Problems/Comments

Waste crankcase oil dumped along edge of asphalt parking lot. Effected area 44' by 2'. Approximately 5 cubic yards of petroleum contaminated soil was excavated. Lot 8B, Block 1, Clayton Subdivision. Contaminated soil removed in 1990 and confirmation samples showed TPH levels well below applicable cleanup levels. Arsenic, chromium and lead were collected from the stockpile and were believed by ENSR as within background levels but arsenic was at 119 ppm.

11/20/1990 Conditional Closure Approved On 11/20/1990, DEC notified the property owner Red Wagner that no further cleanup action or assessment needed to occur. DEC requested that Wagner inform DEC when the soils would be thermally treated at APC's Chemron facility. DEC also noted in its letter that any excavated soils in the future could not be moved off site without treatment because of potential risk to contaminating other properties. ENSR in their 11/19/90 response and surmised that since their confirmation sample after excavation tested a maximum of 34 ppm TPH that the excavated material also contained all of the elevated arsenic, chromium and lead in the soils. 5/25/2016 Institutional Control Record Removed The conditions at this site meet the 2009 closure policy, therefore ICs can be removed. The default requirement of no offsite transport of soil or groundwater will still apply. In accordance with 18 AAC 75.380(d)(2), ADEC may require additional site assessment, monitoring, remediation, and/or other necessary actions at this facility should new information become available that indicates contamination at this site may pose a threat to human health or the environment.
