Problems/Comments

Leakage in tank farm has contaminated soil. RP is taking corrective action with concurrence from ADEC. Excavated soil is stockpiled. Some potential for off-site migration of contaminants. Former Unocal facility. Tank farm was purchased by TOSCO, who in turn sold it to Tesoro in 1997. TOSCO retained responsibility for the environmental cleanup. Tank farm ugrades assumed completed as of 9/24/99 but need to confirm this with Hopson. Petro Marine operating facility for Tesoro.

3/2/1999 Meeting or Teleconference Held Teleconference - Sub drain liner sampling being conducted monthly. Down to < 1 ppb PAHs. Basically drinking water clean. Will continue monthly but may request quarterly monitoring soon. Tesoro planning to start back on liner installation in April. Stockpiled soil - high fine content. Tesoro does not want it back in tank farm. Looking into mixing with gravel material to add consistency. Sitting on top of impermeable liner may not allow it to ever dry out. TOSCO may eventually haul the rest of the stockpiled soil to Rabanco. 300 cubic yards approximately taken there last October. Dames and Moore supposed to be giving Marty Cramer a report on confirmation monitoring and sampling. Bill Janes
9/24/1999 Meeting or Teleconference Held Progress teleconference - About 500 cubic yards of soil meeting cleanup criteria was placed on top of new liner. Other 500 yards may be sent south because there is no more room for onsite disposal. Sampling beneath stockpiles shows levels slightly above cleanup level. Report expected from Noll Environmental soon. Marty Cramer still has to make some corrections to the Dames and Moore report before sending it to us. Facility upgrade is complete.
