The reporting requirement is for current land ownership and land use. The purpose of the report to DEC is to assure that the remaining contamination is not presenting a risk of exposure that could affect human health and safety or the environment based upon the assumptions made in the decision to offer the institutional control agreement to Klukwan. 7/10/2014 Institutional Control Compliance Review DEC sent an IC Agreement letter by electronic and regular mail to the new property owner of record Alaska Investment Property LLC. The letter summarizes information in the 2009 Cleanup Complete Determination with Institutional Controls letter and provides an chronology of events since the decision was issued but changes none of the IC conditions in the original agreement. 7/24/2014 Institutional Control Update James M Studley representing Alaska Investment Property has signed and returned a copy of the Cleanup Complete-ICs Agreement page from the Determination letter dated July 9, 2014. 3/31/2023 Institutional Control Update DEC was contacted by a representative of the property owner to let us know that the warehouse building on site is scheduled to be demolished in April 2023 after severe damage from a wind storm last year. 8/4/2023 Institutional Control Update The warehouse/office building on this property has been demolished and moved offsite. Thirty cubic yards of soil was completely encased in the concrete foundation. I provided approval for this soil to be used with no restrictions since it was protected from any possibility of contamination. Evonne Reese
