Problems/Comments

Tank farm with numerous spills and documented groundwater and soil contamination by gasoline and diesel. One site is a regulated 6000 gallon underground storage tank-check the UST database. Impact to human health unknown. Formerly known as the Texaco Terminal. Texaco changed its name to Equilon in 1998/1999. Equilon transferred ownership to Tesoro in 1999. Tesoro owns another terminal across Anchorage Port Road and Tidewater Road that is adjacent to the Cook Inlet shoreline, in the database as Port of Anchorage Tesoro #1. Last staff assigned was See.

11/12/2002 Update or Other Action ADEC issued the following: The ADEC, Contaminated Sites Remediation Program, has reviewed the analytical results of the spent sandblast sand samples representative of 105 tons of material. The material was generated during sandblasting activities at the Tesoro Petroleum’s Anchorage Terminal II. Analytical data provided indicates that the material is not impacted above cleanup levels established in 18 AAC 75. ADEC has no objection to the proposed transportation of sandblast material to a thermal treatment facility conditional on the following: it is containerized and/covered during transport; and the treatment facility is authorized to treat the contaminated material in accordance with applicable laws and regulations. Pursuant to your e-mail -- the material will be transported by Pena Trucking via the road system to Alaska Soil Recycling (ASR) for remediation by thermal desorbtion. ADEC recognizes this facility as an approved treatment facility and approves of the proposed treatment in accordance with the terms of their operating permit. David Pikul

In summer 2006 Tesoro installed a line of air sparge wells along the northwestern property boundary to address offsite transport of contaminants. AS system has not been activated as of this date, however activation is anticipated for summer 2007. Recieved 2006 groundwater monitoring report and conducted QA/QC data review. 12 MWs sampled in May 2006 and 7 MWs sampled in October 2006. LNAPL present in MW-15 in 2005 at thicknesses ranging from 0.21 feet in October 06 to 2.19 feet in May 06. Benzene found at a high of 21.5 mg/l in MW-10 in May 06, GRO at a high of 341 mg/l, same well same event, and DRO at a high of 27.9 mg/l in MW-08 in May 06. 2/13/2008 Site Characterization Report Approved Received 2007 groundwater monitoring report. The air sparge system began operating on June 14, 2007 and operated continuously except for one month in the fall. LNAPL was again present in MW-15 at a thickness of 0.02 feet during both the June and October monitoring events. Benzene was found at a maximum concentration of 30.3 mg/l in MW-10 in June dropping to 22.4 mg/l in Oct and DRO was detected at a maximum concentration of 29.2 mg/l in MW-08 in June. Generally, contaminant concentrations have decreased from historic highs and the report suggests the air sparge system is effectively treating the plume at the edge of the property as evidenced by the analytical results from MW-20 and MW-21, in which benzene concentrations were reduced by an order of magnitude from June to Oct. 5/27/2009 Document, Report, or Work plan Review - other Reviewed 2008 Groundwater Monitoring Report for Tesoro #2. Groundwater samples were collected from the same set of wells in June and October 2008, except MW-11, MW-07, and MW-15 were not sampled during the October event. The air sparge system was run on a discontinuous basis in 2008 and was shut down periodically for maintenance and and for several weeks during pipeline maintenance operations. During 2008, benzene was detected up to 33.9 mg/l in MW-10, DRO was detected up to 24.1 mg/l in MW-08, and GRO was detected up to 204 mg/l also in MW-10. 0.01 feet of product was found in well MW-15. Benzene concentrations do not appear to have been impacted by operation of the the air sparge system, possibly due to it's inconsistent operation prior to the October monitoring event. Bill O'Connell
3/4/2010 Document, Report, or Work plan Review - other Reviewed 2009 Groundwater Monitoring Report for Tesoro #2. Groundwater samples were collected on two occasions in May and October, 2009. Contaminant concentrations in groundwater indicate a relatively stable contaminant plume. Of the 22 wells sampled, DRO, GRO, or benzene was detected above the cleanup level in 15 wells, with DRO detected up to 38.7 mg/l in MW-08, GRo up to 245 mg/kg in MW-10 and benzene up to 32.5 mg/l. Free product was found again in well MW-15 up to 0.55 feet in thickness. The air sparge system operated on a near continuous basis for all of 2009. 3/1/2011 Site Characterization Report Approved Reviewed 2010 Off-Site Investigation Report. Five boreholes were advanced immediately north of the property boundary. Two boreholes encountered stiff clay at 10 feet bgs, below the interval at which groundwater was expected to be encountered, and were therefore not completed as monitoring wells. Monitoring wells MW-24, -25, and -26 were completed just north of the site with MW-24 apparently upgradient and MW-26 apparently downgradient of the impacted area. A sample from MW-25 contained benzene at 0.0175 mg/l, no other analytes exceeded Table C groundwater cleanup levels. Soil samples collected from borehole 10B-01 contained benzene up to 98.9 mg/kg and GRO up to 8,630 mg/kg. Each of the soil samples from 2.5, 5, and 7.5 feet bgs in this borehole contained DRO, GRO, and BTEX above Method Two cleanup levels. Water samples were collected from 5 storm drain manholes to the north and west of the site. Storm drain sampling indicates contaminated groundwater is infiltrating the storm drain causing exceedances of Alaska Water Quality Standards for BTEX. The stormwater outfall was not sampled. 3/1/2011 Document, Report, or Work plan Review - other Reviewed 2010 Groundwater Monitoring report. Sampling event were conducted in May 2010 and again in September 2010. 22 wells were sampled in May and again in September, with three additional new wells also sampled in September. The results of the 2010 monitoring effort found DRO up to 20.1 mg/l in monitoring well TFW-02, benzene up to 29.0 mg/l in MW-10 and GRO up to 235 mg/l in the same well. Free product was encountered in MW-15 during both events with a maximum thickness of 0.89 feet recorded during the May monitoring event. Contaminant concentrations indicate the plume is stable and not expanding, however the air sparge system has failed to significantly reduce benzene concentrations in the area where the system is operating. The AS wells were redeveloped in 2010 in an attempt to increase the efficacy of the system. Bill O'Connell

Samples will be collected from an upgradient manhole, the manhole adjacent the plume (SD-3) one of several downgradient manholes and the outfall to Cook Inlet. Samples will be collected in spring and fall 2011 and will be analyzed for DRO, GRO, BTEX, and PAHs. Some analyses will only be run on some samples during one or the other sampling events. 3/21/2012 Document, Report, or Work plan Review - other Reviewed July 27, 2011 Storm Drain Sampling Results Report, received March 7, 2012. The storm drain runs along the northern border of the Tesoro Lease property before crossing Tidewater Road and discharging into Cook Inlet. Water samples were collected from 4 Manholes and the outfall of the storm drain into Cook Inlet. The upgradient sample contained benzene at 0.54 ug/l, no other contaminants were detected. The sample from SD-3 immediately north and downstream from the groundwater plume contained benzene at 83.2 ug/l, GRO at 1.46 mg/l and DRO at 1.59 mg/l indicating the groundwater plume at the facility is infiltrating the storm drain and contaminating the storm water. The outfall sample contained TAH (BTEX) at 99.02 ug/l, above the AWQS of 10 ug/l and TAqH (BTEX + PAHs) at 111.43 ug/l, above the AWQS of 15 ug/l. Bill O'Connell
9/13/2012 Document, Report, or Work plan Review - other Reviewed Corrective Action Work Plan for Air Sparge System Modifications. The objective of the corrective action is to stem the migration of contaminants offsite into the Port of Anchorage storm drain system. The work plan proposes the redevelopment (or replacement) of three underperforming sparge wells and the replacement of one damaged well. Three new groundwater monitoring wells will also be installed to monitor the systems effectiveness and further characterize the plume upgradient. CSP responded with a letter stating the proposed modifications were likely not sufficient to stem the migration of contaminants into the storm drain and asked for a more significant effort to be conducted by the end of 2012. CSP staff is coordinating with the APDES program, who are in the process of drafting a new permit for the affected outfall, and also with the Port of Anchorage, who owns and operates the storm drain system. 1/2/2013 Document, Report, or Work plan Review - other Reviewed Tesoro Anchorage Terminal 2 Storm Drain sampling report. In addition to sampling storm drains, the air sparge system was divided into four banks instead of the previous two, and four sparge wells were replaced. Sampling was conducted after a more accurate layout of the storm drain system was evaluated in cooperation with the Port of Anchorage. Samples were collected during low tide as the outfall is often submerged during high tides. Samples were collected from 11 storm drains and from the outfall into Knik Arm. Sample results confirmed that the greatest influx of contaminants into the storm drain occurs between manholes SD-1 and SD-3, along the northern boundary of the Tesoro’s leasehold. This is consistent with previous data indicating that contaminated groundwater is infiltrating the storm drain causing an exceedance of Alaska Water Quality Standards for TAH and TAqH at the outfall. The sample collected from the outfall during this effort contained TAH at 68.9 ug/l and TAqH at 78.4 ug/l. Bill O'Connell
5/20/2013 Document, Report, or Work plan Review - other Reviewed 2011 Groundwater Monitoring Report for Tesoro 2. Monitoring events were conducted in May and October 2011. 23 monitoring wells were sampled in May, benzene was detected up to 18.1 mg/l, DRO was detected up to 20.6 mg/l, and GRO was detected up to 253 mg/l. Both of these detections were in well MW-10, which has typically contained the highest concentrations of contaminants. Contaminant concentrations above cleanup levels were noted in 12 of the 23 wells sampled. MW-10 also had the highest contaminant concentrations during the October event, with benzene up to 27.9 mg/l, DRO up to 14.2 mg/l and GRO up to 225 mg/l. 24 wells were sampled during the October event with 14 of the wells exhibiting contaminant concentrations above cleanup levels. The storm drain system was sampled in July and October 2012. The sampling indicates contaminated groundwater is infiltrating the storm drain system along the northern boundary of the site resulting in exceedances of TAH and TAqH at the storm drain outfall. The air sparge system operated normally throughout 2011. The report indicates that benzene concentrations in groundwater dropped significantly after the system was installed in 2007, but have fluctuated since then, typically related to groundwater elevation. It is anticipated that Tesoro and the Port of Anchorage will begin addressing the issue with the storm drain in 2012, however the project may take 1-2 years to complete. Bill O'Connell
5/22/2013 Document, Report, or Work plan Review - other Reviewed 2012 Monitoring and Remediation Report for Tesoro Terminal 2. Groundwater samples were collected on two occasions in 2012 in May and again in September. Storm drain sampling was also conducted on various occasions to evaluate the contribution of contaminants to storm water from impacted groundwater. See actions dated 3/21/12 and 1/2/13 for details. Generally it was determined that contaminated groundwater from this site is the primary source of hydrocarbons found in the storm drain system. During the May sampling event, benzene was detected up to 20.4 mg/l and GRO was detected up to 231 mg/l in well MW-10. The highest DRO concentrations as recorded in well TFW-02 with DRO at 23.8 mg/l. Toluene, ethylbenzene and xylenes were also detected above cleanup level in several wells. During the September sampling event, well MW-10 again contained the highest concentrations of benzene and GRO with benzene at 17.9 mg/l and GRO at 175 mg/l. DRO was detected up to 7.1 mg/k in well TFW-05. 0.01 feet of product was noted in well MW-15 during both sampling events. Samples collected in September had markedly lower contaminant concentrations, likely due to heavy rain that resulted in higher groundwater elevations. Modifications to the air-sparge system were completed in 2012. The system was divided from 2 banks of wells into 4 banks of wells in order to provide adequate pressure to poorly performing wells and four wells that had been damaged or destroyed were replaced with new wells. The report indicates that that hydrocarbon plume is generally stable and the air sparge system appears to be effective at reducing contaminant concentrations in groundwater. Bill O'Connell
6/26/2014 Document, Report, or Work plan Review - other Reviewed 2013 Monitoring and Remediation Report for Tesoro Anchorage Terminal #2. Groundwater samples were collected from 24 wells on two occasions in 2014, May and September. LNAPL was detected in one well MW-15 at 0.02 feet thick during the September event. Contaminants were detected above cleanup levels in 12 of the wells, with benzene detected up to 23.3 mg/l and GRO up to 198 mg/l in MW-10 and DRO up to 16.4 mg/l in MW-23. Water samples were collected from 5 manholes along the storm drain system that outfalls into Cook Inlet. Samples consistently exceeded Alaska Water Quality Standards due to the BTEX concentrations, however there is some indication that contaminants are entering the storm drain upgradient from the facility. Tesoro and the Port of Anchorage are coordinating repairs to the storm drain system intended to eliminate the infiltration of contaminated groundwater into the storm drain. The repairs are expected to be completed in 2014. The air sparge system along the northwestern boundary of the property operated as planned in 2013. Contaminant concentrations in groundwater are consistent with previous results, however the repair of the storm drain may affect the groundwater flow pattern requiring further evaluation in the future. 5/28/2015 Document, Report, or Work plan Review - other Reviewed Work Plan for Removal of Contaminated Sediment, Soil, and Groundwater for the POA Storm System 3 enhancement project. Contaminated sediment in the storm drain piping will be removed by water jet and vac truck and hauled directly to ASR for thermal treatment. Excess water will be decanted, containerized and treated at NRC Alaska. The storm drain outlet will be plugged to keep contaminated sediment and water from being flushed into Cook Inlet. Contaminated soil excavated during the project will also be hauled directly to ASR for thermal treatment based on field screening results and other observations. Soil that is potentially clean will be stockpiled for use as backfill, soil that is potentially contaminated and soil that is potentially contaminated with RCRA levels of benzene will be stockpiled and sampled to determine disposal or treatment options. If excavation dewatering is required, the water will be containerized, filtered through a GAC filter, and then discharged to the sanitary sewer under a permit from AWWU. Bill O'Connell
7/2/2015 Document, Report, or Work plan Review - other Reviewed 2014 Monitoring and Remediation Report for Tesoro #2 at the Port of Anchorage. Groundwater samples were collected from 23 monitoring wells in June and/or October, 2014. MW-15 contained 0.01 feet of product in June and 0.21 feet of product in October so no sample was collected from this well. Contaminants above cleanup levels were detected in 13 of the wells, with DRO detected up to 14.6 mg/l in MW-08, GRO up to 268 mg/l in MW-10 and benzene up to 20.7 mg/l in the same well. Contaminant concentrations were generally stable compared to recent sampling events. The air sparging remediation system operated as planned in 2014 and seven damaged sparge wells were repaired. Water samples were also collected from 4 locations along the storm system 3 including the outfall. TAH concentrations exceeded water quality standards in each of the samples, largely due to benzene, except the most upgradient sample at SD-1, which did not contain detectable concentrations of BTEX, but contained DRO at 1.27 mg/l. 1/5/2017 Document, Report, or Work plan Review - other 2016 Annual Report Comments - Groundwater sampling results were relatively consistent with historical sampling events. Light non-aqueous phase liquid (LNAPL) was present at 0.01 feet in monitoring well MW-15 during the June gauging event and 0.16 feet during the October sampling event. Groundwater at the site appears to have shifted towards a western flow direction near the northwest corner of the site, suggesting that recent repairs to the storm drain along the north edge of the site have had an impact on groundwater flow direction in the area. Benzene concentrations continue to show a decreasing trend at MW-10 and concentrations downgradient of the air sparge system (AS) at MW-25 remain relatively stable. Overall, the benzene and DRO plumes remain relatively stable across the site and concentrations appear to be decreasing. Surface water sample results from the storm drain system were not consistent with historical sampling results. As of May 2016, the storm drain repair work was complete. Post repair sampling results indicate the repairs were effective at preventing contaminated groundwater from infiltrating into the pipe. However, ethylbenzene was detected in samples collected from storm drain manholes in 2016. The source of the ethylbenzene is unknown, but appears to be from a source located at the east portion of the site. Darren Mulkey
5/2/2017 Document, Report, or Work plan Review - other Reviewed 2017 Work Plan for Anchorage Terminal 2. Activities proposed for 2017 include an evaluation of groundwater flow direction and velocity, collection of groundwater samples, monitoring well replacement, and conducting a shutdown test for the air sparge system. 18 wells will be sampled in both spring and fall, with an additional 8 wells planned for spring sampling only. The air sparge system will be shut down and remain in stand-by mode for approximately 15 months, when monitoring wells will be sampled again and the results compared to evaluate the impact of system shut down. 10/9/2017 Document, Report, or Work plan Review - other Reviewed 2017 Air Sparge System Pilot Shutdown Test Memo for Tesoro #2 . The objective of the shutdown test was to evaluate plume stability over a 15 month period with the air sparge system turned off. The system was shut down on May 15, 2017 then groundwater samples were collected from MW-10, MW-11, MW-22, MW-25, and MOA-MW-04. Samples were then collected from the same wells in June and August, 2017. Groundwater data collected since shut down does not show a significant change in contaminant concentrations. The parties discussed what a 350 determination was, which properties on the Port of Alaska current have 350 determinations, and ADEC answered Port of Alaska questions regarding how contaminated media would be handle if a 350 determination was granted. 5/5/2021 Document, Report, or Work plan Review - other Reviewed a 2020 Annual Groundwater Monitoring Report for Tesoro Terminal 2. Following the 2015 storm drain repairs, data indicated that there was a shift in general groundwater flow to a more westerly direction. In 2020, fluid levels in all wells were gauged and data supports the conclusion. Groundwater flow along the eastern end of the site near TFW-05 and MW-16 does continues to flow northeast. The air sparge (AS) system continued to be shut down through the 2020 field season to monitor plume behavior without active AS system. AS system blowers and controllers were removed. During the June 2020 monitoring well (MW) sampling, MW-16 was found broken and unrepairable and was decommissioned. In total, 24 MWs were sampled in the June 2020 and 15 monitoring wells were sampled in October 2020. In June 2020, benzene was detected in 15 of the 24 wells sampled at concentrations ranging from 4.93 to 12,300 µg/L, DRO was detected in 21 of the 24 wells sampled at concentrations ranging from 0.746 to 25.3 mg/L (highest concentration was north of Tank 30773 at MW-08), and the thickness of LNAPL in MW-15 was 0.29 ft. In October 2020, benzene was detected in 14 of the 15 wells sampled at concentrations ranging from 6.43 to 13,900 µg/L with the greatest concentrations in MW-10 (immediately downgradient from Tank 30773), DRO was detected in 14 of the 15 wells sampled at concentrations ranging from 0.722 to 12.4 mg/L, and the thickness of LNAPL in MW-15 was 0.02 ft. The benzene and DRO groundwater concentrations, as well as LNAPL thickness in 2020 are generally consistent with the previous year’s results. Jamie Grant
